By Minute Motion, that the City Council approve $85,000 in Facade
Enhancement Program consideration funds to 20 El Paseo, LLC, for "990
El Paseo" located at 72-990 El Paseo.
Executive Summary:
Approval of the request will provide City assistance to rehabilitate the exterior of the
subject property and is within the guidelines of the Facade Enhancement Program.
Denial of the request will not allow City assistance.
Discussion:
20 El Paseo, LLC, are the owners of "990 El Paseo" at 72-990 El Paseo. The Facade
Enhancement Program (FEP) guidelines allow for standard sized Tots (60-foot frontage,
12,000 square feet) to receive consideration for half the cost of improvements to a
maximum of $40,000. Larger properties are eligible for additional funds with City
Council approval, which is applicable to this property. The property's total frontage is
156 lineal feet, and it is approximately 49,000 square feet in area. The size of this
property makes it eligible for FEP consideration funds to a maximum of $85,000 subject
to City Council approval.

Since 2002, staff has encouraged and assisted both the former and current owners to
substantially remodel the properties within the Crossroads complex. The projected cost
to complete the improvements on the subject property as approved by the Architectural
Commission on June 13, 2007, is $797,000 and work is currently underway. The
improvements will dramatically alter the appearance and architecture of the building and
are more significant in scope than most FEP projects. The design and scope of this
project is similar to three adjoining FEP projects along Highway 74.
Staff has reviewed and considered the location, size, and scope of the proposed
project, and recommends consideration funding in the eligible amount of $85,000 from
the Facade Enhancement Program.
