CALL TO ORDER Chair Kim Housken called the meeting of the Historic Preservation Committee to order at 10:04 a.m. 11. ROLL CALL Present: Absent: Gale Broeker Kent Routh Vera Handley Bob Pitchford Kim Housken Jan Holmlund —Arrived 10:07 a.m. Don Graybill, Alternate Also Present: Amir Hamidzadeh, Director of Building and Safety Suzanne Cicchini, Recording Secretary Hal Rover, President, Historical Society III. APPROVAL OF MINUTES Committee Member Gale Broeker moved to approve the Minutes of the May 29, 2007 meeting, as written. She misunderstood the time it would take to hear back from Lauri Aylaian, Director of Planning after their meeting. Committee Member Gale Broeker stated it would be 6 weeks, but Ms. Aylaian got back to her in a week. Even though there was a misunderstanding about how long it would take Ms. Aylaian to respond, the minutes accurately report what was said in the meeting. Committee Member Vera Handley seconded the motion. It received unanimous approval 4-0. IV. ORAL COMMUNICATIONS A. CHAIR REPORT 1. Chair Kim Housken announced Keedy's Fountain Grill will celebrate their 50�' Anniversary on Saturday, June 30, 2007. K Kaufman of the Desert Sun requested that you contact her about any favorite things from the menu or favorite memories or about any old pictures. 2. Chair Kim Housken mentioned an article in the Desert Magazine dated June 24, 2007. It's about a writer who found a trunk in an antique store in Yucaipa. The trunk had many interesting items in it. It prompted Chair Kim Housken to suggest a call to this writer. B. SUBCOMMITTEE REPORTS None C. INDIVIDUAL COMMITTEE MEMBER REPORTS 1. College of the Desert Camqus Chanqes Update - Chair Kim Housken announced that the College of the Desert Meeting had been cancelled. Chair Kim Housken is now on their email list so they can notify her the next time a cancellation occurs. The next meeting at College of the Desert will be on Tuesday, July 17, 2007, at 1:00 pm., in the north annex. Committee Member Kent Routh should be back by then to attend it. 2. Cove Communities Update - Committee Member Jan Holmlund reviewed her report with the Committee Members. She noted that the City Attorney in Rancho Mirage covered ethical requirements of the Commission Members at the meeting. Her report was reviewed and filed with the Minutes, per her request. Committee Member Jan Holmlund provided a copy of information from The City of Indian Wells Historic Preservation Newsletter. She requested that the Palm Desert Historic Preservation Committee write a letter about the Cavanaugh property now located in Indian Wells, California (but noted as a Palm Desert entity on the 1981 survey.) The letter would acknowledge that this is a historic building. Discussion commenced. Committee Member Jan Holmlund indicated that it's an early building built in 1926. It was a handmade Adobe. The roof tiles were handmade. She indicated that the Cavanaugh Date Ranch should be mentioned as an important aspect because it was a means of livelihood at the time. Chair Kim Housken asked Director of Building and Safety, Amir Hamidzadeh to offer his opinion on this. He supported the idea of recognizing the building but suggested that the letter be written from citizens of the Valley instead of the Committee. He indicated that it would be a good idea to run this by The City Manager of Indian Wells first, and indicated that he would do this. Motion: Committee Member Jan Holmlund moved that the Historic Preservation Committee write a letter supporting the nomination of the Cavanaugh House as a primary historic structure and that a letter be sent to the owners indicating that we believe that. Committee Member Gale Broeker seconded the motion. Motion passed 5-0. Ordinance/Mills Act — Amir Hamidzadeh, Director of Building and Safety informed the committee members that there was no new information regarding the progress of the ordinance, and that The City Attorney is still reviewing it. He contacted Homer Croy, ACM for Development Services to see if this matter could be expedited. Director of Building and Safety, Amir Hamidzadeh will update the committee to let them know what changes have been made. Discussion commenced. Committee Member Jan Holmlund inquired whether a moratorium will be in the ordinance. She emphasized the need to the Committee to have this, and to see the ordinance before it is sent to City Council. VI. NEW BUSINESS VII. PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA Hal Rover, President, Historical Society inquired whether the Historical Committee in Rancho Mirage was a Commission. Committee Member Jan Holmlund replied that it was. Mr. Rover asked her why she wasn't on it. She had been asked by a staff member to submit an application, but indicated that she didn't believe it was ethical to be on The City of Palm Desert Historical Preservation Committee and The City of Rancho Mirage Historic Preservation Commission at the same time. VIII. COMMITTEE MEMBER COMMENTS A. Chair Kim Housken wanted to welcome back Committee Member Vera Handley. Committee Member Vera Handley thanked everyone for the phone calls, cards and flowers and indicated that they were a great comfort to her. B. Chair Kim Housken noted on a sad note, that she had received Bonnie Bowie's resignation email. Chair Kim Housken inquired whether Ms. Bowie could be considered as an alternate. She inquired whether former Committee Member, Bonnie Bowie could be an alternate and Committee Member pon Graybill could