A. MINUTES OF THE MEETINGS OF SEPTEMBER 21, 2005, AND
NOVEMBER 16, 2005
Ms. Rosenberg moved to, by Minute Motion, approve the minutes of the September
21, 2005, and November 16, 2005, meetings. Motion was seconded by Ms. Beasley and
carried 4-0.
V. NEW BUSINESS
A. REPORT ON PRELIMINARY PLANS FOR THE MULTI-AGENCY
LIBRARY'S 10T" ANNIVERSARY CELEBRATION
Ms. Kays distributed information regarding the Palm Desert Library's 10`n
Anniversary Celebration. The Celebration was scheduled for
Wednesday, April 19, 2006, at 6 p.m. Invitations would be sent to all
Dignitaries in the Coachella Valley, and a harpist is being hired to play
during that evening. Refreshments would be served in the outside patio
area, and 200 people were expected to attend the Celebration. She said

the Library would be open all day, and cookies would be served
throughout the day. Programs, decorations, and goodies were all being
considered as well as giveaways. The Community Room's Mural would
be dedicated that evening as well.
Ms. Bowie stated that the Desert Sands Unified School District Board
would be on the invitation list as well as Principals from the Palm Desert
schools.
Ms. Kermode offered to volunteer that evening.
Ms. Beasley offered to pay for the 10th Anniversary polo shirts for Library
staff from The Friends of the Library's budget.
The Committee approved the preliminary plans, as presented.
B. REQUEST FOR RECOMMENDATION OF PROPOSED FISCAL YEAR
2006/07 LIBRARY FUND BUDGET
Ms. Klassen reviewed the proposed budget with the Committee. She
attached the current budget to the proposed budget for comparison, and
she asked the Committee for its input.
Ms. Arnold discussed the need for more funds in the Event Budget. The
Community Room needed some attention, and additional funds would
allow her the opportunity to increase the number of programs offered
during the season.
Councilmember Benson felt that the Library's current programs were of
high caliber, and it was important that they remain at that level.
Increasing the Event Budget would help with maintaining that standard.
Further discussion about the Event Budget ensued. Ms. Rosenberg
suggested, and the Committee concurred, with increasing the Event
Budget to $14,000.
The Committee discussed the Volunteer Program Budget, and a
suggestion was made to increase that budget by $500.
A discussion ensued about the computer lab. Ms. Klassen stated that
this item was discussed at a previous Committee meeting, and she was
waiting to hear from Ms. Kays with regard to the costs associated with the
purchase of computers and a cabinet.
Ms. Kays spoke about the repairs needed to the Circulation and
Reference Desk countertops.
Councilmember Benson suggested that this would be the time to garner
bids for not only the countertops, but also other repairs needed in the
Library.

Ms. Klassen noted that Ms. Kays requested two additional staff persons
for the Library and that those positions would cost $125,000.
She addressed the issue of pursuing a grant request to assist with
building a new Library in the North Sphere area of Palm Desert. A
proposition regarding grant funds would be on the June 6, 2006, ballot. If
that proposition passes, there would be grant monies available. Palm
Desert was not a disadvantaged city, and that could be a problem if the
City were to apply for those funds. She added that the City of Temecula
was very creative when applying for its grant, and its new Library cost $1
million to build.
Councilmember Benson reported that the City received grant funds for its
First Time Homebuyer Program. She believed that a request for funds to
build a Library could be justified for the same reasons as those stated in
the grant request for the First Time Homebuyer Program.
Ms. Klassen stated that she would look into hiring consultants to write a
proposal, prior to the passing of the ballot measure. She reported that
Library officials told her that a storefront facility, used to measure the
need and provide extra service until another facility could be constructed
with City or County funds, had proved to be very successful. The cost of
retail space in Palm Desert would run $144,000 for a 4,000 sq. ft. facility,
which did not include tenant improvements or staff. A storefront facility
could cost $500,000 per year. Upon question by Ms. Rosenberg, Ms.
Klassen responded that the retail space she was referring to was in the
Desert Gateway Center or University Park.
A discussion was held regarding the change of administration at the COD
Library.
Ms. Beasley moved to, by Minute Motion, approve the proposed fiscal year 2006/07
Library Fund Budget. Motion was seconded by Ms. Rosenberg and carried 4-0.

B. Librarian's Report(Jeannie Kays)
Ms. Kays announced that the Wireless senrice at the Library was a big
success. She stated that the service would accommodate 50 users at

one time. There was a small change in text on the "Go Wireless" posters
and rack card, but the design of the samples in the Committee's agenda
packet was the same.
She distributed the Palm Desert Library's Comparison Statistics January
2005 and 2006. There were no statistics for December 2005; therefore, a
comparison for that month was not discussed.
As she stated earlier, staff was working on the Library's 10th Anniversary
Celebration.
Ms. Kays reminded the Committee of the One Book One Community
Program. She described the activities at the Library associated with that
Program. Also, Ben Mikaelsen will be at the Palm Desert Library on
Wednesday, March 8, 2006, from 7— 8 p.m. in the Community Room.
The annual "Libraries Are Fun" festival will be held Wednesday, April 12,
2006. In May, the Library will celebrate "The Day of the Child."
C. Event and Volunteer Coordinator's Report(Mary Arnold)
Ms. Arnold stated that the Library was very busy. With regard to events,
they were beginning to plan next year's music, speaker, and author event
series schedule.
Eight volunteers returned to the Library this season.
The Library offered one morning class on "How to buy and sell a
computer." The class was so popular that they added another class in
the afternoon.
Ms. Arnold added that work has begun on the Summer Reading Program.

E. Friends of the Palm Desert Library (Joan Beasley)
Ms. Beasley distributed The Friends budget document. Friends income
increased 10% from the prior year. January deposits were $6,421. She
was very appreciative of The Friends staff and all their hard work.
Upon question by Ms. Klassen, Ms. Beasley responded that canvas bags
could be purchased at the Library from The Friends. The cost of each
bag would be $10, which would include membership to The Friends of the
Library organization. She added that a lifetime membership to Friends
costs $200.

Ms. Klassen announced that Betty Carapellese would be recognized at the
2006 Senior Inspiration Awards Luncheon on Thursday, March 30, 2006,
from 11:30 a.m. to 1:30 p.m., at the Palm Springs Convention Center.
Committee members were invited to the Luncheon as the City's guests.
