The truck, foreman and one to two gardeners will be dispatched from 78355 Darby Road, Bermuda Dunes, CA 92203. One to two gardeners may also travel directly to the site from their homes. Use additional sheets as necessary to provide a full, and comprehensive response. � Motor Vehicles �vQ r Note: We have been advised har he successful conrractor will no longer be allowed to mainiain a Daihatsu or other micro rruck at the nursery within the site perimeter. As such, our estimates for labor and equipmeni are based on rhis informarion and assume all transport must be dispatched from rhe Darby Road Location. 1 Stake-Bed Truck (Sole use for contract). Since the majority of the materials and equipment are smaller hand tools, a larger F-150 and trailer will not be required. 1 Ford F-650 Chipper Truck and Vermeer Chipper (S). During certain pruning seasons where substantial plant material is being removed, we would supply a chipper and chipper truck to more effectively remove materials. CONTRACTOR'S PROPOSAL—SCHEDULE A(CONTINUED) Tree, Shrub, Ground Cover Prunin� Equipment and Tools. (list both powered and hand equipment/tools) Hand Pruners (One set per person) - The majority of the plant pruning will be done with standard hand pruners. Rakes, Burlap Bags (Several per crew) - Detailing of the Decomposed Granite (DG) will be done with raking and hand collection of refuse and dead plant materials. Other—Standard gardening tools to be used for removal of dead plants, including shovels, madox, etc. (Number provided is as required to properly equip crewj. Safety pruning—Conducted as scheduled. Loppers and hand saws will be used. Each worker would have access to both a lopper and a hand saw. Tree pruning— If selected by the City of Palm Desert to provide tree pruning work as an extra, Hort Tech would utilize its F-800 high lift truck. Tree removal— If selected by the City of Palm Desert to provide tree removal, Hort Tech would provide necessary chippers, chipper trucks and stump grinders. Irri�ation Svstem and Maintenance Equipment (List both powered and hand equipment/tools) The supervisor, who will perform the majority of the irrigation work, will have consistent access to all necessary tools to install irrigation systems and to diagnose and repair faults. This would include: a wire tracker, a pulser, a volt meter, PVC hand cutters, shovels for digging and trenching and small tools for adjusting heads. CONTRACTOR'S PROPOSAL—SCHEDULE A(CONTINUED) The supervisor would also have a set of radios, in order to allow him to communicate remotely with a laborer, to more effectively diagnose problems at an irrigation head which is a large distance from a valve. The supervisor would also have access to a chain wrench for filter maintenance as well as algae control tablets for the filters. Our understanding from the site visits to Desert Willow is that irrigation is difficult due to the use of reclaimed water from the golf course. We have experienced this problem with our golf course clients before and have found the systematic use and cleaning of ambiotic filters (Note: price for filters is not included in Hort Tech's bid) and/or algae control tablets can dramatically reduce the number of clogged irrigation heads. Pesticide Application Equipment (List both powered and hand equipment/tools) Two (2) Solo Backpack Sprayers. All Hort Tech crews are assigned backpack sprayers which are used for chemical application when our larger 50 gallon Lesco sprayers, which are typically mounted on a Daihatsu, cannot adequately access certain areas. Given the terrain of Desert Willow, we would anticipate operating exclusively with Backpack sprayers. General Landscape Maintenance (List labor, and administrative and field supervisory personnel— include any relevant education, certification, licensing information and years of experience for each person listed). Jack Kerns (S)— Provides oversight and expertise to the project. 25 years experience in landscape and irrigation, Licensed C-27 contractor, Qualified Applicator Certificate, Certified Arborist. Received Bachelor of Science in Horticulture, Cal Poly, San Luis Obispo. Hudson Hale (S) —General Superintendent. Hudson has been with Hort Tech for over 15 years and has worked on landscape maintenance and construction projects during that period. Hudson is a certified arborist, a licensed C-27 contractor and has a Bachelor of Science in Horticulture from Cornell University. Wade Howery (S) —As General Superintendent, provides oversight and direction on the project several times per week. 15 years experience in landscaping and irrigation. Associated Science Degree in Turf Management, College of the Desert, Certified Arborist, formerly held Qualified Applicator Certificate. Mario Castellanos —As Irrigator and foreman, Mario would oversee the day-to-day activities of the crew and be responsible for its activities. Mario has six years experience with southwest desert landscape