Approve an amendment to Contract No. C23110 in the amount of $2,820.00 with Omnis, Inc., of Chino, CA, for design and engineering services to construct a bus bay on Highway 111 east of San Pablo Avenue. 2. Authorize the Mayor to execute the subject amendment. Discussion: On October 28, 2004 the City Council awarded Contract C23110 in the amount of $49,000 to Omnis, Inc. to design sidewalks along four different segments of Highway 111 between Plaza Way and Larkspur Lane. Subsequently, amendments totaling $20,850.00 have been made to modify the intersection of Highway 111 and Plaza Way to eliminate the abrupt dip at the south end of the intersection, and to extend the left turn pocket from westbound Highway 111 to southbound Plaza Way. Public Works staff has identified another location on Highway 111 which could be modified to improve traffic safety and efficiency. The bus stop in the eastbound lanes just east of San Pablo Avenue has no bus bay. When the bus stops to pick up passengers, the through traffic in the number three lane must come to a complete stop, increasing chances for rear end collisions. The construction of a bus bay will provide an area where the bus can pull out of the live traffic lane. Staff Report — Amendment No. 2 to Contract C23110 with Omnis, Inc. April 12, 2007 Page 2of2 The bus bay will fall within the State Right -of -Way. Any work to be performed within the State Right -of -Way, requires Caltrans review and approval prior to construction. The existing contract with Omnis requires that they guide the plans through the approval process at Caltrans. Although the design is almost complete under the existing contract with Omnis, staff recommends amending the contract to provide engineered plans for the bus bay. The proposal fee of $2,820.00 was reviewed and determined to be fair. The additional design will take a short period of time, and it is highly beneficial to include all the Highway 111 improvements on one set of plans for Caltrans review. Funds are available for this work in the public works professional service account: 110-4300-413-3010. Therefore, staff recommends that City Council authorize the Mayor to execute amendment No. 2 to the agreement with Omnis Inc. for Professional Engineering Services for the above -mentioned work. The Consultant shall perform all work as necessary or required to complete the Professional Service Amendment items for a lump sum price agreed upon between the Consultant and the City of Palm Desert, otherwise referred to as Owner. Contract Time Extension 0 Days. Revised Contract Total $72,670 The undersigned Consultant approves the foregoing Professional Service Amendment# 4 as to the changes, if any, in the contract price specified for each item including any and all supervision costs and other miscellaneous costs relating to the change in work, and as to the extension of time allowed, if any, for completion of the entire work on account of said Professional Service Amendment# 4 . The Consultant agrees to fumish all labor and materials and perform all other necessary work, inclusive of that directly or indirectly related to the approved time extension, required to complete the Professional Service Amendment items. We propose to incorporate the bus tum-out design in the plans we are currently preparing for the subject sidewalk improvement project. The bus tum-out will be designed to ensure positive gutter drainage and will feature an 8-Foot wide sidewalk adjacent to the new curb. We aiso propose to prepare a striping modification plan for Yhe affected parking stalls as the proposed bus turnout improvements will encroach 5 to 6 feet into the existing parking lot to the south of Highway 111. Below is our proposed level of effort to complete the described additional services: Project Manager/Engineer...............16 hours x $120/hour= $1,920 CAD Technician...................................12 hours x $75/hour=$900 Total Proposed Fee= $2,820 We are ready to begin the design of the bus turn-out with your authorization.
