C22300 with Harris & Associates, in the amount of $171,749.00 to
expand the scope of work for additional environmental and engineering
services for the Cook Street Widening Project No. 601-05.
Discussion:
On February 12, 2004, City Council approved Contract No. 22300 with Harris &
Associates to design storm drain and intersection improvements at the Cook
StreeUCountry Club Drive and Cook Street/Hovley Lane East intersections (Project
No. 505-03). This project will eliminate cross-gutter and drainage issues at these
intersections. The intersections will also be widened and signals modified to improve
traffic flow.
On June 24, 2004, Councif approved Amendment 1 to Contract 22300 in the amount
of $82,300.00 to include a hydrology study for the Monterey Avenue Storm Drain
between Fred Waring Drive and the Whitewater Channel. A separate purchase order
was opened and closed with an expenditure of $29,735.00. On August 25, 2005,
Council approved Amendment 2 to the contract in the amount of $17,500.00 for the
preliminary analysis and design of striping plans to identify where re-striping alone
would be sufficient to accommodate the expansion of Cook Street from four lanes to
six lanes. On January 26, 2006, Council approved Amendment 3 in the amount of
Contract Amendment#5 to Contract C22300 Harris & Assoc.

$384,435.00 to expand the scope of services to include the final design to widen
Cook Street to six lanes between Frank Sinatra Drive and Fred Waring Drive.
Because storm drainage funding (Fund 232) will expire soon and the need to expend
CVAG bond funds, this project was being divided into two phases. Phase I includes
the storm drain and intersection improvements and the addition of right-turn lanes at
Hovley Lane East and Country Club Drive/Cook Street. The addition of the right-turn
lanes at these two intersections requires additional right-of-way acquisition from the
affected property owners. Phase ll includes re-striping Cook Street to provide the six
travel lanes, widening the road at the Whitewater Channel, construction of raised
medians, pavement rehabilitation and, as a result of a noise study, a 750-foot sound
wall in front of Palm Lake Villas.
Because of potential opposition to adding traffic lanes to Cook Street, particularly
with regard to issues related to increased traffic noise, loss of bicycle lanes,
conformity to the City General Plan, and other issues, staff from the Planning and
Public Works departments and the environmental subconsultant, BonTerra
Consulting, recommend that an Initial Study/Mitigated Negative Declaration
(IS/MND) be prepared and processed for the Phase I improvements and that an
Environmental Impact Report (EIR) be prepared and processed for the Phase II
improvements. The EIR process and documentation would consist of a more
detailed and comprehensive study of the issues and would address more thoroughly
any concerns regarding the project. The EfR will study three alternatives: No Build,
Full Build (widening to provide bicycle lanes), and the Preferred Alternative
(elimination of the bicycle lanes). The consultant will also study the incremental
widening of the sidewalks to accommodate both pedestrians and bicycles. The
original scope of work assumed that only a Negative Declaration would be required
for this project. The EIR, in particular, involves much more study and preparation of
reports to address air quality, cultural resources, land use, noise, traffic, and other
areas. An EIR also requires more extensive documentation and processing as
described in the proposed scope of services provided by Harris & Associates.
After careful review of the proposal followed by cost negotiations, staff is confident
with the value being received for the additional services. Staff, therefore,
recommends that City Council approve Amendment No. 5 to Contract No. 22300
with Harris & Associates, in the amount of $171,749.00, for the additional
professional environmental and design services to widen Cook Street to six lanes
between Frank Sinatra Drive and Fred Waring Drive (Project No. 601-05).
Attached is the Summary of the Design Contract Amendments, including this
amendment. The Harris Contract has been amended on four previous occasions for
the expansion of their scope of services in order to keep the project moving forward
and to meet the various changes and chailenges the project has encountered. The
expansion in scope from the original contract has progressed as follows:

• Engineering design services to prepare the plans, specifications, and
estimates (PS&E) only for drainage and intersection improvements at Country
Club Drive and Hovely Lane
• The study and preparation of the PS&E for widening Cook Street between
Frank Sinatra Drive and Fred Waring Drive
• The division of the project into two phases to meet funding deadlines
• More extensive environmental documentation and engineering services for
the two phases, including developing and evaluating EIR alternatives
With approval of Amendment 5, the total contract amount will be $1,114,827.00,
which is reasonable for completion of the PS&E and the extensive environmental
documentation for the two project phases.
Funds for this amendment are available in Project Account 213-4385-433-4001. The
Coachella Valley Association of Governments (CVAG) will be contributing 50% of
the project costs.

