Recommendation:
By Minute Motion, approve the purchase of two Segway EPAMD with FY 06/07
Supplemental Law Enforcement Services Funding (SLESF) Grant Funds in the amount of
$11,970.07.
Executive Summary:
Approval of this request would authorize the Palm Desert Police Department to purchase
two Segway EPAMD with SLESF Grant Funds.
Background:
At its meeting of December 13, 2006, the Palm Desert Public Safety Commission
recommended that the City Council authorize the expenditure of $11,970.07, in SLESF
Grant Funds, allocated for expenditure in fiscal year 2006/2007 to purchase two Segway
EPAMD for use by Palm Desert Police Department personnel.
The Segway EPAMD will allow officers to more effectively patrol the streets by not only
using traditional foot and bicycle patrol methods, but to also have this altemative approach
in servicing the community. The geographical layout of the City, which includes an
expansive business district, makes it an ideal location for alternative police transportation.
In addition, annual community events with high attendance necessitates that law
enforcement find ways that will allow them to provide better service and quicker response
times.

Desert Civic Center Park. The Segway EPAMD can move an officer smoothly and quietly
at two to three times walking speed and can easily double the distance a walking officer
can cover. It transitions immediately from walking speed (3 m.p.h.) to sprinting speed (12.5
m.p.h.) when an officer needs to get somewhere fast without causing an alarm. History
has shown that when the public sees an officer running it indicates that there is an
emergency or other problem in the area, thus drawing the public's attention to an incident
and creating crowd control issues. Segways allow an officer to move more discretely and
at a faster rate of speed to a traffic area with less public attention.
Staff recommends that the City Council approve the Public Safety Commission's
recommendation to purchase two Segway Electronic Personal Assistive Mobility Devices
with fiscal year 06/07 SLESF grants in the amount of $11,970.07.

The Segway EPAMD is the ultimate icebreaker and is the idea] policing partner. Its presence
facilitates conversation and encourages effective community policing. Officers are more
approachable than when they are in sitting in a police unit. With its riding position raised eigllt
inches off the ground; it places an officer's view approximately eight inches above crowds or
vehicles. This provides more visibility to the public while also giving riders superior sight lines
for traffic management, crowd control, a.nd community policing. Officers also get all the
attention of horseback patrols without any of the feeding, grooming or housekeeping
requirements. The only feeding a Segway EPAMD needs is a standard electrical outlet so it can
be recharged (for about 10 cents a day!).
Resuonse Times
Many areas requiring special patrol enforcement consist of the Hwy 111 business corridor, the El
Paseo business district, Desert Crossings, the Westfield Mall, and the Palm Desert Civic Center
Park are areas that are vast and separated by moderate distances (1-2 miles). The Sewvay
EPAMD can move an officer, smoothly and quietly, at 2-3 times walking speed. It can easily
double the amount of area a walking officer can cover, and can transition immediately from
walking speed (3 nnph) to sprinting speed (12.5 mph) when an officer needs to get somewhere

Taking Policin�to the Next Level-Police Use
Police departments around the world are realizing the benefits of integrating Segway EPAMD's
into their daily policing and security operations.
Chicago Police Deaartment
The Chicago Police Department was looking for a more efficient way for its officers to patrol
O'Hare International Airport and provide a secure environment to the 200,000 people who move
through the facility each day. O'Hare, the largest hub airport in the United States, covers more
than 7,000 acres and includes four separate terminals, several massive parking ramps, 178
departure gates and miles of concourses complete with retail stores, gift shops, restaurants, bars,
conference centers and cafes.
The 69 million people who use O'Hare International each year are always on the inove, and
Commander Michael Acosta wants his officers to be able to keep pace. They need to move
safely through the inultitudes, and to be conspicuous without causing alarni. They niust be able
to patrol vast distances on a regular basis, and respond quickly to security problems wherever
they might develop.

