Recommendation:
By Minute Motion, approve artists Heath Satow, Steve Rieman, and Allen Root to
work with the landscape design architects for the Monterey Avenue/Dinah Shore
median landscape/sculpture project.
Executive Summary:
Staff from the Public Art and Public Works departments were directed by City
Council to integrate an art component with the Federal Grant for landscaping the
700 foot median on Monterey Avenue from Dinah Shore Drive to the railroad
tracks by the 1-10 Interstate Freeway. Based upon existing and proposed
artworks the three artists have created and presented to the Art in Public Places
Commission and City Council in the past, staff suggested to the Art in Public
Places Commission that artists Heath Satow, Steve Rieman, and Allen Root
work with the landscape architects on the Monterey/Dinah Shore median. At its
July 17, meeting, the Art in Public Places Commission voted unanimously to
have the three artists work with landscape designers on the project.
Discussion:
Both Heath Satow and Allen Root have created entrance signs/sculptures for the
City of Palm Desert and Steve Rieman has created a model of one and has
participated in the El Paseo Exhibition. All three artists work in corten and
stainless steel. Staff believes the new median artwork should be related
stylistically and materially to the major entrance sign/sculpture located on the
corner of Monterey Avenue and Dinah Shore Drive, which would integrate both of
the sculptures.

CITY OF PALM DESERT
REQUEST FOR PROPOSAL
MONTEREY AVENUE/DINAH SHORE DRIVE MEDIAN SCULPTURE AND
LANDSCAPING IMPROVEMENTS
The City of Palm Desert requests proposals from qualified professional landscape
architectural firms to prepare , plans, specifications and estimate Of probable costs(PS&E)
for the Monterey Avenue/ Dinah Shore Drive Median Sculpture and Landscape
Improvements, City Project No. ######.
General Design Parameters
The project is located on Monterey Avenue from Dinah Shore Drive north to the Southern
Pacific Rai�road tracks, a length of approximately 700 lineal feet. This roadway section is
part of an over crossing that crosses over the Southern Pacific Railroad and Interstate 10.
The proposed landscape improvements include installing landscaping and irrigation on the
ramp slopes and replacing the 23 foot wide concrete center median with landscape and
irrigation within the described limits for an approximately 4 acres of landscaping. The
center median will also have a public art feature intergraded with the landscape to provide
an entry statement into the city of Palm Desert. The landscape palette wil� be the City
Council approved "desertscape" theme for primary image corridors (see attached City of
Palm Desert's "desertscape" theme).
The design consultant is required to have an artist as part of the design team for the
development of the proposed art feature.
Monterey Ave/Dinah Shore Drive Median Sculpture & Landscaping Project
The design consultant is required to have an artist as part of the design team for the development
of the proposed art feature.
I"he art feature should be created of sequential elements integrated with the landscape design
throughout the 700' median and related artistically to the Palm Desert entrance sign/sculpture at
the southeast corner of Dinah Shore and Monterey. The elements should be constructed of corten
steel that could include stainless steel accents. The artist could consider stylistically using
piercing and view-through on some of the elements from one side of the median to the other. It's
encouraged to include desert flora and fauna as the design basis for the various elements.
The design consultant will be responsible for providing an itemized cost estimate, bid
schedule, bid item descriptions, payment methods, and technical provisions. Samples of
these specification documents are available for review within the City of Palm Desert Public
Works Department.
Project Funding
The proposed improvements are partially funded with Federal Transportation
Enhancement (TE) funds. All work shall fully conform to the requirements set forth by the
Federal Highways Administration (FHWA) and the State of California Department of
Transportation (Caltrans). The project environmental document, project plans and

Assistance Procedures Manual.
Services Requested
Services and products to be rendered in performing all work associated with project
development may include, but may not be limited to:
• Prepare the appropriate CEQA/NEPA environmental docurnents. (Optional
Task).
• Process environmental documents for State, Federal and City approval
(Optional Task).
• Base sheets are to be prepared from existing"As-built" Street Improvements
plans.
• Perform utility coordination, identify points of connections, and obtain
clearances.
• Prepare project plans, specifications and estimate of probable construction
costs.
■ Plans will likely include: Title Sheet, Landscape Planting Plan,
Irrigation Plan, Electrical Plan and art feature.
■ Project Specificatians and Bid Documents will likely include the
detailed project description, preparation of bid schedule, bid item
descriptions, payment methods, special provisions, technical
specifications, and any specification detail sheets.
• Prepare exhibiUdisplay for proposed center median art feature.
• Consultant coordination will include an appropriate number af ineetings with
City staff and cammittees for the landscaping and �rt feature. The
consultant may be required to attend a City Council meeting. The design
consultant will be expected to attend the pre-bid meeting and will respond to
contractor requests for clarification during the bid process.
Project Development Process
1. Pre-Design Meeting
Initial meeting between the consuftant and City staff to clarify project design
objectives.
2. Agency Approval of Environmental Documents and PS�E
A. Consultant shall prepare and process appropriate environmental document
for State, Federal and City approval. Note: This task is to be listed as an
optional task on the proposal.
B. Consultant will submit PS&E and/or other necessary documents to City to
obtain approval. At a minimum, the consultant should plan for the
foilowing plan check submittals:
(1) 1 st Review - Concept Review
(2) 2nd Review—35% - 50%% Check Plans & Specs
(3) 3rd Review- 90°/a Check Plans, Specs, & Engineer's Estimate
(4) 4th Review- Preliminary Final (screen check)
C. Based upon comments received from the City, consultant will revise the
preliminary Plans, Specifications, and Estimates (PS&E) and resubmit.
D. Staff approved PS&E will be submitted to the City Council for approval.
E. All approved plans wil� be provided to the City on compact disk in AutoCAD
2003 or higher format, as well as on "D" size Mylar. Specification
documents, including technical specifications, will be provided on digital
medium disks in Microsoft Word for Windows format. The Engineer's
estimate will be provided in Excel for Windows format.
3. Agency Approva( of Cenfier Median Art Feature
A. Consultant/Sub Cansultant shafl prepare an exhibit/display of the
proposed art feature. At a minimum, the consu{tant should plan for the
following review of the art feature :
(1) 1 st Review - Review concept/plans/drawing by Committee
(2) 2nd Review— 30%-5�% Review by Committee .
(3) 3rd Review — 90%-100%% Review by Committee
B. Staff/Committee approved art feature will be submitted to City Council for
approval.
4. Bidding Phase
The consultant wifl be ex�Sected to provide assistance in preparing the necessary
documents and coordinate advertisement of the project for bid. Technical support
during the bidding and award process will also be required.
5. Proposaf Format
Proposals (work proposal and cost proposal) are to be submitted in separate
envelopes clearly marked with the consultants name, address and phone number.
Only one proposal per consultant will be considered.
Proposal packages are to be submitted to the City on/or befor�_???, 2007 at/or
before 5:00 p.m. Proposals received after the stated deadline shall not be
