Ortega,(ity Manager CITY OF PALM DESERT FINANCE DEPARTMENT STAFF REPORT REQUEST: APPROVE RESOLUTION NO. 07- 59 AUTHORIZING THE FISCAL YEAR 2006-2007 BUDGET AMENDMENT TO PROVIDE TRANSFER, APPROPRIATION AND ESTIMATED REVENUES OF UNOBLIGATED FUNDS FROM THE GAS TAX, FIRE TAX, AIR QUALITY MANAGEMENT, INTERNAL SERVICE, PARKS AND RECREATION, AND GENERAL FUND AS OF JUNE 30, 2007 DATE: AUGUST 9, 2007 CONTENTS: RESOLUTION NO. 07- 59 RECOMMENDATION: By Minute Motion, that the City Council approve Resolution No. 07-59 amending the 2006-07 budget to provide transfer, appropriation and estimated revenues of unobligated funds from the Gas Tax, Fire Tax, Air Quality Management, Internal Service, Parks and Recreation, and General Fund as of June 30, 2007. BACKGROUND: Staff recommends that the City appropriate estimated unobligated balances from the Gas Tax, Fire Tax, Air Quality Management, Internal Service, Parks and Recreation, and General Fund for reimbursement of eligible street expenditures, service costs, land purchase, capital outlay, and to transfer replacement costs to the City's Internal Service Fund. This resolution will allow the Director of Finance to make the budget adjustments for fiscal year 2006-07 and the transfers as of June 30, 2007. Finer y . 1` J/EcleI.O'J Kelly f NOES: !VUff ABSENT: }i ABSTAIN VERIFIED BY: J &/Il L`ir l ')r iginal on File wi-eh City Clerk's Of firE G 1F,nancelN,amh Ortega\Staff Reportslapproptraff,cgas06-07 wpd RESOLUTION NO. 07-59 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM DESERT, CALIFORNIA AMENDING THE FISCAL YEAR 2006-07 BUDGET TO PROVIDE ADDITIONAL APPROPRIATIONS FROM THE GAS TAX, FIRE TAX, AIR QUALITY MANAGEMENT, INTERNAL SERVICE, PARKS AND RECREATION, AND THE GENERAL FUND WHEREAS, it appears that certain funds will receive revenues in the 2006-07 fiscal year that exceed the requirements for currently budgeted appropriation, and WHEREAS, it is desirable to appropriate said excess revenues from the Gas Tax, Fire Tax, Air Quality Management, Internal Service, Parks and Recreation, and General Fund for reimbursement of eligible street expenditures, service costs, land purchase, capital outlay, and replacement costs. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Palm Desert, California, that the 2006-07 Budget is hereby amended by appropriating from the Unobligated Fund Balances of certain funds to the identified funds as follows: 1. Increase transfer out from the Fire Tax fund to the Internal Service fund for vehicle replacement: Vehicle Replacement - Fund 230 $171,226 2. Increase appropriation for land purchase: Increase appropriation - Fund 233 $3,502,512 3. From the Gas Tax Fund to the General Fund to reimburse for street maintenance performed: Increase appropriation - Fund 211 $32,000 4. From Air Quality Management Fund to reimburse Coachella Valley Association of Governments for additional proceeds received from Air Quality Management based on contractual obligation: Increase - Fund 238 $3,000 5. Appropriate for street resurfacing for the Transportation Congestion Relief Fund received: Increase - Fund 211 $390,670 Resolution No. 07- 59 Page 2 of 2 6. Increase Revenue for receipt of Transportation Congestion Relief Fund proceeds received for street resurfacing: Increase - Fund 211 $329,000 7. Increase appropriation for transfers out of the General Fund to cover Capital Outlay ($4,000,000 - Eisenhower, $3,000,000 - median landscaping and sidewalk repairs and construction) Increase - Fund 110 $7,000,000 PASSED, APPROVED and ADOPTED by the City Council of the City of Palm Desert, California, at its Regular Meeting held on the 9`h of August 2007 by the following vote, to wit: AYES: NOES: ABSENT: ABSTAIN: RICHARD S.
