Ortega, City Manager Recommendation: By Minute Motion, authorize the Sheriff's Department to use two City police motorcycles for a limited traffic safety program within the City of Desert Hot Springs. Such use shall be limited to four to eight hours per week on a schedule that does not interfere with the City's own enforcement and is limited for the months of January 2, 2008, through March, 31, 2008. Background: The Sheriff's Department has worked with the City of Desert Hot Springs to take care of traffic safety issues, specifically within their school districts. While the City of Desert Hot Springs secures funding to supplement its traffic program, the Sheriff's Department is working with them to provide traffic safety. The proposal is for the Sheriff's Department to provide the manpower at its expense, with the use of two of the City's motorcycles for this program. Attached is a memorandum from Lt. Frank Taylor. Lt. Taylor will provide a schedule showing the use of motorcycles in Palm Desert and how this will be worked into the proposed use in Desert Hot Springs prior to the December 13 City Council meeting. This program would begin the week of January 2, 2008 and continue through March 30, 2008. Staffing funds for this program will be paid for on an overtime basis by the Riverside Sheriff's Department, so no costs will be incurred by the City of Palm Desert. Background The Riverside Sheriffs Department is currently working on a program to assist the City of Desert Hot Springs with some exigent traffic safety issues, specifically within their school districts. This is in the wake of traffic related hit and run death in DHS, involving a student walking to school. Due to their current fiscal situation, the City of Desert Hot Springs has recognized a critical need to address this exigency immediately and has reached out for help from their sister cities. The City of Desert Hot Springs is working on obtaining grant funding to supplement their traffic program, but that funding may not be available for several months. The Desert Hot Springs Police Department has approached the Sheriffs Department recently, asking for critical assistance until they get their safety program off the ground, specifically for help in making sure their citizens feel comfortable when their children are heading back and forth from school. As the City of Palm Desert has always showed the safety of our children is one of our highest priorities, their support of this type of program would bring accolades to the city as a shining example of how a good neighbor helps a fellow city in critical need. The Sheriffs Department will soon begin a partnership with Desert Hot Springs, promoting school safety and providing enforcement activity within the school zones. On a limited basis, deputies will work in conjunction with officers from Desert Hot Springs enforcing hazardous traffic related issues in the school zones. This program will involve a limited response by Sheriffs deputies, on an overtime basis four (4) to eight (8) hours per week, by providing two officers to supplement DHS PD. The Sheriffs Department will pay for overtime funding for these officers and will define the hours and areas of enforcement, while working directly with DHS PD. The program hours would focus upon school hours when children are moving to and from school. The Sheriffs Department would like authorization to use two (2) Palm Desert Police motorcycles while involved in this program. Overtime staffing would be limited to only those officers currently authorized to operate City of Palm Desert motorcycles. All staffing and fuel costs would be paid for by the Sheriff's, so no costs would be incurred by the City of Palm Desert. This program would have sole involvement by the City of Palm Desert. At this time, Rancho Mirage and Indian Wells are not going to have any resources involved in this program. The Palm Desert Police Department is about to begin our yearly Holiday Safety Program, which includes a traffic component. This entity will be assigned to work the evening hours through out the holiday season, focusing upon arresting intoxicated drivers. This focus will continue into 2008, as our recent city wide traffic survey conducted by the Office of Traffic Safety pointed out that more emphasis on targeting intoxicated drivers was needed. As this area of enforcement involves the evening hours and the school related issues in DHS are daytime hours through the regular work week, we do not perceive any conflicts in allowing a minimal amount of support be given to a neighboring city. As discussed above, our officers would work on an overtime basis and would still be available to continue our mission in reducing traffic accidents, while increasing public safety, within the City of Palm Desert. The City of Palm Desert also recently authorized the Police Department to upgrade our motorcycle fleet to new Honda's, including the addition of four new motorcycles. We have recently finished the upgrade of two motorcycles, which included stripping of certain enforcement parts from the aged BMW's to use on the two new motorcycles. The two old BMW's are now inoperable for law enforcement purposes and will be surpluses in the near future. Because of this, they are not available to be used in any capacity to support to proposed DHS program. This limited program would be touted as a partnership between the City of Palm Desert, the City of Desert Hot Springs and the Riverside Sheriff's Department, showing a collaborative effort to protect our children during their school experience. A strong media effort, focusing on press releases and media attention touting our efforts, should bring accolades to the City of Palm Desert by showing a concerted effort to reduce the threat of harm to our children, while promoting safety at all valley schools. Involvement in this program would show the city as a shining star in the area of child safety and support the good neighbor policy the City of Palm Desert is known for, while helping address a critical need for a fellow city in time of crisis. This request is scheduled to be presented to the City Council on Thursday December 13th, at the regular City Council meeting.