Because of potential opposition to adding traffic lanes to Cook Street, particularly issues related to increased traffic
noise, loss of bicycle lanes, conformity to the City General Plan, and other issues, an IS/MNG will be prepared for
Phase I improvements and an EIR for Phase II improvements that will consist of more detailed and comprehensive
study of issues and would be more defensible by addressing more thoroughly any concerns regarding the project.
The EIR will study three alternatives: No Build, Preferred Alternative (elimination of Bicycle Lane), and Full Build
(providing bicycle lane).
The amount of the Contract will be increased by the sum of: One Hundred and Seventy-One
Thousand, Seven Hundred and Forty-Nine Dollars ($171,749.00).

This Professional Service Amendment covers changes to the subject contract as described herein. The Consultant
shall perform all work as necessary or required to complete the Professional Service Amendment items for a lump
sum price agreed upon between the Consultant and the City of Palm Desert, otherwise referred to as Owner.

The undersigned Consultant approves the foregoing Professional Service Amendment #5 as to the changes, if any, in
the contract price specified for each item including any and all supervision costs and other miscellaneous costs
relating to the change in work, and as to the extension of time allowed, if any, for completion of the entire work on
account of said Professional Service Amendment #5 he Consultant agrees to furnish all labor and materials and
perform all other necessary work, inclusive of that directly or indirectly related to the approved time extension, required
to complete the Professional Service Amendment items. This document will become a supplement of the contract and
all provisions will apply hereto. It is understood that the Professional Service Amendment shall be effective when
approved by the Owner.
Execution of this Professional Service Amendment by the Consultant constitutes a binding accord and satisfaction that
fully satisfies, waives, and releases the Owner from all claims, demands, costs, and liabilities, in contract, law or
equity, arising out of or related to the subject of the Professional Service Amendment, whether known or unknown,
including but not limited to direct and indirect costs and/or damages for delay, disruption, acceleration, and loss of
productivity, as well as any and all consequential damages.
This document will become a supplement to the Contract and all provisions will apply hereto, all items included above

Subject: Additional Professional Services for Preparation of Environmental Documents
for Cook Street Improvements Project, in the City of Palm Desert
Dear John,
Pursuant to our meeting dated October 5, 2007, and telephone discussions with you and Ms. Laurie
Aylian, the following will present our proposal to provide additional professional services to address
completing the environmental documents for the subject project.
In order to secure the funding for Phase I of the project, we are proposing to revise the scope of the
proposed improvements to include all proposed storm drain and roadway widening, however,
maintaining existing roadway striping as two lanes in each direction and bike lanes. Therefore, an
Initial Study/Mitigated Negative Declaration (IS/MND) will be prepared to address the revised
proposed intersections improvements. Per the City’s direction an Environmental Impact Report
(EIR) for Phase II of the project will be required and is included in our scope of work.
Our scope also includes revisions of the Phase I and Phase PS&E as follows:
Revise Phase I striping and signal plans to indicate two through lanes in each direction and
bike lanes
Revise Phase II striping plans to restripe Hovley and Country Club intersection to three
through lanes in each direction and eliminate bike lanes
Harris has retained BonTerra Consulting to prepare the environmental documents.
SCOPE OF WORK
Task 1.0 Phase 1 Environmental Document/IS/MND
A. Preparation of California Environmental Quality Act Initial Study
The IS will be prepared In compliance with Section 15653 of the California Environmental Quality
Act (CEQA) Guidelines and applicable case law. Following is a description of the work effort for
assessing potential environmental effects relative to each topical issue.
• Land Use and Planning BonTerra Consulting will document existing land uses surrounding the
project site. A discussion of the compatibility of the project with surrounding land uses and
consistency with applicable planning documents will be provided. BonTerra Consulting will
analyze the project for consistency with the City General Plan and County Master Plan of
Arterials, particularly with respect to policy conflicts regarding elimination of a portion of bike
lane.