and has also been at Hort Tech for six years, overseeing a crew of four (4) at an HOA for several years. During his time with the HOA, Mario has gained substantial experience with irrigation, including the CONTRACTOR'S PROPOSAL—SCHEDULE A (CONTINUED) ability to install new systems and diagnose and repair problems with clocks, valves, heads, lines and mainlines. Given the evolving staffing needs at Hort Tech, it is possible Mario may not be able to act as Foremen at Desert Willow. In the event we would need to use a different foreman than Mario, a person with equivalent experience would be substituted. Laborers (Three provided)— Hort Tech employs several experienced laborers (with a tenure of 6 months to several years) who work at our various job locations. For new projects, the majority of the laborers come from existing crews and will not be newly hired. This helps to ensure the work is completed in a consistent fashion and manner throughout Hort Tech. At Desert Willow, we would expect at least two (2) laborers to be experienced Hort Tech employees with southwest desert landscape experience. Given the constant evolution of our staffing needs, we cannot specifically identify the individuals who will be the laborers on the project. Tree Prunin�and Maintenance Wade Howery (S)—General Superintendent. As a certified arborist, Wade would provide oversight on technical pruning issues. Mario and Laborers—Safety pruning and pruning of all trees less than 15 feet will be conducted under Mario's supervision by himself and the laborers. Irrigation Svstem Maintenance (List technical personnel—include any relevant education, certification, licensing information and years of experience for each person listed). Francisco Espinosa (S) —Francisco has been with Hort Tech for thirteen (13) years and is the head irrigator. Francisco would be available to assist Mario on an as needed basis to solve potentially difficult irrigation problems. Francisco has over ten years in the field as an irrigator and CONTRACTOR'S PROPOSAL—SCHEDULE A(CONTINUED) has attended several continuing education classes on irrigation, such as Irrigation Training Camp from Rain Bird. Mario Castellanos— Foreman. Mario would handle the day to day common irrigation problems. As noted above, Mario has six (6) years experience dealing in irrigation. Pesticide Application (List licensed and/or certified personnel and years of experience—all non licensed, non- certified personnel must have received verifiable annual training). Bud Lombard (Subcontractor)— Hort Tech does not currently employ a person with a Qualified Applicator License, but several personnel are in the process of obtaining these qualifications. Until such qualifications are attained, Hort Tech will use Bud Lombard as a subcontractor to act as QAL. Bud has 20 years of experience, with current QAL# 30492. Wade Howery (S)—General Superintendent. Wade will provide oversight on the need, selection, mixing and application of any necessary pesticides. Wade formerly held a QAC and is in the process of updating his license and attaining a QAL. Jack Kerns (S) — Provides expertise and oversight. (QAC# 21109, Category B. Expires 12/31/2008) Mario Castellanos and all laborers applying pesticides have/will be trained in Pesticide Application Safety. Respirators for all personnel applying pesticides are fit tested on an annual basis. Landscape and Irri�ation Desi�n (List personnel with formal training and certificates and years of experience) Hudson Hale (S)—General Superintendent. Hudson has been with Hort Tech for nearly 15 years and had led its construction division for over 10 years. Hudson has gained extensive experience designing complex CONTRACTOR'S PROPOSAL—SCHEDULE A(CONTINUED) landscape and irrigation systems in this capacity and would be available to work at Desert Willow if the situation ever demanded his skills. Hudson is a certified arborist, a licensed C-27 contractor and has a Bachelor of Science in Horticulture from Cornell University. Other Staff Trainin� and Formal Education (Including years of experience) Bryan Jensen (S)—Vice President and CFO. Bryan has over 15 years of business experience in a variety of industries and oversees all administrative activities at Hort Tech. Bryan has a Bachelor of Commerce from Queen's University in Kingston, Canada. In-House Trainin� Programs The company provides instruction on pesticide application safety to all people applying pesticides. Weekly safety meetings are held on topics which include driving safety, pesticide application, mowing, traffic control, emergency procedures, appropriate safety wear, etc. Most training is handled through ongoing mentorship by owners, supervisors, foremen and lead gardeners. Many members of Hort Tech's staff attend continuing education programs or seminars on Horticulture, arboriculture and pesticides. The company is OSHA compliant. CONTRACTOR'S PROPOSAL — SCHEDULE A (CONTINUED) PROPOSED PROJECT