III. ORAL COMMUNICATIONS Upon question by Commissioner Weston at the meeting of May 16, City Clerk, Rachelle Kfassen explained the three ways that the legislative body can take action on minutes. Ms. Klassen defined "By Minute Motion" as a Motion that is recorded in the minutes. Art in Public Places Minutes June 20, 2007 IV. CONSENT CALENDAR Minutes of the regular meeting held on May 16, 2007. Commissioner Grochau noted that on Page 3 under New Business, Item A. Consideration to Se/ect Three Artists to Create a Sculpture of "Andy the Donkey Man"the Motion should read: It was moved by Commissioner Grochau and seconded by Commissioner Thompson to continue to the meeting of June 20, 2007, the Consideration of an Artist Se/ection Process to create a scu/pture honoring Andy the Donkey Man at a selected site at the Visitor Center with staff researching more artists including resumes for those artists. Motion carried unanimously. Upon Motion by Commissioner Hough and second by Commissioner Snyder, the Minutes of May 16, 2007, were corrected as noted. Motion approved unanimously. V. DISCUSSION ITEMS A. ORAL REVIEW OF CITY COUNCIL ACTION No report. VI. CONSENT ITEMS HELD �YER None VII. NEW BUSINESS A. CONSIDERATION OF ARTISTS TO BE INCLUDED IN CITY OF PALM DESERT'S ARTIST REGISTRY Artwork by Oscar Alvardo, Stephen Daly, Marianne Caroselli, and Mike Teague were reviewed to be considered for the City of Palm Desert's Artist Registry. It was moved by Commissioner Grochau and seconded by Commissioner Hough to include Stephen Daly and Mike Teague in the City of Pa/m Desert's Artist Registry. Motion approved unanimously. 2 Art in Pubiic Places Minutes June 20, 2007 VIII. CONTINUED BUSINESS A. CONSIDERATION TO SELECT THREE ARTISTS TO CREATE A MODEL OF "ANDY THE DONKEY MAN" (Continued from the meeting of May 16, 2007) Mr. Twedt noted that he included information on additional artists for consideration in the agenda packet for the "Andy the Donkey Man" project. Mr. Twedt identified the large concrete area between the Visitor Center and Cuistot as the location for the sculpture to be placed. The Commission is asking for a figure of Andy, a donkey, and possibly one child. The question was asked if a third figure was an important element to the sculpture. The Commission felt it would be important to include the third element if the artist was able to work it within the budget. Mr. Twedt asked the Commission to review and vote for three artists, with one alternate, from the following list of artists presented by Staff. Jane DeDecker, Stanley Proctor, Mark Hopkins, Romo Studios, Dee Clements, George Lundeen, Carol Tarzier, David Phelps, William Ware, Terry Allen, James Regimbal, Clay Dahlberg, and George Carlson. The three selected artists will be paid an honorarium to create a model of Andy the Donkey Man and Staff will bring the three forward for Council to choose one. The top three artists were Terry Allen, Clay Dahlberg, and Dee Clements with Stanley Proctor as an alternate. It was moved by Commissioner Thompson and seconded by Commissioner Hough to accept Terry Allen, C/ay Dah/berg, and Dee Clements to create a model of "Andy the Donkey Man'; with Stanley Proctor as an a/ternate. Motion carried unanimously. 3 Art in Public Places Minutes June 20. 2007 IX. OLD BUSINESS A. CONSIDERATION TO APPROVE THE "EMBRACING THE DESERT LIGHT" PROJECT(S) It was the concurrence of the Commission that the "Embracing the Desert Light" project consist of one permanent piece for Palm Desert's permanent art collection as opposed to it being a temporary project or multiple projects. Mr. Twedt asked that the Commission keep in mind that the piece not create a hazard to the public. It was moved by Commissioner Weston and seconded by Commissioner Stenning to have staff search for approximately ten to twe/ve artists who can create a permanent light project with a budget of $75,000 to $100,000 and can compete in an invitational competition. Motion carried unanimously. Mr. Twedt asked the Commissioners to contact him if there were any artists they felt could create a permanent light project. Mr. Twedt will research additional light artists and bring back information on those artists at the July 18, 2007, meeting. X. PROJECT STATUS REPORTS A. Palm Desert Community Gallery Ms. Schwartz stated that the current show, "Abstract Dimensions" has been well received. The next show will include a photographer, glass artist, and metal sculptor. The three artists have created a collaborated piece for the show. B. Website Mr. Twedt reported that he is video taping the City's collection and creating vignettes of six to eight pieces at a time with voiceovers to place on the website so people can take a virtual tour. He will change out the video pieces every four to six months. He would also like to get the community 4 Art in Public Places Minutes June 20, 2007 involved and have them video their favorite pieces and have a voiceover of why they like that specific piece. C. Docent Program Ms. Schwartz reported that the Saturday tours are on hiatus for July and August; however, private tours are still available. XI. REPORTS AND REMARKS A. STAFF Mr. Twedt reported that there would be an art project on the 700 foot median at Monterey and Dinah Shore. Mr. Twedt reported that Russell Jacques was selected as the visiting artist to go to the City's sister city, Gisborne. Mr. Twedt reported that there would be a dedication and reception on Wednesday, June 27, at 10:00 a.m. at the Spanish Walk development honoring Marlo Bartels' art benches. Ms. Schwartz stated that she and Debbie Thompson attended the Americans for Arts Conference in Las Vegas a couple of weeks ago. It was very informative and a great opportunity to get some positive feedback on the City's program. The City's Website and Artist Registry are regularly used by public art professionals. Commissioner Hough asked if a report on the feedback from the field could be given to City Council. B.
