ORAL COMMUNICATIONS Ms. Gilligan introduced Lee Morcus to the Marketing Committee. Mr. Morcus stated that he was honored to be a part of the Committee and happy to serve. Councilmember Spiegel announced that Norine Bowen was moving back to Texas to be with her husband. She became an integral part of the Marketing Committee, the community, and will be missed. IV. CONSENT CALENDAR A. MINUTES OF THE MEETING OF APRIL 17, 2007 Michael Shimer moved, by Minute Motion, to approve the minutes of the April 17, 2007, meeting. Motion was seconded by Emily Bird-Hrivnak and carried 4-0. Lee Morcus abstained, as he was not at that meeting. APPROVED MINUTES PALM DESERT MARKETING COMMITTEE MAY 23, 2007 V. NEW BUSINESS A. FASHION WEEK WRAP UP REPORT PRESENTED BY PALM SPRINGS LIFE MICHAEL EVANS, Associate Publisher of Palm Springs Life, gave a brief presentation regarding Fashion Week EI Paseo 2007. He accredited Heather Nolan with working with the designers to host a worid-class fashion show. The Committee viewed a 4-minute video recapping the events of Fashion Week 2007. He thanked the City of Palm Desert and the Marketing Committee for supporting the event. HEATHER NOLAN said that they wanted to create a week that celebrated fashion, EI Paseo, and Palm Desert. Various organizations and charities came to the table to participate. In addition to the increase in participation and popularity, a German television network requested footage from the Lloyd Klein fashion show to be ran on its network, and a Parisian magazine with a weekly distribution of 526,000 ran cover stories about Fashion Week EI Paseo 2007. FRANK JONES said they would take advantage of the momentum created as they go into the third year of this event. He said a coordinated PR effort would be made with the video and press packets. He believed they were set up perfectly to move forward. Upon question by Councilmember Spiegel, Mr. Evans responded that they liked the location of the tent on EI Paseo, but realized that they will have to have a "Plan B" in case it was not available next year. Ruth Ann Moore was looking into other alternatives for Fashion Week 2008. Ms. O'Flynn shared her comments and enthusiasm regarding Fashion Week 2007. She witnessed a great deal of improvement and a higher level of excitement at this year's event. Upon question by Councilmember Spiegel, Mr. Jones said they approached every restaurant on EI Paseo to participate. All events were covered except one so they had to go outside of Palm Desert to secure a restaurant for that one event. Emily Bird-Hrivnak noted that Marriott Desert Springs participated and the results were very beneficial. Mr. Jones added that Fashion Week EI Paseo was poised to become an entertainment event for west coast fashion and could put Palm Desert on the map as a west coast playground. Ms. Nolan reported that Fashion Week 2008 was scheduled for March 23-30. Kristy Kneiding stated that Palm Springs Life would be presenting Fashion Week EI Paseo 2008 at the Marketing Committee's meeting in July. Michael Shimer moved, by Minute Motion, to receive and file report. Motion was seconded by Rick Darius and carried 5-0. 2 APPROVED MINUTES PALM DESERT MARKETING COMMITTEE MAY 23, 2007 VI. OLD BUSINESS A. FULL GALLOP MARKETING ADVERTISING CONTRACT Ms. Gilligan discussed the City's marketing background and subsequent contract for Full Gallop Marketing. Marketing's budget has increased 122% over the years, including media buys, and the proposed budget for fiscal year 2007/08 was $1.172 million. She distributed the 2007/08 proposed budget to the Committee and gave an overview of that document. She also distributed copies of Full Gallop Marketing's Advertising contract and made reference to the scope of responsibilities listed in that contract. A discussion ensued regarding Full Gallop's Advertising contract and any additional projects assigned to Ms. Close outside of that contract. To date, the fees paid to Ms. Close for those independent projects was $50,000. Ms. Kneiding responded to a question by Mr. Morcus regarding any outstanding monies owed to Mr. Close from independent projects was around $10,000. Upon question by Mr. Morcus, Ms. Gilligan stated that she had never met anyone as organized as Ms. Close. When the City requests a project from her she comes back with the timeline, the cost, and a deadline, which she has always adhered to. Michael Shimer moved, by Minute Motion, to approve the Full Gallop Marketing Contract with a 7% increase, and direct staff to return to the Marketing Committee with a recommendation for an RFP that includes a draft contract outlining specific responsibilities. Motion was seconded by Emily Bird-Hrivnak and carried 5-0. VII. REPORTS FROM CITY COUNCIL LIAISONS Councilmember Spiegel announced that the Coachella Valley Park and Recreation District was awarded the First Tee Program. First Tee was a program ran by the PGA for children who would not have the opportunity to play golf. Children will be bused from Coachella, Indio, Palm Springs, and Palm Desert to the Palm Desert Golf course for classes on ever aspect of the game. It was a really good thing. Councilmember Spiegel announced that Norine Bowen would be recognized by the City Council at its June 14, 2007 meeting at 4 p.m. Marketing Committee members were invited to attend. VIII. REPORTS AND REMARKS A. Chair None B. Committee Members 3 APPROVED MINUTES PALM DESERT MARKETING COMMITTEE MAY 23, 2007 Rick Darius reported that the McCallum Theatre was ranked one of the top 50 theatres in the country. McCallum sold more tickets than Radio City Music Hall from January 2007 thru April 2007. Ms. Bird-Hrivnak announced that the Marriott Desert Springs Spa would be opening on July 19th. Everyone is very excited and it will be the best spa in the Valley. C. Staff Ms. Gilligan announced that Councilmember Spiegel was awarded the first Lighthouse Award from Desert Sands Unified School District. She congratulated Councilmember Spiegel and said it was a pleasure to work with him. Ms. Gilligan wet with Torrey Gaines, Tournament Director for IMG Golf, which sponsors the Samsung World Championship. IMG proposed having media day at the Civic Center Park on August 28, with Lorena Ochoa the returning champ from last year's Samsung. Ms. Ochoa would be giving kids putting lessons on putting greens created for the event. She will keep committee members posted on that development. Ms. Kneiding reported that representatives from the Nancy Friedman PR Agency were in town. They played golf at Desert Willow and commented that Firecliff was one of the best courses they had ever played. Mr. Osgood added that he would be interviewed for an article on "How to plan a golf tournament." There would also be an article on the Palm Desert Gold Academy. Mr. Osgood reported that Desert Willow's Ten Year Anniversary celebrations were a great success. The residents suggested that Desert Willow have a residenYs day every year. He said they were looking into making that happen. IX. INFORMATIONAL ITEMS 1. Visitor Information Center Activity Report A discussion was held regarding the increase of sales at the Visitor Center. Ms. Gomez announced that a directional signage program would be making its way to City Council in the next couple of months. X.