WORK SCHEDULES The City prefers that all schedules be done using Microsoft Project or a similar software- scheduling program. However, on the following two pages are blank Monthly and Annual Schedule Sheets. Proposers are to complete this section using the above- mentioned programs or the provided schedule sheets by writing in their proposed schedules for performing the work described in the project's General Provisions, and all three (3) subsections of the Special Provisions. Use additional sheets as necessary to provide a full, and comprehensive response: MONTHLY SCHEDULE SHEET 1. List all tasks specified to be performed on a weekly or monthly basis in the box corresponding to the day of the week/month you propose to do them. List man- hours estimated to complete each task. 2. Be �ure to include administrative work tasks such as report submittals, me�tings, etc. 3. Fill in the schedule sheet for the entire month. Schedule sheets that are not completed for the entire month will be considered to be non-responsive. ANNUAL SCHEDULE SHEET 1. List all tasks specified to be performed at intervals greater than one (1) month in the box corresponding to the month(s) of the year in which they are either so specified, or, if not specified, the month(s) in which you propose to do them. We have provided more staffing than the current Contractor because we believe the size of the property and the mature nature of the landscape warrants more attention than a two-man crew can provide. Overview of Monthlv Schedule After deducting travel time and breaks,each worker is available for approximately 7.5 hours per day,implying total crew hours of approximately 30 person hours per day(4 x 7.5)and 150 person hours per week(4 x 7.5 x 5). Trash Removal: Every Monday,we anticipate using the entire crew(30 person hours per week)to undertake trash removal. Given the estimated property size of 8 acres(approx 400,000 sq feet),this implies approximately 13,300 sq feet per hour. We believe this represents adequate resources to cover the entire property for trash clearance each week. Monthly Meetings:The supervisor and the general superintendent would attend the Monthly meeting on the third Tuesday of each month for 3 hours. This would include a walk through of the property,an update on work status and review of logs on irrigation and pesticide use. The greenwaste report will also be furnished at this meeting. Irrigation Check:The supervisor and one gardener would spend each friday(15 hours per week)conducting a thorough irrigation check of the property and completing minor repairs as necessary. From October through April, this may be reduced to every two weeks, and staff will be deployed to raking or detailing. Safety Pruning: Every fourth Wednesday and Thursday(15 hours per month)of each month,or more often if required,the supervisor and one laborer would prune any low hanging branches deemed to be a safety issue. Raking DG,Weeding,Pruning and Detailing:While this block of actions covers several activities,we have constructed our schedule like this because we feel the activity of weeding, pruning,detailing and the subsequent raking should be done simultaneously. Two or three laborers would weed, prune and detail the shrubs and landscape in a particular area while one would immediately follow behind with a rake. The pruning performed each month will depend on the plant species,which is outlined in our annual proposal. The majority of the team's time will be allocated to these activities. In week one, 105 person hours are applied (14 person days x 7.5 hours). In weeks two and four,75 person hours are applied (10 person days x 7.5 hours)and in week three,97.5 person hours are applied (13 person days x 7.5 hours). This implies a single person,on average, would need to rake,weed, prune and detail about 2,250 sq feet per hour to ensure the entire property could be covered every two weeks. We believe our laborers would work faster than this,which would allow certain key areas,such as the entry way drive to the clubhouse)to be covered each week. While this is a considerable amount of energy devoted to weeding and pruning, Hort Tech believes it is necessary to improve the overall look of the property. Since the landscape has matured so much since it was initially installed,the plants are encroaching on one another and several volunteer plants can be seen throughout the property. Hort Tech believes the thinning of the plant material,combined with the removal of the dead or dying plants and volunteers would improve the look of the property substantially. Any extra time not spent pruning could be spent removing volunteers and removing the less desirable plant when two plants are encroaching on one another. Chemical Application: Every second Wednesday and Thursday(15 hours per month)of each month,the supervisor and one laborer would apply barricade, post, roundup or merit depending on the season,weeds or pests present.
