amending Resolution No. 95-13 (Proclamation of Arbor Day Celebration) as
to the dates of the annual Arbor Day celebration in the City of Palm Desert.

Discussion:
At the February 23, 1995, City Council meeting, the presiding City Council approved
Resolution No. 95-13, proclaiming an annual Arbor Day Celebration and setting the dates of
this celebration for March 20 through March 24.
Staff is requesting that this resolution be amended to change the date for the Arbor Day
Celebration to the second week in April, when the weather provides better conditions for the
trees. In addition, such a scheduling adjustment will relieve staff of having to plan the
Celebration during the annual landscape maintenance contract renewals —a process which
is detailed and time-consuming.
Therefore, staff recommends adopting Resolution No. 07- 10
95-13 as to the dates of the annual Arbor Day Celebration.

RESOLUTION NO. 07-10
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM
DESERT, CALIFORNIA, AMENDING RESOLUTION NUMBER 95-13 AS
TO THE DATES OF THE ANNUAL ARBOR DAY CELEBRATION IN THE
CITY OF PALM DESERT.
WHEREAS, on February 23, 1995 the City Council of the City of Palm Desert
adopted Resolution Number 95-13, establishing an annual Arbor Day Celebration and
setting the dates of said celebration for March 20 through March 24, and
WHEREAS, the weather in the City of Palm Desert provides for greater
success when planting trees in the month of April, and
WHEREAS, the early spring is the time when annual landscape maintenance
contracts are being bid and awarded, thereby leaving little time for other pursuits, and
WHEREAS, in order for the Arbor Day Celebration to be meaningful and
memorable, its planning and execution require staff time and attention,
NOW, THEREFORE, BE IT RESOLVED by the City of Palm Desert that
Resolution Number 95-13 is hereby amended as to the dates of the annual Arbor Day
Celebration, which shall occur during the second week of April .

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM DESERT PROCLAIMING AN
ARBOR DAY CELEBRATION MARCH 20 THROUGH MARCH 24, 1995 IN THE CITY OF PALM
DESERT.
WHEREAS, on January 4, 1872, J. Sterling Morton proposed to the Nebraska Board of Agriculture that
a special day be set aside for the planting of trees, and
WHEREAS, the state of Nebraska embraced the idea, proclaimed April 10, 1872, as Arbor Day, and
planted over one million trees in one day to protect its agricultural investment and beautify the state, and
WHEREAS, Arbor Day signifies importance and is observed throughout the nation and the world, and
WHEREAS, a grove of trees creates a place for children to play, adults to relax, and the community to
gather together as a source of joy and spiritual renewal, and
WHEREAS, our City's trees create an oasis in the desert for our citizens and travelers from around the
globe, and
WHEREAS, Palm Desert's urban forest grants its inhabitants welcoming shade when the mercury cbmbs
past 100 degrees, and
WHEREAS, the trees in our City increase property values, enhance the economic vitality of business
areas, and beautify our community, and
WHEREAS, trees reduce erosion of our precious topsoil by wind and water, cut heating and cooling
costs, moderate the temperature, clean the air, produce oxygen and provide habitat for wildlife, and
WHEREAS, most holidays repose upon the past, an Arbor Day Celebration proposes for the future, and
WHEREAS, 1995 marks the 25th anniversary of Earth Day and a global celebration of
environmentalism, and
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Palm Desert hereby proclaims
March 20 through March 24, 1995, an Arbor Day Celebration, and
FURTHER proclaims Arbor Day to be an annual celebration to promote the well-being of this and future
generations, and urges aN citizens of Pakn Desert to breathe deep, as the City celebrates its First Arbor Day by
planting twelve Southern Live Oaks, Mulgas and Desert Willows at our neighborhood schools to strengthen our
urban forest.

PASSED, APPROVED AND ADOPTED by the Palm Desert City Council this 23rd day of February, 1995,
