SUBMITTED BY: Janis Steele, Parks and Recreation Services Manager Martin Alvarez, Redevelopment Manager DATE: April 26, 2007 CONTENTS: Aquatic Design Proposal (Presented February 22, 2007) Recommendation: By Minute Motion: That the City Council provide direction to Staff on how to proceed in the development of a swimming facility in the City of Palm Desert. Discussion: At the February 22, 2007, City Council meeting, the City Council considered the attached aquatic center proposal. After their consideration, Staff was directed to investigate building a competition -only pool (25 yard x 30 meter) at the College of the Desert (COD). Staff was further directed to take the Council's recommendation back to the Parks and Recreation Commission for their review and comment. The Parks and Recreation Commission considered the City Council's request, and continue to support the original aquatic center proposal for the following reasons: • The cost recovery potential for the original aquatic center design is much higher than for a competition -only pool. • The original aquatic center design better meets the needs of the Palm Desert residents, based on the Citizen's survey results. Staff is requesting that the City Council provide direction to Staff to either: 1. Proceed with the design of a competition -only pool at COD, understanding that the cost of subsidy will exceed $385,000 annually, and that COD will not be assisting with operational costs, or 2. Investigate including swimming components as part of a future community center. Staff Report Provide Direction on Development of a Swimming Facility in Palm Desert. Page 2of2 April 26, 2007 Ruhnau, Ruhnau, Clarke, provided an estimate on construction for a competition - only pool at a total cost of $6.5 million. This includes the building, entry, locker rooms, storage, equipment room, offices, and a meeting room. This compares to an estimated cost of $8.5 million for the original proposal. The City's Consultant also provided information on estimated maintenance and utility costs for a competition -only pool and the building designed for this facility. The minimum cost to the City will be $385,277 annually. Staff is requesting that the City Council provide direction regarding further development of a swimming facility for the City of Palm Desert.
