Discussion: On March 12, 2007, sealed bids were opened for the purchase of two half -ton pickup trucks to replace existing vehicles. A total of five bids were received. The invitation to bidders was specifically written for the vendor to deliver the trucks within 30 days after acquiring the purchase order from the City. Thirty -day delivery was established by staff, anticipating that automotive dealerships have such vehicles in their existing inventory and sell them at a reasonable price. Of the five vendors who submitted a bid, only one is able to meet the delivery requirement of 30 days, rendering that bid the only responsive bid. However, there is a difference of $10,217.09 between the vendor who can deliver in 30 days and the lowest bidder who is able to deliver within 90 days. Staff has re-evaluated the City's need for the trucks within 30 days, and now recommends rejecting all bids and authorizing the City Clerk to re -advertise for the purchase of the two trucks, stipulating a 90-day delivery time period.
