Public Works Director APPLICANT: Harris & Associates 34 Executive Park, Suite 150 Irvine, CA 92614 DATE: July 12, 2007 CONTENTS: Agreement Scope of Work Cost Proposal Recommendation: By minute motion, award contract No. C26610 to Harris & Associates in the amount of $183,863.00 for consultant services to inventory City public sidewalks for compliance with Americans with Disabilities Act standards and condition and other infrastructure including red curb, traffic signs, striping, and catch basins. Discussion: The City of Palm Desert is required by law to comply with current Americans with Disabilities Act (ADA) standards for accessibility within the public right-of-way. The City is developing a new Transition Plan to account for the substantial increase to the City's infrastructure as well as changes in ADA standards since the 1992 Transition Plan was prepared. The initial steps in this process are to inventory and systematically document the existing condition of public sidewalks and ADA facilities, such as wheelchair ramps, and to develop a transition plan for conformance with ADA standards. The ADA standards for wheelchair ramps have changed dramatically since the 1992 Transition Plan. City Public Works and GIS departments are not staffed or equipped to perform the digital imaging and the sidewalk survey for ADA compliance and condition, which will also include the extraction of an estimated 21,000 points of location for signs, red curbs, catch basins, and pavement striping and markings along the City's 170 centerline miles. It is estimated that the survey and extraction of GIS points would take over 1000 hours to complete with in- house staff. Award Contract to Harris & Associates for Consultant Services to Inventory Sidewalks Page 2 of 3 July 12, 2007 Therefore, a Notice Inviting Proposals was advertised and staff solicited proposals for these services from the professional community. Proposals were received from the following firms: Firm Bureau Veritas Harris & Associates Norris-Repke Omnis RBF Stantec Location of Firm Listed in Proposal Palm Desert, California Irvine/Palm Desert, California Santa Ana, California Chino, California Palm Desert, California Palm Desert, California The Government Code establishes a qualifications -based selection process that public agencies in California must use to contract for professional services and accordingly, not utilize competitive bidding (low bid) for such services. A contract and fee is then negotiated with the selected firm. The proposals were evaluated and scored on specified criteria including firm qualifications, management approach, technical approach/work plan, and overall completeness of the proposal. After reviewing and scoring the proposals, the proposal evaluation team composed of City Public Works and GIS staff short-listed Harris & Associates, Omnis, and Stantec for interviews. The interviews were scored on the basis of quality of presentation, ability to focus on key project issues, understanding of project requirements, response to questions, and enthusiasm toward the project. The following is the ranking of the firms based upon the final combined scoring of the proposals and interviews: 1. Harris & Associates 2. Stantec 3. Omnis On the basis of qualifications and fair price, staff recommends the contract be awarded to Harris & Associates. Harris & Associates and their GIS subcontractor -consultant, Bucknam & Associates, have significant experience on similar inventories they completed for the cities of Glendale, Santa Barbara, Rancho Cucamonga, and La Habra. Harris & Associates unlike the other firms, proposed using Digital Roadway Imaging technology that will generate a digital inventory and GPS and GIS data for all sidewalks and other infrastructure such as red curb limits, traffic signs, drainage inlets, pavement striping and markings. A mobile data acquisition vehicle (van) equipped with six high -resolution cameras will capture images and digital data in 360-degree directions. This method of gathering data will be more cost-efficient and provide invaluable digital imaging of 170 centerline miles of city streets and infrastructure. The digital survey of the sidewalk for condition and ADA compliance and other infrastructure will be valuable in terms of asset management and securing future competitive bids for replacement and maintenance. The digital sidewalk survey will also be a valuable asset for the City's risk management of liability claims both for and against the City. The Risk Management Department frequently collects thousands of dollars in claims against the insurance of drivers due to accidents that damage our medians, signs, and signals. When claims are processed, the exact condition or location of the sidewalk, curb or median, sign, and striping before and after the accident is often of material importance in our defense. Award Contract to Harris & Associates for Consultant Services to Inventory Sidewalks Page 3 of 3 July 12, 2007 Because of the digital imaging, City staff was also able to negotiate in a cost effective manner, the extraction of GIS data for traffic signs, red curb markings, catch basins, and pavement striping and markings. Harris & Associates' cost proposal and work scope were reviewed and staff is confident with the value being received. Although Harris & Associates is headquartered in Irvine, it also has a local office in Palm Desert. Therefore, staff recommends that City Council, by minute motion, award contract No. C26610 to Harris & Associates in an amount not to exceed $183,863.00 to inventory existing city public sidewalks for compliance with ADA requirements and condition and also provide a digital inventory of red curb, traffic signs, catch basins, and pavement striping and markings. Funds are available for this project in the following accounts: 400-4616-433-4001 ($111,031.00), 110-4250-433-3325 ($65,195.00), and 110-4314-433-3320 ($7,637,00). Submitted By: Jop( Garcia, P.E.