• Geologic Factors BonTerra Consulting will summarize geotechnical information available
through the General Plan, as well as any other available information.
• Water BonTerra Consulting will summarize any available site drainage and storm water
conveyance capacity information.
• Air Quality The environmental document will estimate construction and demolition
emissions using South Coast Air Qualify Management District emission generation factors and
the Localized Significance Threshold (LST) Methodology. Quantification of long-term emission
is not deemed to be necessary since the proposed project would not result in any increase in the
number of trips or vehicle miles traveled.
• Transportation/Circulation Based on the preliminary site plan and proposed project actions, no
transportation or circulation issues are anticipated. A statement supporting this conclusion will be
provided as part of the IS.
• Biological Resources Given the urbanized nature of the study area, no biological resources are
anticipated. However, the findings of a biological assessment already prepared by BonTerra
Consulting will be summarized in the IS.
• Energy and Mineral Resources BonTerra Consulting will prepare a qualitative discussion of
potential effects related to energy and mineral resources.
• Hazards BonTerra Consulting has already conducted a records search for potential known
hazardous materials sites in the vicinity of the project. The evaluation will be based on the results
of this records search.
• Noise Noise impacts are generally evaluated for both short-term and long-term impacts. Given
the limited amount of construction required and the temporary nature of construction noise, no
noise study is deemed necessary to evaluate the short-term Impacts associated with the
proposed intersection improvement project. Given the commercial land uses at these
intersections, a noise study to evaluate long-term noise levels associated with future traffic
volumes is not assumed as part of this analysis.
• Public Services and Utilities BonTerra Consulting will assess potential impacts to public
services and utilities. Any impacts would be short term in nature and associated with
construction activities.
• Aesthetics - BonTerra Consulting will assess potential visual changes resulting from the
implementation of the project.
• Historic/Cultural Resources - BonTerra Consulting will summarize the findings of a 2006
records search and reconnaissance survey Prepared by BonTerra to determine presence of
likely historical or archaeological resources in the study area.
• Recreation - BonTerra Consulting will assess potential direct and indirect impacts to existing
recreational facilities from the project.

B. Preparation of IS/MND for Distribution
• Following review of the IS by the City, BonTerra Consulting will revise the IS. This scope
assumes one round of revisions in the interests of expediency. Additional reviews and/or
changes to the project description would require a budget adjustment. It is assumed the review
copy will be submitted electronically to the City. Upon receipt of the comments, revisions will
be incorporated and an approval draft document will be submitted to the City at least one day
prior to distribution. BonTerra Consulting will develop a distribution list for City review.
BonTerra Consulting will provide up to 35 copies of the IS/MND for distribution to the public
and the Palm Desert City Council.
• BonTerra Consulting will prepare a Notice of Availability/Notice of Intent to Adopt an ND or
MND for City review. Any changes will be made and the notice will be published by the City
In the legal notice section of a local newspaper. The newspaper publication would be sufficient
notice pursuant to CEQA. Should the City decide to send notices to property owners within
300 feet of the project limit, it is assumed that the City would be able to provide mailing
labels from the current tax roles.
C. Response to Comments
Once the 20-day public review period has ended, BonTerra Consulting will review the comments
received and will develop an approach to responding to any comments. The draft responses to
comments will be submitted to the City for review, and revisions will be made accordingly. This
scope of services assumes 12 technical hours for the preparation of responses. If the nature and/or
extent of comments require a budget adjustment, the City will be notified.
F. Notice of Determination
Following adoption of the MND by the City of Palm Desert, BonTerra will prepare the Notice of
Determination (NOD) and Fee Exemption to be filed with the County Clerk and the Governor's Office
of Planning and Research.
G. Mitigation Monitoring
In compliance with public Resources Code 21081.6, BonTerra Consulting will prepare a mitigation
monitoring program for adoption with the MND, A draft copy will be submitted to the City of Palm
Desert. Revisions will be made accordingly.
H. Project Management and Meetings
BonTerra and Harris will coordinate with the City through project team meetings. Two team meetings
are included in our scope of services. We will also be available to attend the Planning Commission
and the City Council hearings, if requested by the City of Palm Desert. It is assumed that two public
hearings will be held on the project.