RECOMMENDATION:
Staff recommends that the Public Safety Committee review and approve the Palm Desert Police
to acquire and deploy two Segway Electronic Personal Assistive Mobility Devices. (EPAMD)
This equipment could be purchased, with authorization from the city of Palm Desert, through the
expected SLESF grant funds for FY 06/07. The costs for acquiring the Segway i2 Police model
would be $11,970.07, including all applicable sales tax.
SUMMARY:
The deployment of police officers on bicycles has proven to be effective both in reducing crime
and at improving community relations. Technology advances have resulted in a new tool that can
maintain and perhaps even improve on the positive aspects of bicycle patrol. The Segway
Electronic Personal Assistive Mobility Device (EPAMD) has been successfully integrated into
police operations at several agencies around the country with rave reviews from officers and the
public.
DISCUSSION:
The Palm Desert Police Department has looked into ways through technology and advances in
law enforcement in order to provide innovative ways to not only protect the citizens, but also to
provide the best service possible. The geographical layout of the city, which includes an
expansive business district, makes for.an ideal location for alternative police transportation. In
addition, annual community events with high attendance necessitates that law enforcement find
ways that allow them to provide better service and quicker response times. In the past, officers
on foot or bicycle patrol have filled these requirements with various levels of success.
A new option for this type of enforcement is the Segway Electronic Personal Assistive Mobility
Device (EPAMD). The Segway EPAMD will allow officers to patrol more effectively by
allowing them to not only use the traditional foot or bicycle patrol methods, but also have an
alternative approach in servicin�the community.

Commander Acosta has now found wliat he thinks may be the ideal tool for his officers: tlie
Segway EPAMD. After testing the units foi• nearly a year, the city of Chica�o purchased 28
Se�way's and put them into full seivice at O'Hare in February?004.
Today, 40 Chicago police officers have been fiilly trained on the Sewvay. Ten Segway's are in
constant use at O'Hare, covering all tenninals during all shifts. Another five are on patrol at
Chicago Midway Aiiport. According to Acosta, the Segway's are a uniquely valuable tool for his
officers.
Segway's also making it easier for Acosta's officers to interact with people. "People come up and
talk to the officers on the Segway's," says Acosta. "It makes the officers more visible." Riding
on a Segway also makes the officer a head taller than the rest of the crowd, which provides for
good sightlines.
Redlands Police Department
The Redlands Police Department currently has three Segway's in service as special event
vehicles or community oriented policing tools. They have also been used in burglary suppression
in apartment complexes and reducing commercial burglaries in the city. The Redlands Police
Chief Bueermann stated he is very satisfied with the performance of the Segway and currently
has three in service and is planning to purchase an off-road model. The Chief also stated that the
Segway's are very effective in community-based events and highly recommends them in these
settings.
Temecula Police Department
The Temecula Police Department currently has seven Segway's in use azound the city. School
Resource Officers assigned to each of the cities' high schools use them to quickly move around
campus. In addition, the Segway's are based at the Old Town Substation and at the Promenade
Mall. Since their deployment about six months ago, Capt. Mitch Alm stated they have been
unable to keep officers off of them due to their popularity and effectiveness. The purchase of
additional units is pending; however the expansion of their deployment is under review. Capt.
Alm stated the Segway possess all of the abilities of a bicycle, with less maintenance and almost
negligible training time. Capt. Alm stated the use of bicycles as patrol vehicles will be obsolete
in the near future due to the Segway's abilities.
Equinment Canabilities
The Segway i2 Police model readily navigates a wide range of operating environments and
terrain. The extended-range batteries deliver an impressive range of up to 24 miles on a single
charge, depending on terrain, riding style and payload. Saphion lithium-ion batteries are low-
maintenance, have a long service life and can operate at battery temperatures as low as 14° F (-
10° C).
In addition to the redundant safety features and the durable engineering at the heart of all Segway
EPAMD models, the i2 Police model comes equipped with a number of standard features. Power
assist mode allows you to move the device up and down stairs more easily. The control shafi is
adjustable to the comfort of the rider and allows the Segway EPAMD to fit in the trunk of many

