Recommendation:
By Minute Motion, authorize the City Clerk to advertise and call for bids for
the re -design programming of the City's Egov web site.
Executive Summary:
Approval of staff recommendation will allow the soliciting of proposals from interested
and qualified proposers to provide Internet Web site development, maintenance and
hosting services. A Notice Inviting Sealed Bids will be published in the Desert Sun and
distributed broadly to encourage competitive bidding.
Discussion:
The current Egov web site has not changed since it became operational in August of
2002. Almost all changes to the site must be made by the vendor that built the web site.
Technology has changed enough that a new site will allow City staff to mange the site
content and make changes as necessary. Also the look of the site will be updated with
the use of more graphics and use information gathered over the past five years to better
organize data for users of the site that will make information easier to locate.

SPECIFICATIONS
Objective
The City of Palm Desert(hereinafter referred to as the"City") is soliciting innovative proposals from
interested and qualified proposers to provide Internet Web site development,maintenance and hosting
serviccs. This RFP is the official request for responsible parties to submit their offerings and qualifications
to the City for the purpose of contracting for Web site development.
Unless changed by the City,ser��ices under the anticipated contract will commence immediately upon
award and execution of a contract with the successful proposer. An award, if made,will be made to the
responsible proposer whose proposal is most advantagcous to the City,taking into consideration the
evaluation factors set forth in this Request for Proposals.
Projected Timetable
The following timetable should be used as a working guide for planning purposes.The City of Palm Desert
reserves the right to adjust this timetable as required during the course of the RFP process.

made pursuant to the City's professional selection policy with relevant factors as follows:

SCOPE OF SERVICES
"Che�oal of the redesign is to improve the look and feel of the site, improve usability, and capita]i7e on
Content Management opportunities to allow City Staff to update the majority of copy on the Web site.
The City seeks to contract with a qualified and experienced Web site vendor(hereinafter referred to as
"Vcndor")to build a next beneration Web site.The City requires the firm to comply with the following
aspects(please see Appendix A- City of Palm Desert Web Site Technical Requirements):
1. Build out all pages and database features per requirements.
2. Select and implement a content management system to allow City Staff to update Web site
content.
3. Carry over current lunctionality as illustrated in Appendix A.
4. Develop new features as illustrated in Appendix A.
5. Provide ongoing hosting including site metrics
6. Provide ongoing Web and database maintenance to includc,but not limited to,adding images, ncw
pages/sections; actively support the site during launch(2 week period);provide training per
reyuest; plug in 3rd party systems; etc.
Please note,the City will supply the Vendor with the following information upon initiation of the project:
1. All Web files and data from the Cityofl'almDesert.org Web site(.asp and SQL format)
2. Final creative files in layered EPS format(Adobe Photoshop fonnat)
3. Detailed Technica] Requirements documentation
4. Web site content(to be provided in organized Microsoft Word format or pulled from the current
CityofPalmDesert.org Web site)
5. Web site images,photos,and logos(provided to Vendor through secure,online image database)
6. Web site map(Microsoft Visio format)
7. Wireframes as appropriate(Microsoft Word format)

B. The City reserves the right to request or obtain additional information.The City may, at
its option,contact other known Vendor customers for references. Vendors shall also
provide the URLs of a minimum of 3 sites that the vendor has developed and designed in
the past 24 months. For each site referenced,please indicate the scope of the work
provided, and time frame for development.