Task 2.0 Engineering Analysis to support Environmental Documents
A. Geometric layout to accommodate Class I and Class II bike lanes.
The following geometric layout will be prepared and analyzed in support of EIR documents.
• Further widening of Cook Street to accommodate bike lanes.
• Modify existing sidewalk and parkway to accommodate pedestrian traffic as well as bikers.
B. Right of Way Requirements
• Identify all parcels affected by the widening.
• Quantify the required right-of-way acquisition.
C. Probable Construction Cost Estimates
Prepare probable construction cost estimates for all alternative analyses required in support of the
Environment documents.
Task 3.0 Phase II Environmental Document/EIR
3.1 CEQA Documentation EIR
3.1.1 Preparation of Notice of Preparation
BonTerra Consulting will prepare a Notice of Preparation/initial Study (NOP/IS) in compliance with
California Environmental Quality Act (CEQA) Guidelines Section 15082(a)(1) for the City's review. It
is assumed that the IS will be used to outline the issues to be evaluated in the Environmental Impact
Report (EIR). BonTerra Consulting will make changes to the NOP/IS as requested by the City. A
revised copy of the NOP/IS will be submitted to the City for approval for distribution. The distribution
list for the NOP/IS will be developed in conjunction with the City. It is assumed that the distribution
will predominately be responsible and trustee agencies, homeowner association groups and the
libraries. It is assumed that 15 copies of the NOP will be distributed via overnight delivery. Use of
overnight delivery will provide the written notice of receipt, as required by CEQA. Additionally, a
more uniform start date for the 30-day NOP review can be documented with overnight delivery versus
the use of certified mail. Should the City decide to notify to property owners within 300 feet of the
project limit, it is recommended that a Notice of Availability of the NOP be prepared and distributed.
The NOP can then be posted on the City's web site. This would substantially reduce mailing and
printing costs. It is assumed that the City would be able to provide mailing labels from the current tax
rolls of the adjacent property owners.
3.1.2 Preparation of Screencheck Draft EIR
BonTerra Consulting will prepare the Screencheck Draft EIR pursuant to Article 7 (Section 15080 et.
seq.) of the CEQA Guidelines and applicable case law. The Screencheck Draft EIR will be based on
the draft IS prepared under the existing Scope of Work as well as all NOP comments received. The
Screencheck EIR will be submitted to the City for review and comment.
The following is a description of the work effort for the key sections of the EIR.

Introduction and Project Description
BonTerra Consulting with work closely with the City to prepare a description that articulates the
characteristics and overall objectives of the project. This scope of work assumes that the overall project
description will be the same as addressed in the original IS, however, an EIR project description
requires a higher level of detail as well as defined objectives for the project. The introduction and
project description will include:
• Regional and local setting;
• EIR focus;
• Site history and existing land uses including prior and ongoing land uses;
• Project objectives;
• Project characteristics and important project features;
• Detailed description of roadway improvements;
• Project phasing and construction effort; and
• Intended uses of the EIR, including identifying responsible and trustee agencies (it is our
understanding that the EIR is intended to provide project-level CEQA evaluation).
Environmental Setting
BonTerra Consulting will prepare a description of the existing environmental setting of the project
site and surrounding areas. This section will be based on existing knowledge of the project site
gathered as part of the IS preparation. The CEQA Guidelines require that the environmental setting
reflect the conditions that exist at the time that the NOP is issued. It is assumed that new baseline
data, such as the 2007 traffic count data, will be available. If the City is aware of any proposed
actions that may change the setting of the site after the NOP is released, this should be considered
and discussed so that the appropriate approach to address this change will be used in the EIR.
Impact Evaluation
As previously indicated, it is assumed that the NOP will be used to outline the EIR's scope. The
topical areas listed in the following paragraph will be included in the EIR. Should (through the NOP
process) other topics be suggested for evaluation in the EIR, BonTerra Consulting will meet with the
City to determine the level of effort required for the analysis. It is presumed that the data for the other
topics being requested would exceed the data provided in the NOP/IS and additional technical
analysis would be required. Should that be the case, a contract amendment would be required.
For each topical issue addressed in the EIR, subsections will address the existing setting, regulatory
framework, significance thresholds, potential impacts, proposed mitigation measures, and level of
significance after mitigation. This Scope of Work assumes that the significance criteria to be used
will be the same as those applied in the IS (i.e., Appendix G of the State CEQA Guidelines).
• Aesthetics - BonTerra Consulting will assess potential visual changes resulting from
implementation of the project. This analysis will focus on surrounding sensitive views from
residential uses. The environmental document will include the use of photographs to show the
existing views and will describe the project features. The potential impact is predominately

