HomeMy WebLinkAboutClosing Time Joe Mann ParkCITY OF PALM DESERT DEVELOPMENT SERVICES STAFF REPORT REQUEST: Approval to Change the Closing Time at Joe Mann Park SUBMITTED BY: Janis Steele, Parks and Recreation Services Manager DATE: January 25, 2007 Recommendation: By Minute Motion: Approve the change of the closing time at Joe Mann Park from 11:00 p.m. to 10:00 p.m. Discussion: On December 5, 2006, Staff presented to the Parks and Recreation Commission concerns they had received regarding vandalism and late night activities in Joe Mann Park. Staff was contacted by neighbors of Joe Mann Park in late October, 2006, and followed up with meetings with not only the neighbors but with Lt. Frank Taylor of the Palm Desert Police Department. Lt. Taylor has also met with neighbors and the homeowners association regarding concerns at the park and in the neighborhood. There has been a great deal of vandalism in the park over the past year (cutting the shade structure over the playground areas, numerous incidents of grafitti and damage to picnic tables from skateboards). There have been reports of persons congregating in the dog park late at night, so Staff has placed a lock on the dog park gate that is locked at night when the park closes and opened in the morning when the bathrooms are opened. Staff has also increased the lighting under the shade structure at the tot lot as there was only one light under the structure. The police department has stepped up patrols in this area as well. At the December 19, 2006, Parks and Recreation Commission meeting, one of the citizens that Staff has been speaking with (who lives across the street from Joe Mann Park) addressed the Commission with concerns about the increasing vandalism and late night activities in the Park. He did thank both Staff and the Police Department for being responsive to the concerns of the neighbors, but had a further request. He requested that the Commission consider closing the park at 10:00 p.m. instead of the posted 11:00 p.m. since it is a neighborhood park. The Parks and Recreation Staff Report Approval for Palm Desert Trail Naming Page 2 of 2 January 25, 2007 Staff recommends that the Mayor and City Council members support the recommendation of the Parks and Recreation Commission, and approve naming the trailhead and connection trail from the Hopalong Cassidy to the Bump and Grind trail, the Mike Schuler Trailhead and Trail.
