The purpose of this agreement is to formally document the intention of the Coachella Valley Water District (District), the City of Palm Desert (City) and the Coachella Valley Mosquito and Vector Control District (CVMVCD), in cooperation with a mutually agreeable homeowners association, to retrofit a curbside turf/spray landscape, into an efficient, low water use, attractive landscape and/or a subsurface drip irrigated turfscape. 2. It is understood by all parties that this agreement funds and executes a "Curbside Conservation Buffer Demonstration Program" with the goal of eliminating overspray and runoff to the street. 3. The District will evaluate the water -savings performance of an alternative efficient water use landscape and irrigation system for one year after installation, document water savings and calculate a program cost -benefit ratio for use in program evaluation by the District, the City and CVMVCD. 4. Participating agencies will evaluate the program by determining the amount of runoff reduction. Sample measurements will be made before and after retrofitting. Parameters will include flow rates, and accumulated flows down the street gutter. Water surface area will be measured and/or estimated in affected retention basins. The number of mosquito abatement treatments will be reported. 5. If the cost -benefit ratio or other factors are deemed favorable to the continuation of this program on a long term basis, the District, the City and CVMVCD agree to explore the continuation of the program on an expanded and long term basis. 6. The City agrees to provide approximately cost -share funding to this joint District / City / CVMVCD project not to exceed $20,000. 7. The CVMVCD agrees to provide measurement and reporting technical assistance to this joint District / City / CVMVCD project not to exceed a value of approximately $12,000 as well as cost -share funding up to $5,000. 8. The District agrees to provide cost- share funding contribution to this joint District / City /CVMVCD not to exceed $29,000. The District will also provide program coordination, on site technical assistance and data analysis and reporting. 9. The agencies will pay approximately $1.50 per square foot, or 75 percent of the total cost for the turf/spray conversion. Homeowners will pay approximately $0.50 per square foot (25 percent of the total cost). It is understood that these costs are estimates only. Actual amounts may vary. 10. It is anticipated that approximately 1.25 miles of turf/spray averaging five feet in width can be converted using this funding. 11. Any party to this MOU may terminate its participation in this MOU by giving not less than (90) calendar days prior written notice of intent to terminate to each of the partners. In such case, termination by one or more of the parties to this MOU does not alter the terms or obligations of the other parties to this MOU.