Prices shall be F. O. B. Destination or for the service rendered. Proposal prices shall be honored by bidder
for sixty(60)days or for the stated contract period, whichever is longer. Proposals must be on this Proposal
fin�m and signed by the vendor's authorized representative.
4. Vendors must submit four signed copies and one electronic version of their proposal.
5. Upon completion of the contract,the City of Palm Desert will take complete ownership of Web
site including,but not limited to,all Web site files,custom tools,data, and technical requirements.
In addition,a!l third party agreements and software licensing should be completed directly with
the City of Palm Desert. Please acknowledge this in your proposal submission.
6. The City reserves the right to award a contract or reject a bid for any or all line items of this bid if
it is in the best interest of the issuer to do so. Bids will be rejected for one or more reasons
including,but not limited to,the following:
a. Failure of the vendor to submit their proposal(s)on or before the deadline established by
the issuing office.
b. Failure by the vendor to respond to a requirement for oral or written clarification,
presentation, or demonstration.
c. Failure by the vendor to supply customer references.
d. Failure to offer complete pricing information.
e. Any wording submitted by the vendor in response to this RFP or in subsequent
correspondence that conflicts with or takes exception to a requirement in this RFP shall
be cause for rejection of the vendor's proposal.
C. Proposal Instructions
I. Submitting Proposals.(a)The Proposal must be submitted on this form, in its entirety,
(attachments accepted). (b)All documentation of unit pricing or other cost breakdowns as outlined
in this Proposal must be submitted to support the total Proposal price. The Ciry of Palm Desert
("the City")will not be responsible for Proposals not properly marked and delivered. Upon award,
all submissions become a matter of public record.
2. Clarification. Any changes to the RFP specifications or requirements will be issued in writing to
Kimberly Corak at Website@ci.palm-desert.ca.us. All written questions are due per schedule
herein. Answers will be sent by the City to all recipients of the RFP. Bidders may be required to
clarify their bid,or further explain the functions of the services proposed. Any clarification will be
in writing by the bidder and will be considered part of the proposal. Refusal by a bidder to comply
with this requirement will be cause for rejection of this bid.
3. Alternatives. Any changes or alternatives must be set forth in a letter attached to this Proposal. The
City has the option of accepting or rejecting any alternative Proposal.
4. Rejection. The City reserves the right to reject any or all Proposals and to waive any informality in
any Proposal.The City reserves the right to reject the Proposal of any bidder who has previously
failed to perform properly, or complete on time,contracts of a similar nature,or to reject the
Proposal of a bidder who is not in a position to perform such a contract satisfactorily. The City
expressly reserves to right to reject the Proposal of any bidder,who is in default of the payment of
taxes, licenses or other monies due to the City of Palm Desert.
5. Awards.The City reserves the right to make an award base on partial items unless the Proposal
submitted is marked"All or none".
6. Amendments. Any and all changes to this contract must be made in writing and agreed to by the
City. Performance by the contractor will be considered agreement with the terms of this contract.
7. Taxes,Charges and Extras. (a)Bidder shall show as a separate item California State Sales and/or
Use Tax. (b)The City is exempt from Federal Excise Tax.(c)Charges for transportation,
containers,packing,etc. will not be paid unless specified in Proposal.
8. Payment. (a)Bidder shall state payment terms offered. (b)Payment will be made on the pay
period after receipt and acceptance of goods and/or services and upon using department
confirmation of such acceptance.
9. Assignment. No assignment by the vendor of contract or any part hereof,or of funds to be
received hereunder, will be binding upon the City unless such assignment has had prior written
approval and consent of the City.
10. Sub-contractors. For all public projects,the Bidder must list any subcontractors that will be used,
the work to be performed by them and total number of hours or percentage of time they will spend
on the project.
l I. Indemnification. The bidder guarantees and agrees to indemnify,defend and hold harmless the
City and its elected and appointed officers,agents and employees against any or all loss, liability,
damages, claims or cost arising out of defective material and products, faulty work performance,
negligent or unlawful acts and non-compliance with any applicable local,state or federal codes,
ordinances, orders or statutes including the Occupations Safety and Health Act(OSHA)and the
California lndustrial Safety Act. This guarantee is an addition to and not intended as a limitation
on any other warranty,expressed or implied.
12. Bonds. When deemed necessary by the City, Proposal bonds shall be furnished by all bidders in
the amount of at least l0%of the Proposal to guarantee that bidders will enter into contract to
furnish goods at prices stated. Likewise,a Performance Bond shall be required of the successful
bidder when stated in the specification(cash deposit,certified or cashier's check or money order
may be substituted in lie of either bond).
13. Insurance. For contracts involving services the City requires insurance. [nsurance shall be primary
insurance and shall name the Ciry of Palm Desert as an additional insured. Proof of insurance in
the following amounts shall be provided prior to contract signing; liability in the amount of
$I,000,000.00,automotive in the amount of 5500,000.00,worker's compensation in the amount of
$250,000.00 and fire and extended coverage(services involving real property only). For
professional services,coverage for errors and omissions may also be required.
14. On-Site Inspection. When deemed necessary by the City,an on-site inspection date and time will
be so designated. Bidder is responsible for inspecting and understanding the total scope of the
projects(i.e., specifications,quality,and quantity of work to be performed.
15. Specifications. Materials differing from stated specifications may be considered,provided such
differences are clearly noted and described, and provided further that such articles are considered
by a City official to be in all essential respects in compliance with the specifications.
16. Price Reductions. If at any time during the life of this contract,the successful bidder reduces his
price or prices to others purchasing approximately the same quantities as contemplated by this
contract,the contract prices shall be reduced accordingly,and the contractor/vendor will
immediately notify the Purchasing Agent,City of Palm Desert.
17. Contract Pricing. Prices Proposal shall remain firm through the term of this contract.
18. Default. In case of default by the vendor or any of the conditions of this Proposal or contract
resulting from this Proposal,the vendors agrees that the City may procure the articles or services
from other sources and may deduct form the unpaid balance due the vendor,or collect against the
bond or surery,or may invoice the vendor for excess costs so paid,and prices paid by the City
shall be considered the prevailing market price a the time such purchase is made.
19. Termination. The City reserves the right to terminate any service or requirement contract resulting
from this Proposal without penalty upon thirty(30)days written notice to the vendor.
20. Safety. Contractor agrees to comply with the provisions of the Occupational Safety and Health Act
of 1970(or latest revision),the State of California Safety Orders,and regulations issued
thereunder and certifies that all items furnished under this Proposal will conform and comply with
the indemnity and hold harmless clause for all damages assessed against buyer as a result of
suppliers failure to comply with the Act and the standards issued thereunder and for the failure of
the items furnished under this order to so comply.
21. Delivery. Contract delivery shall begin no later than fifteen(15)days from receipt of order. Unless
otherwise specified,delivery shall be F.O.B.,the City of Palm Desert, and site of user division.
22. Renewal. This contract may be renewed annuaUy on July 1,up to five times in accordance with
the terms of the contract. If not otherwise stated,the contract my be renewed if the new pricing of
the contract does not increase more that the increase in the Consumer Price lndex and prevailing
wage, if applicable, for the same time period since the last contracted price. If not renewed prior to
the anniversary date,the contract may continue on a month to month basis until renewed or
awarded to a new contractor.

