CONTRACT COMMISSIONING THE ARTWORK

Recommendation:
By Minute Motion: 1) Accept and approve the design for the Veterans Memorial
by Romo Studios; 2) authorize Mayor to execute contract in the amount of
$251,680. Funds are available in Account No. 436-4650-454-4001.
Executive Summary:
The Veterans Memorial Committee selected three artists (Romo Studios, Dee
Clements, and Mary Buckman) to submit model designs for the Veterans
Memorial at Freedom Park. Each artist presented his or her model to the
Committee on December 14, 2006. The Committee selected Romo Studios'
design to be commissioned. Committee members felt their design best depicted
the original ideas in the Request for Proposal. The memorial will represent a life-
size bronze of a mother and son. The mother will be kneeling and the son will be
standing looking back at her, casting a shadow with an outline of a military
soldier created out of terrazzo, inlaid in the concrete. There will be bronze
medallions for each of the military branches inlaid in the concrete in the perimeter
area, along with a bronze plaque with the wording of a letter from President
Lincoln that was read in the movie, "Saving Private Ryan". The letter was written
in response to a mother who had lost five sons in the Civil War. The Veterans
Memorial will be located in a circular area just past the southwest entrance to
Freedom Park and will be part of the Freedom Walk.
Discussion:
In early 2005, City Council directed the creation of a Veterans Memorial
Committee. The Committee was tasked with identifying appropriate themes,
designs, and an artist for the creation of a Veterans Memorial in Freedom Park.
Initially, the ten -member Committee selected J. Seward Johnson, Jr. as the artist

to design the memorial, but due to several mitigating factors, three additional
artists were requested to create designs for the memorial.
Romo Studios is comprised of a father and son, Jesus and Adam Romo. They
have extensive experience in creating public art and memorials, including the
California Firefighter Memorial locateciy-intate Capituilding.