cars. To help prevent theft, each Segway EPAMD comes with its own InfoKey coniroller, which
is used to start and lock the vehicle. ln addition, the controller also serves as an alarni should the
locked vehicle be tampered with or moved. Like every Segway EPAMD, the i2 Police model has
very low mai»tenance costs associated with daily use.
Benefits
The benefit to the Palm Desert Police Department will be that the Segway EPAMD becomes
another tool to allow officers to move around more easily, thus providing assistance to citizens
more efficiently and effectively. This will be readily apparent while working the multitude of
annual events, or while conducting directed enforcement within the city. It will allow the officers
to move back and forth easier, as they do on bicycles, while allowing them to cover more ground
than during traditional foot beats.
The Segway EPAMD also makes it easier for officers to interact with people. Case studies have
shown that the public is more incline to approach the officer and converse with him. This is
enhanced not only by the novelty of the Segway, but also by the silent operation, which is similar
to a slow moving bicycle.
Training
Upon the purchase of the Segway EPAMD, Segway will provide a two-hour training session for
staff inembers selected to use the Segway in a patrol enforcement setting. Those individuals
trained by Segway can then provide the same training to any other individual prior to their use of
the Segway to reduce any potential liability issues. The Chief of Police at Redlands indicated that
the Segway is user friendly and most individuals trained on the Segway learn it within a few
minutes. Capt. Alm and Lt. Terry Hudson of the Temecula Police Department echoed this
comment. Training time is very quick with the use of a video and then a two-hour supervised
practice session.
Citv Ordinances
The City of Palm Desert currently has city ordinances in place specifically controlling Electronic
Personal Assistive Mobility Devices. (EPAMD) The codes are noted within the Palm Desert
Municipal Code as follows:
10.78.010 Purpose and intent.
The purpose of this chapter is to protect public health, safety and welfare by prohibiting the use
and operation of electronic personal assistive mobility devices ("EPAMD"), as defined in
California Vehicle Code � 313 (as the same may be amended from time to time) within the El
Paseo business district of the city of Palm Desert. The city council finds that the use and
operation of EPAMDs on all sidewalks, walkways, and pathways in the El Paseo business
district jeopardizes public health and safety because such use and operation puts pedestrians at
risk of being injured or being forced off public sidewalks, walkways and pathways to avoid
injury. (Ord. 1041 A � 1 (part), 2004)
10.78.020 Definitions.

The followin� words and plu•ases when used in this chapter shall have the definitions respectliilly
ascribed to them in this section. Whenever any words or phrases used in this chapter are not
defined but are defined in the California Vehicle Code and amendrnents thereto, such definitioyis
shall apply:
"City"means the city of Palm Desert.
"EI Paseo business district"means that area within the city limits of the city of Palm Desert,
California that is generally the properties fronting on both sides of E1 Paseo for its entire limits
from east to west within the city including the areas fronting on El Paseo on both sides and
including the areas between El Paseo as a street and the Southern boundary of Highway 111 to
the north.
"Electric personal assistive mobility device" or"EPAMD"means a self-balancing, non-
tandem, two-wheeled device that can turn in place, designed to transport only one person, with
an electric propulsion system averaging less than seven hundred fifty watts (one horsepower), the
maximum speed of which, when powered solely by a propulsion system on a paved level
surface, is less than twelve and one-half miles per hour, as defined in Section 313 of the
California Vehicle Code. (Ord. 1041A § 1 (part), 2004}
10.78.030 General prohibition.
A. It shall be unlawful to use or operate EPAMD on any sidewalk, walkway, or pathway
located within the El Paseo business district.
B. This prohibition shall not apply:
1. Where EPAMD is being operated as part of an activity or event for which a
permit allowing such devices has been issued by the city of Palm Desert;
2. Use of EPAMD by any governmental agency, public utility or the U.S. postal
service; or
3. To any disabled person (as that term defined in Vehicle Code Section 295.5(a)(c))
who displays a state-issued disabled card. (Ord. 1041A § 1 (part), 2004)
10.78.040 EPAMD safety regulations.
The following safety criteria are established for operators of EPAMD in the city and are the
minimum criteria set and adopted by the city council:
A. EPAMD operators must provide proof of insurance for the same limits set for automobile
insurers insuring their EPAMD;
B. EPAMD operators must complete appropriate factory authorized training for the use of
EPAMD;
C. EPAMD operators must have a valid city EPAMD permit;
D. EPAMD operators must be sixteen years of age or older;

E. EPAMD operators must wear safety ilelmets at all tiines;
F. EPAMD operators must yield the right-of-way to walking pedestrians on any sidewalk or
crosswalk upon which it is lawful to operate EPAMD;
G. EPAMD operators must obey any traffic control signals or pedestrian control siDnals;
H. EPAMD operators inay not travel on or across state highways, except to cross at
controlled intersections; and
I. EPAMD operators must only operate EPAMD in accordance with this chapter. (Ord.
1041 A § 1 (part), 2004)
10.78.050 City permit process.
A. The city council of the city of Palm Desert establishes an EPAMD permit process.
Permitted EPAMD must meet the EPAMD safety mechanisms and regulations codified in this
chapter. In addition, the city establishes the following process for permitting EPAMD:
l. A permit process application completed by the city to include:
a. A permit application,
b. Proof of training, and
c. Proof of insurance;
2. A permit decal showing proof of compliance. The decal shall be visibly posted on
the front of the permitted EPAMD; and
3. A permit fee of ten dollars for a two-year period to allow the city to recover a
portion of the cost of permitting, and enforcement of this chapter.
B. EPAMD permits issued by the city are valid only within the city, and do not extend
beyond the geographic boundaries of the city. Possession of a valid EPAMD permit does not
authorize travel on or outside the geographic boundaries of the city. (Ord. 1041 A § 1 (part),
2004)
10.78.060 Penalties.
Any person operating EPAMD in violazion of this chapter is guilty of an infraction punishable by
a fine not exceeding one hundred dollars. (Ord. 1041A � 1 (part), 2004)