l. Introduction
1.1 Purpose of this Document
A redesign project is undenvay for the CityofPalmDesert.org E-government Web site. The goals of the redesign are to
improve the look and feel of the site, improve usability,and capitalize on Content Management opportunities to allow
Ciry Staff to update the majority of copy on the Web site.
Several documents will be used to define the redesign:
• Site maps that will define the organization of the site data/pages
• Desrgn concepts that will define the creative approach,navigation,colors, fonts,etc.
• Functional requirements documentation that identifies new functionality and changed functionaliry from the
current site
• Coarent plans that define content and images to be updated on or added to the site
• Wirefrumes to lay out content, images and features as appropriate
"1'his document will address functional requirements, and in cases where there was discussion on specific functional
design elements such as how agendas/minutes will display,there may be some wireframe level design specifications
included herein or as part of a separate document.
This document will not address graphic design approach or information architectwe changes. Those will be handled
separately through use of site maps and design concepts.This document may be used as the basis for the site
development and testing.
1.2 Overview
Some of the functional areas that will be changing are as follow:
• Print this page functionality will be added
• Site search to include PDFs and better organized results
• Management of ineetings,agenda and minutes revised,and addenda documents revised
• Better organize PDF documents and third party links within departments
• Centralize press release functionality and move all management to Egovernment Web site(currently split
between the palm-desert.org and cityofpalmdesert.org sites)
• Move Bright Side newsletter management and display to the E-Government site from palm-desert.org
• Delete unused elements from the site —projects,traffic stats, commercial inventory
1.3 Organization of this document
The document will be separated into the following major areas:
• Existing functionality including functionaliry that is no longer required and will not be brought into the new site
• Centralizing Content between E-Government and Tourism Sites(palm-desert.org)
• New Functionality that will be Added
• Current Functionality that will be Changed
This document will also address non-functional requirements,such as technology and browser requirements.

3.2 Discontinued functionality
The following elements will no longer be used on the site or within the admin
3.2.1 Projects
On the current Web site, it is possible for an administrator to tag projects onto a map that relate to the Planning, Public
Works,or Parks and Recreation Deparhnents. An administrator can then associate a title,date,and other descriptive
text to the project. It wili be represented on a map that a resident can view.
This functionaliry is no longer used,and can be removed from the new site and administrative interfaces.
3.2.2 Traffic Stats
Similar to how the Projects functionality works,the Public Works department has access to flag a map with links to
traffic statistics. �There is an integrated upload component to make it easy to upload stats documents to the server.
This functionality is no longer used,and can be removed from the new site and administrative interfaces.
3.2.3 Document Categories
The site was originally structured to accept document categories when uploading documents. Only one was ever loaded,
called"docat,"which displayed with each document uploaded. This is unnecessary and confusing. There is no business
requirement to retain a category field on documents.
This document category should be removed from all interfaces that administrators and residents see.
3.2.4 Page Ratings
1'he rate this page functionality is seldom used and does not need to be carried forward.

