Ratify the City Manager's authorization of a Contract with Greenplay LLC, in the amount of $21,900.00 for the development of a business pro forma plan to provide recreation services within the City of Palm Desert. 2. Approve a five percent contingency in the amount of $1,095.00. Discussion: Following the July 13, 2006, City Council meeting, Staff was directed to find a consultant who could develop and provide the City of Palm Desert with a business pro forma plan to provide parks and recreation services within the City of Palm Desert. Staff posted a notice for request for proposals (RFP) for the development of this plan on August 1, 2006. On August 8, 2006, staff received and reviewed three proposals from the following companies: Ballard*King, Highlands Ranch, CO $ 11,400.00 Greenplay LLC, Broomfield, CO $ 21,900.00 Pros Consulting LLC, Dallas, TX $122,890.00 After reviewing all proposals, staff recommended that Greenplay LLC of Broomfield, Colorado, be awarded the contract in the amount of $21,900.00. Greenplay LLC was deemed to be the most qualified to provide the services identified in the RFP, based on number and scope of similar projects developed Ratification of City Manager's Approval of Contract for Parks and Recreation Business Plan Page 2 of 2 September 14, 2006 in the past (in comparison to the low bidder). The low bidder's work has focused more particularly on feasibility studies for new construction projects and developing business plans for individual projects. Greenplay LLC has developed more comprehensive business pro forma's that specifically relate to this type project and more completely address both start-up and ongoing operations, as well as taking into account anticipated capital development. Based on the time frame in which Staff was asked to complete this project and receive the completed business plan, the City Manager was asked to approve a contract with the most qualified bidder in an amount of $21,900.00. The business plan will be complete by October 15, 2006, and results will be presented to the City Council. Therefore, staff recommends that City Council ratify the contract with Greenplay LLC, of Broomfield, Colorado, in the amount of $21,900.00. Funds for this expenditure are available in the Parks Professional Services Account No. 110- 4610-453-3092. Staff believes that all the consultants are qualified to perform the work. Ballard*King and Greenplay LLC, are both able to provide a finished product in the time identified (October, 15, 2006). Staff believes that the proposal presented by Greenplay LLC, is the most comprehensive in nature and that the background of the firm is consistent with the development of this type of project. Submittals received after this day and time wi(I not be accepted. BACKGROUND Description of Agency - The City of Palm Desert is a Southern California City located in Riverside County. Centrally located in the Coachella Valley, it has approximately 50,000 year round residents. A five member City Council that is elected by the residents of Palm Desert govems the City. Currently the park system is composed of 11 parks encompassing approximately 215 acres. The City contracts for recreation services with the Coachella Valley Recreation and Park District. They operate various sites and provide recreational services to the citizens of Palm Desert. Purpose and Requirements of the Business Plan Development - The business plan is being completed in order to determine the cost of start up and operation of a City run parks and recreation department, more specifically; recreation services. The City Council would like to review the possibility of providing parks and recreation services to Palm Desert residents as a City function. In order to determine the feasibility of doing so, a business plan that identifies cost of start up and operation of a department is needed. SPECIFICATIONS Minimum Requirements for the Parks and Recreation Business Plan: • The business plan will identify existing parks and recreation services, new programs and services and address long-term parks and recreation goals. • The plan will identify programs and services to be provided by the City of Palm Desert and a cost for providing the same (start up and operational). • The plan will identify the fol�owing in detail: 1. Staffing plan 2. Operating cost projections 3. Revenue generation projections 4. General funding requirements • The report needs to be completed within 60 days from date of contract issuance. • Provide a presentation of plan to City Staff and the City Council. Operating standards will need to be discussed and articulated in order to develop the staffing plan and organizational structure. A key element of the assessment focused on the possible adaptive re-use of an existing high school for recreation and other community services. Recrearion Master Plan Update City of Albany and Dougherty County, GA Project: This Recreation Master Plan Update surveyed the current level of recreation services provided, evaluated what has been completed, surveyed and compared the community against similar providers, provided a gap analysis �+�ith recommendaEions for continued use of the plan or an alternative path, and provided the methodology for evaluation. Since the 1997 Albany/Dougherty Recreation Master Pla�1 �vas �vritten, the City has implemented a number of the recommendations.
