LA QUINTA, CA 92253 JULY 12, 2007 AWARD LETTER DSUSD APPLICATION FOR FUNDING By Minute Motion, that the City Council: 1. Approve the implementation of facility improvements to the property located at 44-911 Cabrillo Avenue with all improvements to be implemented by the Desert Sands Unified School District. No appropriation of funds necessary. Executive Summary: The Desert Sands Unified School District has applied for and been awarded Facilities Renovation and Repair funds in the amount of $20,000, by the California Department of Education for facility improvements to the Palm Desert Early Childhood Education Center located at 44-911 Cabrillo Avenue. The improvements include a shade structure over existing play equipment, and the replacement of fall -safe bark, which is also under existing play equipment. The attached representation of the shade structure is a proposal provided by DSUSD. This structure is subject to standard City review for design, approval, and permitting. The City Council's approval is necessary for any property alterations per section 5.3 (b) of the Lease Agreement. Approval of staffs recommendation will allow for implementation of the improvements. Discussion: On January 11, 2007, the City of Palm Desert assumed an existing lease, between the Palm Desert Redevelopment Agency and Desert Sands Unified School District for the Staff Report Approve Implementation of Facility Improvements to 44-911 Cabrillo Avenue July 12, 2007 Page2of2 property located at 44-911 Cabrillo Avenue. The School District currently utilizes the facility for Early Childhood Educational Programming, which includes services to low income students. As per the Lease Agreement, DSUSD must appropriately maintain the condition and service the property. In efforts to maintain the facility and current programming, DSUSD Early Childhood Education Programs has committed to the ongoing pursuit of funding. In May 2007, they applied for the Facilities Renovation and Repair funds (FRR) made available through the California Department of Education. FRR provides assistance with efforts to maintain healthy, safe, and accessible environments for children participating in state subsidized childcare and development programs. DSUSD was awarded $20,000 for the construction of a shade structure over existing play equipment, and the replacement of fall -safe bark under existing play equipment. The City approved the application for the funding with the understanding that if an award was received, a request for property alteration/construction would be brought back for City Council approval. As per section 5.3 (b) of the Lease Agreement, owner consent is necessary for any alteration or modification to the property. Staff requests approval of the improvements to the property, as they represent no implementation cost to the City of Palm Desert.
