Appropriate $1,800,000 from the General Fund to resurfacing account (110-4311-433-3320) for the 2007 annual overlay program; and 2. Appropriate $425,000 from the General Fund to resurfacing account (110-4311-433-3320) for slurry of streets in the Palm Desert Highlands area; and 3. Appropriate $205,000 from the General Fund to resurfacing account (110-4311-433-3320) for slurry of streets which were under construction when adjacent sections of street were slurry sealed; and 4. Appropriate $600,000 from the General Fund to resurfacing account (110-4311-433-3320) for overlay of Country Club Drive from Portola Avenue to Desert Willow Drive. Discussion: The Public Works Department is in the process of finalizing the scope and specifications for the 2007 Citywide Resurfacing Project. The dramatic increase in the cost of materials related to resurfacing has reduced the amount of work that can be done with the budget. The budget for the overlay portion of he 2007 resurfacing project was approximately $1,800,000. The estimated cost of the necessary improvements far exceeded the budget. Appropriate funds for the 2007 resurfacing project Page 2 of 3 August 9, 2007 As the 2007 fiscal year neared an end, Public Works decided to request that Council combine the resurfacing budget from 2007 ($1,800,000) with the budget from fiscal year 2008 ($1,750,000) for a total budget of $3,550,000. By increasing the quantities for the project, Public Works expects to receive substantial savings in the form of a lower unit price for the resurfacing materials. At the end of the fiscal year the money remaining from the 2007 budget reverted to the Unobligated General Fund. Therefore, staff requests that Council appropriate $1,800,000 to the resurfacing project account. In addition, there have been other resurfacing issues brought to staff's attention that we present for Council's consideration: Undergrounding of the overhead utilities in the Palm Desert Highlands neighborhood was recently completed. The utility lines were rerouted through trenches in the streets. When the trenches were back -filled and paved, it created a discontinuity in the appearance of the street. Public Works has received complaints from residents who assumed that the streets would be resurfaced after the undergrounding was completed. The subject streets have been examined and most of the streets have not deteriorated enough to warrant an asphalt overlay. Staff proposes to slurry those streets that are still in acceptable condition with rubberized type II slurry seal, and overlay the streets that have declined beyond slurry repair. During the most recent annual slurry seal program, several streets that would have been included in the program had segments where there was ongoing construction activity, so no slurry was applied to that segment. For example, on Portola Avenue from Magnesia Falls Drive to Hovley Lane West, no slurry seal was applied due to the work zones for the bridge construction and the CVWD sewer project. With construction on these segments now completed, and in the interest of maintaining a uniform appearance and pavement condition, staff proposes to slurry seal these remaining segments. At the June 14, 2007 City Council meeting, it was requested that staff assess the condition of Country Club Drive east of Portola because it seems rough. Staff has performed the assessment and it is agreed that Country Club Drive needs to be resurfaced. With storm drain improvements scheduled on Country Club Drive from Cook Street to Desert Willow Drive, maintenance has been delayed until those improvements have been made; however, the street can be resurfaced from Portola Avenue to Desert Willow Drive. (The remaining section from Cook Street to Desert Willow Drive can be resurfaced as part of the storm drain project or the next resurfacing project.)