become a regular Committee Member. Director of Building and Safety Amir Hamidzadeh noted that he valued Ms. Bowie's contribution to the committee and appreciated all of the committee members. He indicated he would ask the City Clerk about this C. Committee Member Gale Broeker reported that she did hear back from Director of Planning, Lauri Aylaian. She contacted Committee Member Gale Broeker a week after their meeting. Unfortunately, none of the items Committee Member Gale Broeker asked about had been taken care of G:\BldgSfty\Suzanne Cicchini\Word Files\Historic Preservation Committee\Minutes062607.doc. 3 HISTORIC PRESERVATION COMMITTEE Minutes June 26, 2007 under the former Director of Planning. Apparently, funds were not budgeted for those things specified in the General Plan. Discussion commenced about what could be done about the archaelogical issues that might be of concern to the Historic Preservation Committee. Committee Member Gale Broeker noted she would check into these issues. D. Committee Member Jan Holmlund requested another printout of the unofficial list of properties and Recording Secretary Suzanne Cicchini will provide that to the Committee. She has information to provide the Committee for the next workshop. One is an article about vernacular buildings and the other article is about The View of the Historic Preservation Movement. E. Chair Kim Housken thanked Committee Member Jan Holmlund for her guidance on the steps to take to properly archive historical items. F. Amir Hamidzadeh, Director of Building and Safety commented that the Planning Department has hired two new staff members who will be really great additions to the department. He noted that Director Lauri Aylaian acts on the things she says. IX. CONFIRM NEXT MEETING DATES AND ADJOURN Workshop — Friday, July 20, 2007, 10:00 a.m. — Council Chambers Conference Room. City Attorney Steve Patenia(sp ?) Review: Know City Code and understand need to evaluate historic properties Keep in contact with City Council Members For information go to assigned staff Conflict of interest training Ethics Training, twice annually Business Cards,the City provides cards to members Name Badges, the City provides name badges to members Directory of City Commission Members is produced annually City Offices are open to Commission Members(Attorney, Clerk etc.) Sexual Hazassment, Issues of respect, and productivity. Training based upon 1964 Civil Rights Act(Federal); California Fair Housing Act;; Civil Rights Act in California(private as well as public agencies); 2004 sexual training laws 2. City Attorney Offers Guidance on Brown Act that will be fully covered in a regular session with all city employees. The items below effect only decisions made on historic properties and that require commission members to refrain from voting. You must disclose the reason for not voting and leave the room. This ruling is inclusive of your spouse because of the property rights laws of California, a community property state. If you have received income from owned (and nominated) property Property within 500 feet of your property If you have income over$500 from a nominated property owner You may not accept gifts or discounts because of your position You are prohibited from making campaign contributions to persons whom you or they may influence on matters of historic preservation. This prohibition extends to 3 months after leaving the commission If you have a financial interest in a property an individual (and this includes the city)can not enter a Mills Act agreement with another nominee City Attorney contd. p.2 You may not accept free travel from other than the city unless officially approved -- You can not use city resources for any purpose not connected with the daily functioning of your commission Gifts of public funds are unconstitutional (except those made through the city council) 3. City Clerk: Swears in new commissioners 4. New Officers: Herb Smalley, Chair Marilyn Bauer, Vice-Chair 5. Presentation: Dan Callahan, resident of Rancho Mirage 1939...1957 gave history of properly owned by his uncle, architect Hank Gogerty, and managed by Dan Callahan. The airport property, now Rancho Las Palmas Resort, consisted of 390 acres and, a 320 acre property where Eisenhower hospital now stands. The airport consisted of a 3600 foot lighted runway and a 200 foot east-west cross over runway. A hotel, built in 1946, started with 16 original buildings and developed into 39. There was a question and answer session. 6. Discussion Items: 1. Sites: `I'he Commission agreed to nominate one of three toured properties as Historic The Bing Crosby house does not meet criteria for Historic. It does meet criteria for Celebrity Harpo Marx house meets criteria for Historic (architect) and Celebrity nominations Clear letters of consent and nomination or letters declining consent or nomination must be promptly sent out to owners 2. Review of Plaques: Have samples in Planning Of�ce Bronze plaques take 4 weeks to cast(��erman-Berman Company?) Budget 10 plaques at a time Presentation ceremony to be held at Ranchito Chiquito (historic property sited at Whitewater Park) 3. Parks and Recreation: Do not want to take action on glass door for Ranchito Chiquito citing safety issues New signage is needed at Ranchito Chiquito Ranchito Chiquito benches should be acquired out of Historic Preservation Commission budget. Commission voted to order 1 bench (handmade of wood damaged in the San Jacinto wildfire).
