Dear City Council Members,
April is Child Abuse prevention month! This year, the Prevent Child Abuse —
Zoachella Valley is preparing a Blue Ribbon campaign in order to educate our desert
communities about child abuse and neglect prevention. The theme for this year's
campaign is "It Only Takes a Minute
... To ask for help
... To tell a trusted adult
... To make the right choice
... To look for warning signs
... To distract an angry parent
... To become involved
... To count to ten
... To make a difference in the life of a
child"
Each year during the month of April, we distribute thousands of blue ribbons, posters
and educational information for parents and families. Last year, we sponsored a Fall
Children's Conference on October 20, 2006, and once again, this year we will be
bringing various programs and information to our valley and participating in many
community gatherings across the valley. Annually, we hold a fund-raising event
entitled the Bono Family Creating Hope Award Gala. The Creating Hope Award is to
honor an individual who has given of his/her time in the prevention of child abuse and
neglect.
We are asking you to support the Blue Ribbon Campaign. We are asking everyone to
wear a Blue Ribbon throughout the month of April. Put blue ribbons on your cars.
We will also be distributing posters and informational packets. We are asking each
city within the Coachella Valley to support Child Abuse Prevention month by:
• 'Completing a Proclamation from your city supporting Child Abuse Prevention
month — sec Sample Proclamation.
• To make ali'this°possible, we need your financial help. We are asking for a
contribution from $100 to $1,000 to Prevent Child Abuse — Riverside County.
• To consider joining us and/or contributing through a donation or becoming a
sponsor of the Bono Family Creating Hope Award Gala.
We would like to attend a city Council meeting and briefly present Prevent Child
Abuse Spring Campaign and make available to Council members and to the city a
variety of posters, information and items to distribute through the city proclaiming
April as Child Abuse Prevention month. Prevent Child Abuse Riverside County
(PCA-RC) is the Riverside County board of Supervisors' approved Lead agency to
coordinate our communities' efforts to prevent and respond to child abuse. PCA-RC
is a non-profit organization with a 501(C)3 status. Our tax identification number is

PROCLAMATION
By the city of
& in support of Prevent Child Abuse — Riverside County, Coachella Valley Collaborative,
whose purpose it is to raise the public's awareness of child abuse
and the month of April is Child Abuse Prevention Month:
WHEREAS, Each year, more than three million children are reported as abused or
neglected in the United States. And three children die each day from abuse
and neglect in this s ountry; and
WHEREAS, Among confirmed cases of child maltreatment, at least 40% involve the use
of alcohol or other drugs; and -
WHEREAS, Children who come into the child welfare system because of abuse, neglect
and/or substance -abusing parents are found to have increasingly complex health
service needs, including serious health problems, such as prenatal substance
exposure, which can lead to fetal alcohol syndrome, developmental delays, and
HIV disease; and
WHEREAS, Educational efforts supported by communities and individuals throughout
the Coachella Valley are vital to the task of increasing public awareness of the
harmful relationship between substance abuse and child abuse, and their effects
upon the children and families of our communities: and
WHEREAS, child abuse and neglect is a community problem and finding solutions
depends on the involvement of people throughout the community; and
WHEREAS, The first organized statewide Blue Ribbon Campaign was originated in
Norfolk, Virginia, by the grandmother of Bubba Dickinson, a child who was
murdered by his mother's abusive boyfriend: and
WHEREAS, In recent years, the National committee to Prevent Child Abuse, the
California chapter and other local affiliates, United States military bases, and
other groups have organized Blue Ribbon Campaigns to increase public
Awareness of child abuse and to promote ways to prevent child abuse; and
WHEREAS, The National Committee to Prevent Child Abuse, in all its forms, has
Proclaimed April as National child Abuse Prevention month; therefore, be it
RESOLVED BY THE CITY OF
That the month of April 2007, be Recognized as Child Abuse Prevention Month,
and encourages the people of Our city to support child abuse prevention activities
in our desert communities and schools during that month and throughout the
year.