4. Centralizing Content between E-Government and Tourism
There are several areas where the E-Government(cityofpalmdesert.org)site and Travel and Tourism(palm-desert.org)
site overlap in functionaliry. In order to clean this up,there will be some changes in where functionality can be
controlled and where content is displayed.
4.1.1 Press Releases
Today Press Releases can be entered through the site administration in E-Government or Travel and Tourism sites.
Once created, a separate copy of the press release is added to both the E-Government site database and the Tourism site
database. The intent of this approach was to allow tailoring of content within each site to its audience. The actual
impact has,been that overhead was added to the process of managing press releases, applying corrections,and trying to
keep both versions synchronized.
1. In the redesigned E-Government site's administrative interface,there will be press release management
functionality to add,edit and delete releases on the E-Government site only. Press release content will not
display on the palm-desert.org site,but a link to the E-Government site will be provided to tourism users.
2. Future functionality should allow the user to add/ediddelete an image per Press Release and sort Releases from
most current(by date)to least current
4.1.2 Bright Side IVewsletter
Today Palm Desert's Bright Side newsletter is managed through the administrative interface on the Travel and Tourism
site,and displays on the Travel and Tourism site. Because this newsletter is primarily of interest to Palm Desert
residents, it will be moved to the E-Government site.
1. The newsletters will display only on the E-Government site. The display methodology will be the same as used
today.
a. The current issue will be available by clicking a highly visible button
b. An option to subscribe to receive the newsletter by email option will be available
c. Archived newsletters are available by selecting the newsletter date from a dropdown list(sort from
most current to least current)
2. All administrative functions to manage the newsletters will also be moved to the E-Government site. These
functions include:
a. Adding,editing or deleting a newsletter(.pdf file)
b. Editing the article date or description
4.1.3 Fact Sheet
The fact sheet will migrate over to the egovernment site's press section.
5. New Functionality
5.1 Print this Page
On every page on the Web site there will be a link or button to"Print this Page." Clicking this button will cause a new
window to pop up. The new Window will eliminate all of the navigation elements,and display the central page content
on a plain white background.
5.2 Link Check on Self Admin
As new versions of documents are published to the Web site by departments,and other departments reference these
documents, it is very easy for links to become"broken"on the Web site. Downloadable documents that are removed,
renamed,or replaced are sometimes referenced by departments across the Web site. There is a requirement to provide
administrators a tool to make it easier to manage document links and help eliminate broken links.

The new solution must include access to such a tool,and it should be pre-configured to be easily usable by an
administrator without extensive Web development knowledge. This application will only be available to the highest
level administrators.
5.3 Click2Gov/HTE Software
Links to Click2Gov functionality will be made available from within site content. These links will cause a window to
pop-up that displays Click2Gov functions and is served from the Click2Gov servers. No additional integration is
required, and there is no Click2Gov customization included in the scope of this project.
5.4 New Housing/Redevelopment—List Your Property Form
There will be a form added to the site that allows a visitor to submit information on a property for consideration on
being listed in the New Housing/Redevelopment section of the site.
5.4.1 Data Collected
Thr following data will be collected on the form. All fields are required except for the picture.

- Through a browse/upload control, there wifl also be the option to upload one picture. No validation of format
or size is required,though on-screen help will advise as to using a Web compatible format such as.gif, .jpg,or
.png. If an incorrect format is submitted city staff will need to coordinate receiving the correct format outside
of the Web site.
5.4.2 Data Delivery
The form data will be emailed to an email address designated by The City of Palm Desert. The picture will come across
as an attachment. The City of Palm Desert will use the Content Management System to update the listings.
5.5 RFP Process—Prompt for Signup
When a user requests to download an RFP, they will be prompted to sign up. The text will also explain that the sign up
is optional and they can continue without filling out the form. [t will advise that the benefit is that they will be notified if
there is an update to the RFP. Once a form is filled out the user will be flagged with a cookie so they will not be
prompted in the future.
The fortn will contain basic contact information including name,address,phone, email address, organization,and RFP
downloaded. A database will track who is downloading which RFP. This signup data may be exported into an Excel
spreadsheet through admin for any single RFP.
5.6 Design Changes—Color/Style Variations by Section
�he most current designs for the Web site call for two sections to use slightly different designs. Design specs to be
provided by a designer contracted by City of Palm Desert. Areas that will have different color schemes include:

5.7 Content Management for Pages

5.7.1 Enhanced HTML editing capabilities
The current rich text editor used on pages where HTML content is manageable today is very basic,with limited editing
functions, and has been problematic for city personnel. The City of Palm Desert would like to see a newer editor or
CMS integrated that is intuitive to use and includes some additional features such as the abiliry to create anchors within
a page and upload,resize,and move images. Further, in the event a user may delete content in error or decide that the
content in an earlier version was of a better quality we would like the ability to restore or roll back to a previous version
of content. Business rules yet to be decided.
5.7.2 Workflow
There will be no additional workflow introduced. lf an administrator's login has sufficient permissions to be able to
make a change on a page,no additional approval step is needed.
5.7.3 Content Management for Static Pages

6.2 Search
Multiple search options were discussed. There were several ideas on organizing and displaying Search that were
considered an improvement over the current site search. These included different ways to categorize results, and break
out different types of results.

