REQUEST: FOR Street Closure

Recommendation:
By Minute Motion, authorize the closure of El Paseo between Lupine and San Luis Rey on
Saturday, November 11, 2006, from 4:00 a.m. to 4:00 p.m.
Executive Summary:
Approval of this request will allow the closure of El Paseo between Lupine to San Luis Rey
to stage an activity associated with the 2006 Art of Food & Wine.
Background:
The Desert Springs Marriott is producing a signature event the Art of Food & Wine, which
will be held in Palm Desert from November 9-12, 2006. One of the activities associated
with the event will be held on Saturday, November 11, 2006, on El Paseo, and will consist
of several different vignettes featuring atmospheric surroundings and restaurant selections
from establishments located on El Paseo. The request to close all four lanes on El Paseo
from Lupine to San Luis Rey from 9:00 a.m. to 4:00 p.m. will allow an anticipated high
volume of pedestrian traffic to move throughout these locations in a safe manner. Event
producers have met with staff and are cognizant that safety barriers must be in place and
the event arranged to allow emergency vehicle access. In order to allow appropriate set-up
prior to guests arriving, the El Paseo Business Association has requested that the streets
be closed beginning at 4:00 a.m.; however, to allow cross traffic access to The Gardens on
El Paseo parking structure and Hwy. 111, San Pablo will remain open until 9:00 a.m. and
will be the first street to reopen at the conclusion of the event, which is scheduled for 4:00
p.m.

Staff recommends that the City Council approve this request to ensure the success of this
function, which is being held in association with the 2006 Art of Food & Wine, of which the
City is a presenting sponsor.

Dear Council Members:
Please accept this letter, on behalf of the Palm Desert Art of Food and Wine Festival, as
a request to close El Paseo as defined below:
Date: Saturday, November 11, 2006
Event time: 11:00 a.m. to 4:00 p.m.
Set up: 4:00 a.m, to 9:00 a.m.
Vendor move in: 9:00 a.m. to 10:30 a.m.
Vendors break down: 4:00 p.m. to 6:00 p.m.
Street Closure:
All four lanes on El Paseo will be closed to traffic from Lupine to San Luis Rey
from 9 a.m. to 4 p.m. Event set up will include movable barricades for
emergency access with proper traffic barricades at Lupine and San Luis Rey
as dictated by Mr. Greenwood's office.
San Pablo will be open from the beginning set up time of 4 a.m. to 9 a.m. and
reopen during break down from 4 p.m. to 6 p.m.
Please let me know if you have any further questions or concerns. I will await the City
Council's final approval.

On August 17, 2006 at the regular meeting for the El Paseo Business Improvement
District, the board of directors voted 4 - 0, with three members absent, to recommend to
the City Council the closing of El Paseo on Saturday, November 11, 2006 for the Art of
Food & Wine promotional event.