Due to the shorter training requirement, no overtime will be needed to cover for the officers to
learn the operation of the Segway's. Additional officers can be trained, when staffing permits, so
that all interested officers could be trained over a short time period.
This equipment could be purchased, with authorization from the city of Palm Desert, throu;h the
expected SLESF grant funds for FY 46/07. Training costs will not be itemized beyond normal
contract hours, as this training will be conducted during normal hours.

RECOMMENDATION:
Staff recommends that the Public Safety Committee review and approve the Palm Desert Police
to acquire and deploy two Segway Electronic Personal Assistive Mobility Devices. (EPAMD)
This equipment could be purchased, with authorization from the city of Palm Desert, through the
expected SLESF grant funds for FY 06/07. The costs for acquiring the Segway i2 Police model
would be $11,970.07, including all applicable sales tax.
SUMMARY:
This report contains supplemental information to the staff report of October 31, 2006, regarding
a recommendation to purchase two Segway Electronic Personal Assistive Mobility Devices,
(EPAMD) i2 Police models.
DISCUSSION:
While preparing the initial report on this proposal, I received information regarding the cost of
the Segway's. (EPAMD) Apparently Segway's were being advertised as available to the public
for a cost of approximately $3,900.00 each. This cost was substantially less than the $5,985.00,
which was quoted in the price supplied by Segway of the Desert in their proposal.
On November 15, 2006, I contacted Vic Blumenthal at Segway of the Desert regarding this
information. He told me the base price of the i2 is $4,995 while the Police version is $5,495. The
Police Package proposal includes eight accessories and sales tax,which comes up to the
$5,985.00 figure.
Blumenthal told me there are only two models the i2 and the x?. He stated Sam's Club (Wall
Mart)purchased 600 of the predecessor to the�?, the XT, and are presently selling them for
$3,888. He advised this is an old machine will probably not be supported in a few years.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
`- OF PALM DESERT, CALIFORNIA, ADDING CHAPTER
10.78 TO TITLE 10 OF THE CITY OF PALM DESERT
MUNICIPAL CODE REGARDING ELECTRIC PERSONAL
ASSISTIVE MOBILlTY DEVICES
WHEREAS, the California Legislature has included electric personal assistive
devices ("EPAMD") in the definition of "pedestrian" (Vehicle Code § 467); and
WHEREAS, the California Legislature has provided for local entities to regulate
and/or prohibit the use of EPAMD (Vehicle Code §21282); and
WHEREAS, the City Council of Palm Desert wishes to regulate and/or prohibit
the use of EPAMD on City sidewalks to ensure the safety of its citizens; and
WHEREAS, the City Council of the City of Palm Desert finds that pedestrian
safety would be jeopardized by the use and operation of EPAMD on sidewalks within
certain areas of the City; and
WHEREAS, the City Council of the City of Palm Desert encourages alternative
modes of transportation in a safe envi�onment;
� NOW, THEREFORE, the City Council of the City of Palm Desert, California, does
hereby ordain as follows:
SECTION 1. Chapter 10.78 shall be added to Title 10 of the Palm Desert
Municipal Code to read as follows:

ELECTRONIC PERSONAL ASSISTIVE MOBILITY DEVICES
Sections:
10.78.010 Purpose and intent.
10.78.020 Definitions.
10.78.030 General prohibition.
10.78.040 EPAMD safety regulations.

