The California Department of Education (CDE) is pleased to inform you that your
agency will receive an award of Facilities Renovation and Repair (FRR) funds pursuant
to Management Bulletin (MB) 06-20. These funds provide agencies assistance in their
efforts to maintain healthy, safe, and accessible environments for children in CDE
subsidized child care and development programs.
The award amount cited above may be different from the amount requested in your
application. The following is a partial list of reasons the Child Development Division
adjusted award amounts during the application review and approval process:
1. Total estimated costs requested by the agency exceeded the maximum awa�d
amount.
2. Percentage of certified and/or non-certified enrollment calculations required
correction.
3. General computation errors.
As stated in MB 06-20, there are no appeals to the award amounts offered through this
application process as these are one-time only funds.
The contract performance period is June 1, 2007, through June 30, 2009. Agencies
must complete FRR projects with these contract funds within this performance period to
be eligible for reimbursement of project costs. The CDE will not authorize time
extensions for this contract. Once the contract is fully executed, changes or
modifications to proposed projects must be approved in advance. Any costs incurred or
expenditures made outside the authorized performance period will not be reimbursed.

CALIFORNIA PRESCHOOL ENERGY PROGRAM PURSUANT TO
MANAGEMENT BULLETIN 06-20
The California Department of Education (CDE), Child Development Division (CDD)
recognizes that energy is a significant operating expense for preschool facilities and
supports the goals of the California Preschool Energy E�ciency Program (CPEEP). The
CPEEP is designed to assist public and private preschool centers ta achieve energy
e�ciency savings and educate chiidren and families about energy efficiency. This
program helps preschool centers save money by funding eighty percent of a variety of
energy efficiency improvements to facilities primarily focused on lighting. The program is
funded by public utilities monies and is administered by the Low Income Investment
Fund with support of the Intergy Corporation.
Under CPEEP, state-contracted and privately-owned child care and development
programs that serve preschool children in the service areas of Pacific Gas and Electric,
San Diego Gas and Electric, and Southern California Edison are eligible to apply for the
funding. All center-based preschools and child care facilities serving children from birth
to five years of age are eligible. Funding is limited and time sensitive. In the event there
is a waiting list, priority for funding would be given to:
• Centers housed in buildings 25 years o� older
• Centers serving low-income families
• Centers that have the greatest potential for energy savings once efficiency
upgrades are made
• Centers that are able to meet supplemental funding requirements
The required twenty percent supplemental funding requirements may be satisfied by
projects funded with your recent renovation and repair awards. A representative of the
CPEEP may be in contact with your agency to provide additional program information
and discuss energy savings and energy education opportunities. The CDD encourages
your agency to consider additional funding and resources available, such as the
CPEEP, to help achieve health and safety standards and improve the energy efficiency
of your facility(ies) operations.

1. The child care facility(e.g., age, type [building or relocatableJ, locadon, etc.)
The three room child care facility is located in central Palm Desert one mile away from a school-wide
Title I elementary school which has approximately 74%poverty to low socio-economic children. The
facility is owned by the City of Palm Desert and houses a part day Head Start and our State Preschool.
The building is over 35 years old but has been well kept as a preschool for the past 20 years. The
playground was renovated within the past 7 years to include a new playground structure,bark soft
surfacing and a swing set.
2. For ea proposed project identified in Form II, the health and safety and American with Disabilities Act
compliance issue(s) that will be resolved with use of the FRR funds (reference Callfornia Code of
Regulatans, Title 22� Division 12, licensing requirements and Americans with Disabilities Act). Be
Speciflc about tlw project and the needs.
Desert Sands Utified School District State Preschool is located in the Coachella Va11ey which is a
desert region with excessive temperatures. Our State Preschool children come in both morning and
aftemoon sessions for the traditional school year. During the months of September, October,April,
May and June our desert temperatures will reach triple digits with temperatures as high as 108 degrees
for several days during this rime period. Although the play structure metal has been painted with
powder-coating a shade structure is necessary to keep the equipment cool enough for children to freely
play on all elements of the unit. There is a tree thai covers ihe sandbox azea and a small tree that is
over a bench however this is not adequate shade for 24 children to play. California State Licensing •
requires that there is adequate shade for children to rest as noted in regulation 101238.2(b)making this
a health concern.
Our program is in great need of replacement wood mulch to meet both safety and ADA. Regularly the
wood mulch is turned over and redistributed, however the quantity has decreased due to weathering
compaction and the wood chips being tossed out of the playground pit through typical play or stuck to
clothing. The Califomia State Licensing regulation 101238.2(e)requires material that absorbs falls.
Additionally, the wood mulch we will install will meet ADA compliance.
3. Describe the method and source you used to eatimate the cost of the project(s).
The method to detecmine our costs were through actua! quotations from vendors. The Shade
Structures Corporation is a company that has provided our agency reasonable and quality shade
structures in the past. Their quote of S 17,824.00 was increased by$676.00 in order to meet
contingency costs, a total of$18,500.00 being requested. The wood mutch quotation of$1,435.00 is
from P1ay with a Purpose with an additional contingency amount of$65.00 included to make this a
- requested amount of�1,500.00.
