Recommendation:

Approve the request by the Sunrise District of the Boy Scouts of America
to utilize the Civic Center Park for a Camporee.
Discussion:
At the November 21, 2006, Parks and Recreation Commission meeting, staff presented
a request from Mr. Bob Hargreaves, for a Boy Scout Camporee in Civic Center Park
(see attached information sheet).
After discussing the request, the Commission requested that Mr. Hargreaves be invited
to a meeting to address the request and answer questions.
Mr. Hargreaves attended the December 5, 2006, Parks and Recreation Commission
meeting and explained that the scouts have the camporee every year and hold them in
different places. For 2007, they are requesting to hold it in the open field by the date
palm grove in the Civic Center Park, which would be used for the camping area, and
they would like to use a couple of ball fields for activities during the day. These areas
are the least used areas in the park, and should not interfere with any other activities in
the park.
Mr. Hargreaves stated that they would arrive on Friday, March 30, 2007, late afternoon
to set up camp. On Saturday, they would be providing activities and competitions for the
scouts. He stated that their first concern is the safety of the kids, so they would not be
participating in anything unsafe. On Sunday, April 1, 2007, they would clean up and be

gone by noon. Mr. Hargreaves added that the scouts would be asleep by 10:00 p.m.
each night.
The number of participants for this event will total 150-175. Supervision will occur at a
ratio of 1:4.
On December 5, 2006, the Parks and Recreation Commission voted unanimously to
support the Boy Scout Camporee to be held the first weekend in April 2007, in the Civic
Center Park. Staff is requesting that the City Council approve the Boy Scout Camporee.

Bov Scout Camnoree
In Palm Desert Park
Date: From 3pm on Friday March 30, 2007 (begin setup) until 2pm on Sunday April 1,
2007 (cleanup finished)
Activity: Boy Scout camporee: between 150 and 200 scouts and their adult leaders from
troops from the Coachella Valley (including 3 troops from Palm Desert) and Yucca
Valley would gather, camp over -night, cook, and engage in a variety of scout related
activities.
Facilities needed: Field next to baseball diamonds and date grove (for camping),
adjacent two baseball fields (for activities), adjacent cabana (for organization), adjacent
restrooms, and parking in established lots.
Special notes: Scouts request permission for campfires, one per troop, only in approved
commercial outdoor "fireplaces" or other structures that keep the small fire off the
ground. We may also need additional portable restrooms and disposal facility for
camping grey -water, which we would contract for.

Cherry, Bob Hargreaves, Christine McCullough and Dan Walters (assistant scout
masters).
