Staff recommends that City Council, by minute motion, direct staff to proceed with the design and construction of the proposed median modification on Frank Sinatra Drive to restrict left turns from North Fork Drive (Palm Desert Greens Country Club) and Rose Ridge Drive (Marriott's Shadow Ridge). Discussion: In a letter addressed to Mayor Richard S. Kelly dated December 16, 2006, Ms. Carol Cole, a resident of Palm Desert Greens Country Club, expressed concerns about traffic safety on Frank Sinatra Drive at the Palm Desert Greens Country Club northern entry gate (North Fork Drive). Ms. Cole requested a meeting with the Mayor and staff to discuss these safety issues. On January 8, 2007, the Mayor and Public Works staff met with Ms. Cole and representatives from Palm Desert Greens Country Club to discuss the safety issues at the northern entry gate. Ms. Cole, with the support of other Palm Desert Greens representatives, suggested that the City consider restricting the left -turn movement onto Frank Sinatra Drive from the Palm Desert Greens northern access gate (North Fork Drive). Both the Mayor and staff agreed with the Palm Desert Greens representatives that restricting the left -turn movement would improve safety at the intersection. The Mayor agreed to bring this matter before the City Council for discussion and resolution. It should be noted that left -turn access from the Marriot's Shadow Ridge southern gate (Rose Ridge Drive) onto Frank Sinatra Drive would also be restricted. Direction on Frank Sinatra Median Modifications Page 2 of 2 January 25, 2007 Staff agrees that eliminating left -turn access to Frank Sinatra Drive from the subject side streets will improve traffic safety at the intersection, and recommends construction of a median island within the intersection, thereby creating a physical barrier to restrict the left -turn movements. The attached exhibit depicts the proposed median modification. The design and construction of the proposed median modification can be completed by City forces and be completed by July 2007. Staff's recommendation from a safety standpoint is that Council approve the design and construction of the proposed median on Frank Sinatra Drive at the Palm Desert Greens (North Fork Drive)/Marriott's Shadow Ridge (Rose Ridge Drive) to restrict left turn access. The design and construction will be performed by City staff at an estimated cost of less than $10,000. Funds for the costs for materials to construct the improvements are available in Account No. 110-4250-433-2145. Therefore, staff requests that City Council direct staff to proceed with the design and construction of the proposed median modification on Frank Sinatra Drive to restrict left turns from North Fork Drive (Palm Desert Greens Country Club) and Rose Ridge Drive (Marriott's Shadow Ridge). I was a supporter of becoming part of the City of Palm Desert. We have a serious safety problem at oiu�uorth gate, located on Frank Sinah•a Dr. As you are well aware,the traffic along Frank Sinatra has increased dramatically in recent yeax•s and with the building at Cook and Frank Sinatra, it will continue to increase. We have a boulevaz•d stop sign as we exit our gate and presently we can turn right or left. The Marriott property across the street has sporadic use of their gate at this time, and that usage will increase. When the Marriott built their resort,the center median was landscaped. It is beautiful,but the foliage is so dense, it might as well be a solid wali. We have difFculty seeing on coming traffic through the foliage which makes turning left a harrowing experience! We have many accidents at this location. The most recent involved a motorcycle iraveling towazd Portola from Monterey and a mini van eaciting from our north gate. The motorcycle rider was hospitalized. Map Quest and all other GPS systems direct people to this gate which is an owner's only entrance, causing traff'ic jams and backing up onto busy Frank Sinatra. Not safe at all. We would appreciate an opportunity to sit down with yoU, or whomever you suggest at the City and work out something to improve this situation. I would like to do this before someone gets killed, not after as so often happens. Thank you in advance for taking the time to help us make our community a safer place to live.
