CALL TO ORDER Chair Kent Routh called the meeting of the Historic Preservation Committee to order at 10:00 a.m. II. ROLL CALL Present: Absent: Bonnie Bowie None Gale Broeker Kim Housken Jan Holmfund Bob Pitchford Kent Routh Vera Handley, Alternate Also Present: Amir Hamidzadeh, Director of Building and Safety Mary C1ark, Recording Secretary III. APPROVAL OF MINUTES Committee Member Bonnie Bowie moved to approve the minutes of the October 30, 2006 meeting with a Subcommittee name change under VI. New Business, B. from Architecture Review Subcommittee to Desi n Review Subcommittee. Committee Member Kim Housken seconded the motion. It received unanimous approval 7-0. IV. ORAL COMMUNICATIONS A. CHAIR REPORT 1. Citv Archives Jim West Subcommittee— Chair Kent Routh indicated that the Committee is looking for a way to assure that all Committee members' materials placed in the City archives. Motion: Chair Kent Routh moved that all Committee materials that are collected during the course of Committee participation will be given to the City Building and Safety Department for the archives. Committee Gale Broeker seconded the motion. It received unanimous approval 7-0. A�enda Format Chanqe to Include Checkiist — Chair Kent Routh said the Committee liked the sidebar on the Gity of Rancho Mirage agendas where the status of agenda items could be noted. Amir Hamidzadeh, Director of Building and Safety indicated that the City has a standard format for all Boards and Commissions agendas. However, he would bring it to the attention of those responsible to see if it should be considered Citywide. 3. Chair Kent Routh said that Marian Marsh Henderson was memorialized on November 10, 2006, who was the widow of Palm Desert founder Cliff Henderson. Committee Member Jan Holmlund provided a Desert Sun article for Committee Members to review. Copies will be made for each Committee Member. B. SUBCOMMITTEE REPORT 1. Committee Member Jan Holmlund read a real estate ad, dated Saturday, November 25, 2006, concerning the Old Ranch house at Monterey Country Club in Palm Desert. Ms. Holmlund gave the ad to Committee Member Kim Housken to see if she could get in to take a look at it for research purposes. 2. Committee Member Jan Holmlund provided a copy of a brochure "A Window Into The Past" dedication of the Rock House from the City of Rancho Mirage for City files. 3. Committee Member Jan Holmlund expressed concern regarding the life of digitized records because the Historic Preservation Committee will have many archived records. Amir Hamidzadeh, Director of Building and Safety, indicated that for now all of the Committee's records are kept in a secure cabinet in the Building and Safety Department. Mr. Hamidzadeh said he would check to see what type of CD's are used for City records. At this time, none of the Historic Preservation Committee records are stored on CD's. In addition, Committee Member Jan Holmlund wondered how public research of historic records was done in the City. Ms. Holmfund thought that archeological site records are protected under the State. Amir Hamidzadeh, Director of Building and Safety, said he would check with the City Attorney regarding the protection of archeological documents. C. INDIVIDUAL COMMITTEE MEMBER REPORT 1. Colleae of the Desert Campus Chanaes Update — Chair Kent Routh said that he and Committee Member Kim Housken attended the November meeting and that there was not much of interest regarding buildings for the Historic Preservation Committee. However, the northem portion of the ring road will be closed during construction beginning January 26, 2007 through the summer of 2008. Update on PlaQue — Committee Member Bob Pitchford said that a full size rough was sent to the Patrician Group in Riverside, and he expects to see the finished art work this week. Mr. Pitchford said he should have an aluminum prototype by the December workshop. B. Ordinance/Mills Act— Motion: Committee Member Jan Holmlund moved that the "draft" Mills Act be sent out to Department Heads and others. Committee Member Gale Broeker seconded the motion. It received unanimous approval 7-0. Amir Hamidzadeh, Director of Building and Safety, said that the Ordinance has been sent out for review and comments were requested for November 27, 2006. Mr. Hamidzadeh indicated he would like to have a joint meeting to discuss comments prior to it being sent to the City Council. Committee Member Jan Holmlund asked that Committee members receive a copy of Ordinance comments prior to their December workshop meeting. VI. NEW BUSINESS A. City Council recoqnition for Jim West and Richard Twedt — Amir Hamidzadeh, Director of Building and Safety, said that he had received an email from Jim West who will not be able to attend the December or January City Council meetings. His email was forwarded to Rachelle Klassen, City Clerk, and she indicated it would be forwarded to the City Council. Mr. Hamidzadeh said he would contact Rachelle Klassen, City Clerk, on behalf of the Committee regarding recognition for Richard Twedt. He will fet the Committee know once he has a response. B. Villaqe Green -- Committee Member Bonnie Bowie provided a brief description of the property located in Village Green at 45452 Sunset Lane, Unit #7 and asked if the Committee would consider placing the entire property on the unofficial list for further research. Committee Member Bob Pitchford indicated he may have the plans for this house. Motion: Committee Member Bonnie Bowie moved that the entire Village Green property be considered on the unofficial list. Chair Kent Routh seconded the motion. It received unanimous approval. C. Plaquinq 100 Year Old Tree at C.O.D. — Committee Member Vera Handley said that she is researching how to find the previous landscape manager who knows where the 100 year old tree is located at C.O.D. Ms. Handley indicated that once the tree is identified it would be an opportunity for positive publicity for the Historic Preservation Committee. Assi�n a Committee Member to Uqdate the "Unofficial List" -- Committee Member Kim Housken asked if the list could be updated by Staff since they would probably only be adding one item at a time, and the list has been provided electronically to the Building and Safety Department. Amir Hamidzadeh, Director of Building and Safety, said that it would not be a problem. The Historic Preservation Committee will prepare more detailed information at their next workshop, and then give it to the Mary Clark, Recording Secretary, to add to the unofficial list. VII. PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA None VIII. DIRECTOR ITEMS A. Amir Hamidzadeh, Director of Building and Safety, said it would be helpful to him if he had a summary of the workshop meetings from the Committee. B. Amir Hamidzadeh, Director of Building and Safety, indicated that there is a possibility that there will be a commercial project at the Palm Desert Lodge, and the developer was asking for guidance on documenting the property. Mr. Hamidzadeh asked for digital photos of the following: exterior of the building, landscaping, sign, and interior rooms. Committee Member Jan Holmlund suggested that survey sheets be completed on this property to identify construction materials, plumbing fixtures, etc., and that the a Committee member could assist with the documentation. Mr. Hamidzadeh said he would mention it to the developer. Committee Member Kim Housken said a picture of the Palm Desert Lodge sign lit at night would be good, and she thought that the sign was going to be donated to the Historical Society. IX. CONFIRM NEXT MEETING DATES AND ADJOURN The Workshop Meeting was confirmed for Friday, December 15, 2006, 9:00 a.m., Council Chambers Conference Room. The Regular Meeting is Friday, December 15, 2006, 10:30 a.m., immediately following the workshop meeting, Council Chambers Conference Room.