10.78.060 Penalties.
10.78.010 Purpose and intent.
The Purpose of this Chapter is to protect public health, safety and welfare by
prohibiting the use and operation of Electronic Personal Assistive Mobility Devices
— ("EPAMD"), as defined in California Vehicle Code § 313 (as the same may be amended
from time to time) within the EI Paseo Business District of the City of Palm Desert. The
City Council finds that the use and operation of EPAMD's on all sidewalks, walkways,

and pathways in the EI Paseo Business District jeopardizes public health and safety
because such use and operation puts pedestrians at risk of being injured or being
forced off public sidewalks, walkways and pathways to avoid injury.
10.78.020 Definitions.
The following words and phrases when used in this chapter shall have the
definitions respectfully ascribed to them in this Section. Whenever any words or phrases
used in this Chapter are not defined but are defined in the California Vehicle Code and
amendments thereto, such definitions shall apply:
A. "City" means the City of Palm Desert.
B. "EI Paseo Business DistricY' shall mean that area within the City limits of
the City of Palm Desert, California that is generally the properties fronting on both sides
of EI Paseo for its entire limits from East to West within the City including the areas
fronting on EI Paseo on both sides and including the areas between EI Paseo as a
street and the Southern boundary of Hi�hway 111 to the North.
C. "Electric Personal Assistive Mobility Device" or "EPAMD" means a self-
balancing, non-tandem, two-wheeled device that can turn in place, designed to
transport only one person, with an electric propulsion system averaging less than 750
watts (1 horsepower), the maximum speed of which, when powered solely by a
propulsion system on a paved level surface, is less than 12.5 miles per hour, as defined
in Section 313 of the California Vehicle Code. �
10.78.030 General prohibition.
A. It shall be unlawful to use or operate EPAMD on any sidewalk, walkway,
or pathway located within the EI Paseo Business District.
B. This prohibition shall not apply:
1. Where EPAMD is being operated as part of an activity or event for which a
permit allowing such devices has been issued by the City of Palm Desert;
2. Use of EPAMD by any governmental agency, public utility or the U.S.
Postal Service; or
3. To any disabled person (as that term in defined in Vehicle Code Section
295.5(a) (c)) who displays a State-issued disabled card.
10.78.040 EPAMD safety regulations.
The following safety criteria are established for operators of EPAMD in the City
and are the minimum criteria set and adopted by the City Council:
A. EPAMD operators must provide proof of insurance for the same limits set —�
for automobile insurers insuring their EPAMD;

B. EPAMD operators must complete appropriate factory authorized training
for the use of EPAMD;
�-- C. EPAMD operators must have a valid City EPAMD permit;
D. EPAMD operators must be sixteen years of age or older;
E. EPAMD operators must wear safety helmets at all times;
F. EPAMD operators must yield the right-of-way to walking pedestrians on
any sidewalk or crosswalk upon which it is lawful to operate EPAMD;
G. EPAMD operators must obey any traffic control signals or pedestrian
control signals;
H. EPAMD operators may not travel on or across state highways, except to
cross at controlled intersections; and
I. EPAMD operators must only operate EPAMD in accordance with this
Chapter.
10.78.050 City permit process.
A. The City Council of the City of Palm Desert establishes an EPAMD permit
process. Permitted EPAMD must meet the EPAMD safety mechanisms and regulations
`" codified in this Chapter. In addition, the City establishes the following process for
permitting EPAMD:
1. An permit process application completed by the City to included:
(a) a permit application,
(b) proof of training, and
(c) proof of insurance.
2. A permit decal showing proof of compliance. The decal shall be visibly
posted on the front of the permitted EPAMD; and
3. A permit fee of ten dollars for a two-year period to allow the City to recover
a portion of the cost of permitting, and enforcement of this Chapter.
B. EPAMD permits issued by the City are valid only within the City, and do
not extend beyond the geographic boundaries of the City. Possession of a valid
EPAMD permit does not authorize travel on or outside the geographic boundaries of the
city
10.78.060 Penalties.
— Any person operating EPAMD in violation of this Chapter is guilty of an infraction
punishabfe by a fine not exceeding one hundred dollars."

SECTION 2. If any section, subsection, sentence, clause phrase or word of this
Ordinance is for any reason held to be invalid or unconstitutional by a decision of any
court of competent jurisdiction or preempted by state legislation, such decision or
legis(ation shall not affect the validity of the remaining portions of this Ordinance. The --�
City Council of the City of Palm Desert hereby declares that it would have passed this
Ordinance and each and every section, subsection, sentence, clause or phrase not
declared invalid or unconstitutional without regard to any such decision or preemptive
legislation.
SECTION 3. The Mayor shall sign this Ordinance and the City Clerk shall cause
the same to be published within fifteen (15) days after its passage at least once, in a
newspaper of general circulation, published and circulated in the City of Palm Desert,
California. This Ordinance of the City of Palm Desert shall be effective thirty (30) days
after the date of its passage.
PASSED, APPROVED and ADOPTED this 22nd day of January ,
2004, by the City Council of the City of Palm Desert, California by the following vote, to

