December 15, 2006
Council Chambers Conference Room
I. CALL TO ORDER
Chair Kent Routh called the meeting of the Historic Preservation Committee to
order at 10:30 a.m.

III. APPROVAL OF MINUTES
Committee Member Jan Holmlund moved to approve the Minutes of the
November 28, 2006 meeting with a change under VI.B. to show the total site for
Village Green be shown on the unofficial site list. Committee Member Bonnie
Bowie seconded the motion. It received unanimous approval 7-0.
IV. ORAL COMMUNICATIONS
A. CHAIR REPORT
1. Chair Kent Routh requested a laser device for measuring distances,
digital camera, clipboard, and a toolbox to contain the items be
furnished for the Committee Members to use during field work. Amir
Hamidzadeh, Director of Building and Safety, stated that the toolbox
and contents would be furnished.
2. Chair Kent Routh then asked about the business cards for Committee
Members he had previously inquired about. Mr. Hamidzadeh stated
that he had asked about the business cards and would follow up with
Human Resources. As the Committee Members were not City

employees, there needed to be a decision made whether City cards
would be appropriate. He will report back to the Committee at the next
meeting. Committee Member Kim Housken suggested that inquiries be
made as to what other district cities use for identification.
3. Chair Kent Routh announced that it would be possible to purchase the
movie, "Visions of Utopia". His hope is to make a workshop
presentation with the movie sometime in January in connection with the
City Council, the workshop, or with an event that the City might be
holding. Chair Routh said this would be very valuable internal P/R so
that everyone would be aware of what "treasures" we have. It would
also be an opportunity to answer questions as to what is actually
accomplished in the workshops. He further stated that this would be an
opportunity to add to more significant items such as the search for the
"100 year old tree".
4. Chair Kent Routh reported that Tavo Olmos photographed the Palm
Desert Lodge for property archived records.
5. Chair Kent Routh said the City Council graciousfy gave Jim West an
Award at the December 14, 2006 Council Meeting. At that time, Mayor
Kelly also thanked the Committee for their hard work for the last two
years.
6. Chair Kent Routh reminded the Committee of the California
Environmental Quality and Historic Resources Workshop on Friday,
March 30, 2007 at the Palm Springs Museum. He added that most of
the Committee Members would like to attend.
B. SUBCOMMITTEE REPORTS
1. Committee Member Jan Holmlund asked that pens be added to the
toolbox requested in IV.A.1.
2. Committee Member Jan Holmlund asked that Survey Forms be moved
to the next Workshop meeting with a formula for completing the forms.
Chair Kent Routh stated that there were architecturat and non-
architectural survey forms and said that Mary Clark could provide them
for Committee Members.
3. Committee Member Jan Holmlund said the property owner's letter final
draft is delayed as the Committee would like to see a packet go to the
City Council that has the ordinance, the Mills Act, and the signage that
Committee Member Bob Pitchford has been working on. This should go
as a complete package so they get the property owner's letter at the
same time.

4. Committee Member Jan Holmlund commented that the Village Green
site was discussed at the Workshop and should be placed on the
unofficial list.
5. Committee Member Jan Holmlund stated that the Mills Act and
ordinance discussion would need to include Director Hamidzadeh.
6. Committee Member Jan Holmlund reported she was unable to attend
the Rancho Mirage Preservation Meeting on 12/12/06 as requested
because there was not a meeting held. However, she did attend the
Indian Wells Historic Preservation Foundation Annua{ Meeting on
12/3/06 at the Indian Wells Resort Hotel. They are a private
organization and are also collecting artifacts relative to Indian Wells. It
appears they are going to be very active. Our Committee meeting
agendas have been sent to Rancho Mirage and Committee Member
Holmlund has extended an invitation to attend City of Palm Desert
Committee meetings. She asked if Indian Wells Chamber of
Commerce could also be added to the agenda distribution list.
7. Committee Member Jan Holmlund indicated there was discussion
regarding a tour map of the unofficial sites. The maps could possibly
be made available as a handout at various places such as the
Historical Society and the Visitor's Center should anyone inquire. It
would be beneficial to anyone who did not have a copy of the book.
Amir Hamidzadeh, Director of Building & Safety, cautioned that care
should be taken before listing any addresses on the map without full
prior approval of the residents of the sites and the Council.
8. Committee Member Jan Holmlund discussed the possibility of a b�s
tour to different sites by City Council Members and department heads.
The Committee would like to set this event within the next few months.
C. INDIVIDUAL COMMITTEE MEMBER REPORT
1. Colleqe of the Desert Camqus Chanaes Update — no update this
month.
V. OLD BUSINESS
A. Plapuing Prototype - Committee Member Bob Pitchford presented historic
plaque prints.
B. Villaqe Green —Add to unofficial list—This property will be added to the
unofficial list.
C. Ordinance/Mills Act— Committee Member Jan Holmlund asked for comments
from Amir Hamidzadeh about the draft Ordinance notes. Mr. Hamidzadeh
stated that one of his concerns was that all comments are not back from the

departments. Planning is one of the critical departments that need their
comments to be returned. The verbiage of"taking" has come up on occasion
and it is an extremely sensitive area. The ordinance portion "property owner's
consent" must be strongly stated to make sure we have that consent before
we can identify the property as a historical property and take it to the Council.
There could be legal issues and problems with building restrictions and
modifications.

Conference Room.
Chair Kent Routh adjoumed the meeting at 11:35 a.m.
