REQUEST: APPROVAL OF THE EXPENDITURE OF $40,268 FOR THE
PURCHASE OF TWO ZOLL CARDIAC MONITORS TO BE PLACED
IN SERVICE AT THE TOWN CENTER AND MESA VIEW FIRE
STATIONS

Recommendation:
1. By Minute Motion, approve the expenditure of $40,268 for the purchase of
two Zoll cardiac monitors; and
2. By Minute Motion, approve estimated revenue and appropriations for $40,268.
Background:
The City's Fire Department has requested that we replace two cardiac monitors that are
due for replacement. The City received a grant from the State Indian Gaming Grant funds
of $49,000, which will be used to cover this expenditure.
Staff recommends approval of the expenditure and using Zoll as the sole source vendor
for this purchase.

RE: Purchase Request for Zoll Cardiac Monitors
Proposal
Fire Department recommends the expenditure of $40,268.00 for the purchase of two Zoll Cardiac
Monitors to be placed in service at the Town Center and Mesa View Fire Stations.
Backeround
Cardiac monitors are part of the mainstay of providing Advanced Life Support (ALS) care to the
citizens of Palm Desert. The city currently provides ALS care to its' citizens through the services
of three transport ambulances staffed by dual -role Paramedic Firefighters, carrying the latest in
emergency cardiac technology. The Zoll cardiac monitors carry the most up-to-date technology
for the diagnosis and treatment of cardiac distressed patients. As they were originally purchased
4 years ago, the technology contained in them has become somewhat outdated, although
Paramedic personnel are constantly trained in the newest methods of interpretation and treatment
modalities for the cardiac patient, and have adjusted their knowledge with the "older" technology
up to this point.
As technology has changed, so has the Zoll Corporation and it's equipment. They currently have
the latest technology in their machines to assist the emergency provider in the field with the
treatment and transport of the cardiac patient. The original monitors were given an obsolescence
of four years due to the rapid growth of technology in the cardiac field. Those four years have
lapsed and as planned in capitol equipment budget for the Fire Department, it is time to replace
the older machines in order to stay on top of the provision of care.
Note that Zoll is the sole source vendor with the County Fire Department for reasons of
standardization, replacement, use by personnel, and service.
Staff Recommendation
Staff recommends the purchase of two Zoll Monitors as indicated in the capitol equipment
replacement budget through the use of the Indian Gaming Grant.
Fiscal Impact
There will be no direct fiscal impact. Monies have been approved and provided by an Indian
Gaming Grant through city finance for purchase of emergency equipment.