associated with the removal of landscaping. No visual simulations are expected to be necessary
for the EIR. Should simulations be requested, contract amendment would be required.
• Air Quality- The air quality analysis will utilize the construction and demolition emissions (based
on South Coast Air Quality management District emission generation factors) estimated as part
of the IS preparation. However, the analysis will be updated to also include the Localized
Significance Threshold (LST) Methodology.
• Cultural Resources - The previous draft IS found that, prior to mitigation, the potential for
impacts to cultural resources could be significant because of the potential for unknown resources
discovered during construction. Though not expected to be an issue of concern, cultural resources
will be included in the EIR because the City would not be able to rely on mitigation measures to
scope out the topic from the ElR. The previous studies will be the basis for the analysis.
However, an updated records search will be conducted to ensure the report reflects 2007, the base
year for the EIR.
• Land Use - BonTerra Consulting will expand the discussion of existing land uses on-site and in
the immediate vicinity of the project site. A discussion of the compatibility of the project with
surrounding land uses and consistency with applicable goals and policies of the General Plan, as
well as other planning documents relevant to the project area, will be provided. It is assumed that
the impacts associated with removal of the trail will be incorporated into the General Plan
consistency evaluation rather than in a separate recreation section. Mitigation measures will be
provided, as necessary.
• Noise - The noise analysis will incorporate the findings of the noise report being prepared by
Wieland Associates under the existing scope of work. New baseline noise readings are
recommended for two reasons. The first reason is CEQA requires that the baseline in the EIR
reflect the year the NOP is distributed. Therefore, the baseline for this document needs to be
2007. The second reason is the original noise readings were taken in summer 2006, when the
traffic levels are lower than in the fall. This issue was raised to Wieland and Associates at a
meeting attended by City staff and members of the public. Knowing the residents have voiced
this concern, it is recommended that the noise readings be updated. We are recommending that
we do a comparison of the 2006 and the 2007 traffic volumes to see if there is much difference.
If there is not, we may substantiate that there would not be much difference in the baseline noise
levels and utilize the 2006 readings. We were proposing that new noise readings would only be
done if the differences were substantial and the City is requesting the additional noise analysis.
We have included as an optional scope item to prepare the additional noise analysis.
• Traffic - The EIR will summarize the traffic analysis provided by the City. It is assumed that
sufficient detail to address each question in the checklist will be provided.
In addition to the analysis of potential project-specific impacts, BonTerra Consulting will describe
the reasonably foreseeable projects within a defined study area approved by the City that may result
in cumulative impacts. The assessment of potential cumulative impacts will be conducted based on
the State CEQA Guidelines.

Alternatives
BonTerra Consulting will provide an assessment of alternatives to the proposed project. These
alternatives will be based on the requirements of CEQA and discussions with the City. This scope
assumes that up to three alternatives to the proposed project will be qualitatively assessed, including
the No Project Alternative (maintain existing uses). As required by CEQA, the EIR alternatives will
be designed to reduce or eliminate, where possible, the impacts identified for the proposed project
while meeting many of the project objectives.
Mandatory CEQA Sections
The following CEQA-required sections will be prepared as a part of the EIR: executive summary,
long-term impacts, significant irreversible environmental changes, significant unavoidable adverse
impacts, growth-inducing impacts, references, and preparers and contributors, as well as agencies
and persons consulted.
3.1.3 Preparation of Revised Screencheck Draft EIR
Following the review of the Screencheck Draft EIR by the City, BonTerra Consulting will revise the
document. This scope assumes one round of revisions on the first Screencheck Draft EIR with a two-
week review period. Additional review cycles and/or changes to the project description would require a
budget adjustment. It is assumed the Screencheck Draft EIR review copy will be electronically
submitted to the City.
3.1.4 Preparation of Draft EIR for Public Review
Following the review of the revised Screencheck Draft EIR by the City, BonTerra Consulting will
revise the document and prepare a "proof check" copy of the Draft EIR for final approval prior to
reproduction and public distribution. This scope includes one round of revisions on the revised
Screencheck Draft EIR with a one-week review period. Additional review cycles and/or changes to the
project description would require a budget adjustment. It is assumed the proof check Draft EIR review
copy will be electronically submitted to the City.
Upon approval of the proof check Draft EIR, BonTerra Consulting will be responsible for reproduction
and distribution of copies of the Draft EIR to the State Clearinghouse and to entities listed on a
distribution list prepared in consultation with the City. BonTerra Consulting will provide up to 50
copies of the Draft EIR on compact disc (for distribution to the public and to the responsible agencies)
as well as 20 hard (paper) copies of the document.
In compliance with Section 15087 of the State CEQA Guidelines, BonTerra Consulting will be
responsible for preparing the Notice of Completion (NOC) (to be filed with the State Clearinghouse
concurrent with distribution of the Draft EIR, and the Notice of Availability [NOA]) to be distributed
with the Draft EIR. It is assumed that the City will have the NOA published in the local newspaper,
consistent with CEQA requirements. A 45-day public review period of the Draft EIR is assumed.
3.2 Responses to Comments
BonTerra Consulting will review all comments provided to the City on the Draft EIR from the State
Clearinghouse and other parties. Comments may be received in a number of ways,
including written

