Preliminary Minutes of the March 14, 2007, Public Safety Commission Meeting RECOMMENDATION: By Minute Motion, approve Cal Cops Funds expenditure for purchase of 1) Vista FX Premium Crash Reconstruction System in the amount of $6,695 and 2) 30 Olympus FE- 2107.1 Mega Pixel Digital Cameras and 31-Gigabyte Memory Cards from Pearl Mutter Purchasing Power in the amount of $5,462.93, as recommended by the Public Safety Commission at its March 14, 2007, meeting. EXECUTIVE SUMMARY: Approval of this request will allow staff at the Palm Desert Police Department to purchase subject equipment. BACKGROUND: The film industry is in the process of moving from the use of 35mm films for photos and Nikon recently notified its users that 35mm film would no longer be available through that company. Palm Desert Police officers take photographs of crime related scenes/incidences on a daily basis. Currently, the City has 36 officer positions allocated for patrol and 20 other positions that support frontline operations. Additional digital cameras to support these officers and memory cards for the cameras are needed as officers typically take more photos than the cards supplied by the manufacturers can accommodate. By supplying police officers with the necessary equipment to perform their duties, the documentation process will be expedited and staff hours minimized. The Palm Desert Traffic Division currently utilizes Autosketch as its primary software for diagramming. It is used along with Sokkia Mapping System, as well as a stand-alone diagramming program. Current changes in collision reconstruction models have shown many of the limitations of this program. Many departments are moving to a crash reconstruction software system that offers not only diagramming features, but also adds reconstruction features to the software. Purchase of the Visual Statement Vista FX2 Premium Crash Reconstruction System would include diagramming, math calculations, simulations, and 3D Animations. CITY COUNCIL STAFF REPORT APRIL 12, 2007 RE: APPROVAL OF CAL COPS FUNDS EXPENDITURES At its meeting of March 14, 2007, the Public Safety Commission recommended that the City Council approve the purchase of a Vista FX Premium Crash Reconstruction System in the amount of $6,695; and 30 Olympus FE-2107.1 Mega Pixel Digital Cameras and 31- Gigabyte Memory Cards from Pearl Mutter Purchasing Power in the amount of $5,462.93. The City of Palm Desert has received $100,000 in Cal Cops Supplemental Law Enforcement Service Funds for fiscal year 2006-07. The Cal Cops funds are a one-time grant to be expended exclusively on frontline law enforcement services by providing personnel support, equipment, and programs. The Public Safety Commission is recommending that the City Council approve the purchase of the above stated equipment at a total cost of $12,157.93, from available Cal Cops Funds. No general fund monies are needed or requested. The order requires 30 such cards. Therefore, the order would require the number be multiplied by 10. Also, the tax is not included due to the format of the proposal. The total cost on the proposal for 30 cameras is $6629.30. The cost of three (3) memory cards is $149.97. The required number of inemory cards is 30, therefore the total amounts is ten times $149.97, which totals $1499.70. The total cost for cameras and memory cards equal $8129.40. The tax liability is $630.03. The total cost for this purchase would be $8759,43. The camera estimate proposal dated for today from Office Max for 30 cameras is $5999.7. The cost of 30 memory cards is $1199.40. The total cost for cameras and memory cards equal $7199.10. The tax liability is $557.93. The total cost for this purchase would be $7757.03. The traffic unit uses the Sokkia Mapping System for digital reconstruction of collision scenes. In the past, Autosketch soflware was used computerized drawing of these scenes, with information downloaded from the Sokkia system, but that software has become outdated for our needs. The Visual Statement Vista FX Premium Crash Recreation software allows our officers to expedite the documentation of these complicated scenes, including math calculations, simulations and 3D animation, with specific focus on prosecutorial and liability needs. This new software not only provides diagaznming features, but also adds reconstruction features that helps minimize the number of hours spent by staff recreating the event digitally. As always, our goal is to provide the best possible service to the City of Palm Desert and keeping front line staff in the field is one of our top priorities.
