La Cadena Drive Riverside, CA 9250 DATE: September 28, 2006 ATTACHMENT: Bid Opening Sheet Bids Recommendation: By minute motion, reject the bid from Scott Equipment as non -responsive and award the purchase of a backhoe loader to Johnson Machinery of Riverside, CA in the total sum of $78,651.04. Discussion: The purchase of a backhoe loader, which will be an addition to our current construction equipment inventory, was included in the 2006-07 budget. In order for our maintenance staff to be familiar with the various types of backhoe loaders in the industry, all bidders were required to provide an on -site demonstration of the equipment. The bid specifications were for a CAT 420E (or equivalent) backhoe loader. A thumb mounting system for increased versatility of the backhoe with the ability to grip and grab was a special feature and was included in the specifications. On September 5, 2006, sealed bids were opened for the purchase of the backhoe loader, with the following results: Scott Equipment, Fontana, CA $61,956.25 Johnson Machinery, Riverside, CA $78,651.04 D-3 Equipment, Fontana, CA $85,491.45 Johnson Machinery, Riverside, CA $83,823.04 (Alternative Bid) Award Bid Backhoe Loader Page 2 of 2 September 28, 2006 Scott Equipment did not include the thumb mounting system in their bid, which resulted in the significantly lower price. Since this special feature was a requirement, Scott Equipment's bid is non -responsive. D-3 Equipment did not provide the required demonstration; therefore, their bid is also non -responsive. The bid by Johnson Machinery meets all the specifications. This equipment was included in the 2006/2007 budget and funds are available in the Streets Maintenance Capital Equipment account no. 110-4310-433-4045. Therefore, staff recommends the award of purchase to Johnson Machinery in the amount of $78,651.04.