letters and emails. Based on the comments received, BonTerra Consulting will organize the comments
in order that the responses to comments effort can be performed in a timely and cost-efficient manner.
Following a review of the comments received, BonTerra Consulting will coordinate with the City on
the approach to preparing the responses. BonTerra Consulting will be responsible for organizing the
comments received and incorporating all input from the team into the Responses to Comments
document.
BonTerra Consulting will then prepare draft responses and submit them to the City for review. This
scope assumes that the preparation of responses to comments will be compiled in a separate document.
The document will include an introduction, a list of comments, and copies of all commenters. The Draft
EIR will not be revised to show text changes. If the nature and/or volume of comments exceed the
assumptions made for this Scope of Work and require a budget adjustment, and the City will be
notified.
Upon receipt of comments from the City, BonTerra Consulting will revise the draft responses and
provide a “proof copy” for final review. Responses to public agency comments will be mailed by
BonTerra Consulting at least ten days before consideration of certification of the Final EIR, as required
by CEQA. BonTerra Consulting will be responsible for the preparation and filing of the Notice of
Determination (NOD) with the State Clearinghouse and County Clerk/Recorder. The City will be
responsible for California Department of Fish and Game and County Clerk filing fees on the NOD.
3.3 Mitigation Monitoring Program & Findings/Statement of Overriding
Considerations
BonTerra Consulting will prepare a mitigation monitoring program (MMP) in compliance with
Public Resources Code Section 21081.6 and a Findings of Fact and Statement of Overriding
Considerations in compliance with Public Resources Code Section 21081; the MMP, as well as the
Findings of Fact and Statement of Overriding Considerations, will be combined in one document.
This document will begin preparation at the same time as responses to comments. BonTerra
Consulting will coordinate with City staff, as necessary, to refine the format and the content of the
MMP portion of the document. It is assumed that the City will provide an example of a recently
prepared Findings of Fact and Statement of Overriding Considerations document that can be used as
a template for this portion of the document. A draft copy of the MMP as well as the Findings of Fact
and Statement of Overriding Considerations will be submitted for review by the City. It is assumed
that the City will have the City Attorney review the Findings of Fact and Statement of Overriding
Considerations. Revisions will be made to incorporate requested changes,
The MMP/Findings of Fact and Statement of Overriding Considerations will than be submitted for
review by the City of Palm Desert City Council and adoption by the City. If the City Council
substantially modifies the project and/or recommended conditions of approval/mitigation measures
for the proposed project, BonTerra Consulting will revise the document. However, such substantial
modifications are not assumed in the fees for this project. The MMP must be designed to ensure
compliance with adopted mitigation requirements during project implementation.

3.4 Project Management & Meetings
This Scope of Work assumes four team meetings at the City of Palm Desert offices and attendance at
two public meetings. BonTerra Consulting will assist in the preparation for the public hearings and
will be available to answer questions regarding the environmental document during each hearing.
BonTerra Consulting can be available, with a budget augment, to make a presentation on the results
of the Draft EIR at the public hearings.
Task 4.0 Revisions to PS&E
The following revisions of the Phase I and Phase PS&E will be required:
Revise Phase I striping and signal plans to indicate two through lanes in each direction and
bike lanes
Revise Phase II striping plans to restripe Hovley and Country Club intersections to three
through lanes in each direction and eliminate bike lanes .
FEES
Harris & Associates proposes to provide the above services for the total “not-to-exceed” fee of
$171,749. A break down of our proposal is included for your evaluation of our proposal. Fees
would be invoiced monthly based on the actual hours of work completed. Our services would be
accomplished per our existing agreement with the City with all terms and conditions are stated
therein.
