Discussion: On January 26, 2007, sealed bids were opened for the purchase of two solar -powered message boards. The following proposals were received: United Traffic, City of Industry, CA / Wanco — WVTM $37,282.50 Tops & Barricades, Indio, CA / Wanco — WVTM $39,865.34 United Rentals, Santa Fe Springs, CA / Wanco — WVTM $42,916.83 Traffic Control Services, Anaheim, CA / Solar Tech — MB2-2248 Non -Responsive Currently, the City has two solar -powered Wanco, model WVTM, message boards in the construction equipment inventory. In order to be consistent with maintenance and parts, the Notice Inviting Bids was written specifically to request bids on two Wanco model WVTM, solar - powered message boards. Although Traffic Control Services (Solar Tech — MB2-2248) submitted documents and quoted an amount of $53,864.23, the bid is considered non- responsive; the equipment proposed was not a Wanco model, WVTM message board. Award Bid Solar -Powered Message Boards Page2of2 February 22, 2007 The units proposed by United Traffic Services Supply are identical to the solar -powered message boards in our current construction equipment inventory. Parts and maintenance can easily be obtained through our local supplier, Tops & Barricades, when necessary. These units will be used for special events, special projects and emergency situations; therefore, they are essential to our street maintenance operations. Public Works staff recommends the award of purchase to United Traffic Services Supply. Funds are available in the 2006-2007 budget account no. 110-4310-433-4045.