The only definite business requirement for search was that PDFs were searchable,as well as Web text.

6.4 Calendar
At present time the calendar is managed through the tourism interface(palm-desert.org)and populates both the
cgovernment and tourism Web sites. We would like to continue to update one interface and display information on both
W"eb sites. Following are the fields associated with a calendar listing(all are text fields unless noted otherwise): start
date, end date,title,type/category(drop down),sponsor(seek to change from a drop down box to a text field), and
venue(drop down).
There will be mainly cosmetic changes to clean up the calendar display to better handle recurring events. The calendar
will include an area that lists recurring events as well as the current wall calendar format. When adding events,the
administrator will have the option to allow the event to show on the daily view,the recurring section, or both. This
specific approach will let the creator decide where events display. This will allow greater flexibility so an important
two-three day event can still show on the daily view but a six week event can be set aside so as not to clutter the rest of
the calendar. Further,we seek to enhance Search to include date/time/location;type;date range;keyword(currently
there is a keyword search on the egovernment site, not tourism)as well as allow a user to select a check box to include
past events. Following are rough mock ups of our desired layout:

6.5 Related Documents and Links—Page-Based not Department-Based
On today's Web site,downloadable documents and third party links are related to a department. The list of those
appears on all pages throughout a department.
Over time, the lists of these documents and links have gotten long and in many cases documents listed are irrelevant to
current site pages. The cunent approach is not working well from the user point of view.
Instead of providing a common list of links for the department as a whole, links and documents will now be
customizable on a page by page basis. The same basic approach will be retained in admin to associate links and
documents with a department(links referenced by the department and links owned by the department).
There will be an additional administrative step where the administrator will select which of these deparhnent links and
documents will appear on each page in a department. These links will still appear in a predefined area on the page based
upon the finalized design, such as in a list on the right side of the page. This will mean some additional administration
time up front, but the advantage will be a more usable site.
7. Web Site Content
7.1 Differences between Old and New Site
The basic rule of thumb applied for the site build is to carry over the old content into the redesigned site. Because the
downloadable file link sections at the end of each page are going away, some additional copywriting will be required to
ensure all links show up in context. Specific content detail is defined in individual deparnnent content plans being
agbregated by the Ciry of Palm Desert's Web marketing consultant.
7.2 Search Engine Optimization Content Managed Pages
All keywords,metadata and descriptions used for the purpose of Search Engine Optimization shall be carried over from
the current site. In addition,each page's title/headline should be included in the page URL,page title,and metadata.
7.3 Department Specific Functionality
The following features should be added to the City of Palm Desert Web site per deparhnent specific instructions:

8. Kon-Functional Requirements
8.1 Technology
The current CityofPalmDesert.org site is built using Microsoft Active Server Pages(.asp), connected to a Microsoft
SQL Server 2000 database.
8.2 Hosting
Hosting arrangements have not been made at present time
8.3 Browser/System Compatibility Requirements
The site will be built to function properly and match the design documents for the five largest current browsers within
both Mac and PC operating systems:
• Microsoft lntemet Explorer
• Mozilla Firefox
• Netscape
• AOL
• Safari
8.4 Third Party System Integration
8.4.1 Click2Gov/H T E Software
Palm Desert is in the process of getting set up on Click2Gov that will allow some city services to be provided
electronically. This will need to be linked in to the CityofPalmDesert.org Web site at some point,but the functionality
will reside on a separate server. No special programming of the cityofpalmdesert.com Web site will be needed to
support this,as the Web functionality will be served up from the Click2Gov application.
8.4.2 Email System
The City of Palm Desert will be migrating from its current email system to a yet-to-be decided system to manage
outbound email including,but not limited to,Ciry Council Agenda and Minute updates, City newsletters,etc. At
present time all Contact Us inquires(City level and department specific)are fed into the email system.This will
continue in the future if a user checks they would like to be added to the email list. In addition,data will be fed into the
email system via the'join our e-news club" feature within the site.