C. Palm Desert Station -Traffic Collision Statistics for October 2006
Commissioner Butzbach moved to, by Minute Motion, receive and file the Palm
Desert Station-Traffic Collision Statistics report for October 2006. Motion was seconded
by Commissioner Nethery and carried by a 5-0 vote.
D. Commercial Vehicle Enforcement Statistics for October 2006
Commissioner Nethery noted a typographical error on the report
wherein the titles "Total Overvveight (Lbs)" and "# of Overweights"
should be reversed. Lt. Taylor agreed.
Upon question by Commissioner Butzbach, Lt.Taylor responded that
one deputy was assigned to commercial vehicle enforcement covering
al1 three Cove cities(Palm Desert, Rancho Mirage,and lndian Wells).
Commissioner Nethery moved to,by Minute Motion,receive and file the Commercial
Vehicle Enforcement Statistics for October 2006. Motion was seconded by�ce Chairman
Kirkwood and carried by a 5-0 vote.
E. Consideration of Request from Paim Desert Police Department for
Approval of Acquisition and Deployment of Segway Electronic
Personai Assistive Mobility Device (EPAMD) i2 Police Model
Lt. Frank Taytor reviewed the staff report, noting that these finro
devices would be in addition to the bicycles currently being used by
the Police Department, and they would be used mainly throughout the
business district of the City; however, they could also be used for
special assignments within the park, at special events, at the mall,
Golf Cart Parade, etc. He noted there had been a change in design
since the devices were first before Public Safety Commission; the
original models had a throttle tum, and now the operators can
maneuver by leaning in the direction they want to tum. He showed a
video of the devices in use at the Promenade Mall in Temecula.
Upon question by Chairman Lebel relative to costs for these devices
other than the initiat purchase price, Lt. Taylor responded that they
had three-year warranties for parts. He added that they were electric
and couid run for approximately 12 hours (or 25 miles) on a single
charge;the time to recharge the battery pack would be approximately
2 hours, and top running speed was 12 miles per hour.
Upon question by Commissioner Butrbach, he said the Palm Desert
Police Department would require its officers to wear helmets when

operating the Segway; City ordinance required that as well.
Commissioner Butrbach asked whether using these devices as a law
enforcement tool would require any amendment to the City ordinance
or if law enforcement was exempt.
Mrs. Gilligan responded that they would be exempt. She said while
there was a restriction in the City's current ordinanoe, State law allows
them, and State law would supercede the City's ordinance.
Commissioner Butzbach asked whether there were any down sides
to these devices such as damaged property or injury. Lt. Taylor
responded that there had been a recall in the past dealing with the
computer software. When the Segway got on wet grass, the
computer would try to catch up, the wheels would spin back to stop
itself, and there was a case where an operator fell off. The software
had subsequen�y been upgraded to resolve that problem. He added
that he was not aware of any other significant injuries occurring.
Commissioner Nethery said he felt these devices were perfect for
enclosed areas like shopping malls. He asked what advantages there
would be over bicycles for outside areas. Lt. Taylor responded that
they were an additional tool to assist the Police Department and
would allow officers to do some specialty things. Commissioner
Nethery noted that other police departments cu�rently using these
devices indicated there was not a lot of dovm time because of the
technology and how well they are made, and Lt. Taylor agreed.
Mrs. Gilligan asked whether these devices were being used currently
at the mall by security . Lt. Taylor responded that while he had not
yet seen any at the mall, he had been advised by mall security that
they would be temporarily acquiring a couple.
Commissioner Butzbach moved to, by Minute Motion, recommend to the City
Council approval of the Palm Desert Police Department's request to acquire and deploy
two(2)Segway Electronic Pe�sonal Assistive Mobility Devices(EPAMD). This equipment
could be purchased,with authorization from the City of Palm Desert,through the expected
SLESF grant funds for FY 06/07. The costs for acquiring the Segway i2 Police Model
would be approximately $11,970.07, including all applicable sales tax. Motion was
seconded by Commissioner Larsh and carried by a 5-0 vote.
Commissioner Butzbach asked how long it would take to purchase the
vehicles if approved by City Council, and Lt. Taylor responded that it
would be approximately three weeks.
