HomeMy WebLinkAboutFee Waiver - Lady of Solitude Church ��•��� � � CITY OF PALM DESERT COMMUNITY SERVICES DEPARTMENT STAFF REPORT REQUEST: DENY THE REQUEST BY OUR LADY OF SOLITUDE CHURCH FOR A FEE WAIVER IN CONNECTION WITH THE OUR LADY OF GUADALUPE PROCESSfON SCHEDULED ON DECEMBER 12, 2007 DATE: August 9, 2007 CONTENTS: Correspondence from Our Lady of Solitude Church Correspondence from Palm Desert Police Department RECOMMENDATION: By Minute Motion, deny the request by Father John Kavcak, MSC, Pastor of Our Lady of Solitude Church for a fee waiver for public safety services in connection with the 2007"Our Lady of Guadalupe Procession" scheduled for December 12, 2007, beginning in the City of Palm Springs and ending in the City of Coachella. EXECUTIVE SUMMARY: Denial of the subject request would require event organizers to reimburse the City of Palm Desert for public safety staffing. BACKGROUND: Each year a volunteer committee celebrates the anniversary of "Our Lady of Guadalupe" by organizing a procession that starts in Palm Springs and proceeds east through various cities in the Coachella Valley with the final destination in the City of Coachella. Each year,this event creates issues that must be addressed to ensure public safety. Based on last year's participation of 6,000 walkers, 10 vehicles, and a large float towed on a flatbed, the Palm Desert Police Department believes that two patrol units and eight motor units will be required to ensure public safety through the cities of Rancho Mirage, Palm Desert, and Indian Wells. The monetary expense estimated for staffing this event is approximately$9,500. In past years, the cities of Indian Wells and Rancho Mirage have looked to the City of Palm Desert to take the lead in accessing fees to staff this event to ensure the public safety. All other cities affected by this procession in the Coachella Valley,i.e., Palm Springs, Cathedral City, Indio,and Coachella have not traditionally waived fees for this event since this event is held in observance of a religious ritual. Taylor. The estimate is based on the following staffing suggestion from John, "Staffing recommendation is 8 motors and 2 patrol units from 0600-1600 (10 hours) . " The total cost for the 10 positions (8 motors and 2 patrol units) would be $9984 . Please let me know if I can be of any more help. Thanks.
