PROPOSED FACILITIES, EQUIPMENT&STAFFING SCHEDULE
Facilities:
List location/address of facility(ies) from which work crews and equipment will be
dispatched.
The trucks, foreman and two to three gardeners will be dispatched from 78355
Darby Road, Bermuda Dunes, CA 92203. Three to four gardeners would also travel
directly to the site from their homes.
Equipment:
List equipment to be furnished to execute work tasks specified in the A�reement, General
Provisions, and Special Provisions. Indicate with (S) any listed equipment to be shared with
another contract/ project. Use additional sheets as necessary to provide a full, and
compete response.
Hort Tech's intent would be to staff this project with two teams. One team of three (one (1)
supervisor and two (2) laborers) would oversee EI Paseo and the Entrada Del Paseo complex
(CAM and Eric Johnson Gardens and Visitor Centre) and the Highway 74 Visitor Centre while
the other team (three (3) laborers) would be responsible for Baja Park and the Civic Centre.
The second team would receive part-time oversight from a nearby Hort Tech senior
superintendent as well as the foreman on the EI Paseo crew. Our staffing and equipment
split for these teams are outlined below.
Motor Vehicles
1 F-150 Pickup Truck and trailer would be assigned to the EI Paseo/ Entrada Del
Paseo/ Highway 74 centre crew and an on-site Daihatsu would be assigned to the
Baja Park/Civic centre crew.
1 Ford F-650 Chipper Truck and Vermeer Chipper (S). During certain pruning
seasons where substantial plant material is being removed, we would supply a
chipper and chipper truck to more effectively remove materials.

Tree, Shrub, Ground Cover Prunin� Equipment and Tools.

Turf Maintenance—Walker Riding Mowers will be used for large turf areas at the
Civic Center/Park View Office Complex area. Several 21" Toro mowers will be used
for smaller turf areas at EI Paseo and Entrada del Paso Complex areas. Additional
dedicated equipment at all turf locations would include Echo String
Trimmers/Edgers and Echo Blowers. Shared equipment (S) for seasonal use includes
sweepers, scalping machines and Ryan aerators for the turf renovation.
Hand Pruners (One set per person, both crews) -The majority of the plant pruning
will be done with standard hand pruners.
Rakes, Burlap Bags (Several per crew) - Detailing the decomposed granite ("DG") will
be done with raking and hand collection of refuse and dead plant materials.
Other—Standard gardening tools to be used for removal of dead plants, including
shovels, madox, etc (Number provided is as required to properly equip both crews).
Safety pruning—Conducted as scheduled. Loppers and hand saws will be used.
Each worker would have access to both a lopper and a hand saw.
Tree pruning— If selected by the City of Palm Desert to provide tree pruning work as
an extra, Hort Tech would utilize its F-800 high lift truck.
Tree removal— If selected by the City of Palm Desert to provide tree removai, Hort
Tech would provide necessary chippers, chipper trucks and stump grinders.

Irri�ation Svstem and Maintenance Equipment

The supervisor, who will perform the majority of the irrigation work, wilt have
consistent access to all necessary tools to install irrigation systems and to diagnose
and repair faults. This would include: a wire tracker, a pulser, a volt meter, PVC
hand cutters, shovels for digging and trenching and small tools for adjusting heads.
The supervisor would also have a set of radios, in order to allow him to
communicate remotely with a laborer, to more effectively diagnose problems at an
irrigation head which is a large distance from a valve.
Pesticide Application Equipment

Two (2) Solo Backpack Sprayers (one for each team) and one (1) SO gallon Lesco
sprayer, typically mounted on a Daihatsu, will be used in combination to cover the
varied needs of the six properties under this contract. The Backpack sprayers will
be used at the smaller turf areas as well as in the desert areas. The Lesco sprayer
will be used at the larger turf areas such as the Civic centre and the Park View Office
Complex.

Jack Kerns (S)— Provides oversight and expertise to the project. 25 years experience
in landscape and irrigation, Licensed C-27 contractor, Qualified Applicator
Certificate, Certified Arborist. Received Bachelor of Science in Horticulture, Cal Poly,
San Luis Obispo.
Hudson Hale (S)—General Superintendent. Hudson has been with Hort Tech for
over 15 years and has worked on landscape maintenance and construction projects
during that period. Hudson is a Certified Arborist, a licensed C-27 contractor and
has a Bachelor of Science in Horticulture from Cornell University.
Wade Howery (S)—As General Superintendent, provides oversight and direction on
the project several times per week. 15 years experience in landscaping and
irrigation. Certified Arborist, Associated Science Degree in Turf Management,
College of the Desert. Formerly held Qualified Applicator Certificate.
Victor Vasquez (S)—As Superintendent, Victor will provide part-time oversight and
direction on the project. Victor currently oversees the Hort Tech crew at Rancho Las
Palmas (over 40 crew members), which is relatively close to Civic Center and Baja
Park. Victor has over 10 years experience in desert, turf and landscape
management. We believe modest supervision to the Baja Park/Civic Centre crew
from Victor

combined with moderate supervision from the EI Paseo foreman will provide
sufficient control and experience for the Baja Park team.
Daniel Espinosa—As Irrigator and Foreman, Daniel would oversee the day-to-day
activities of both crews in all locations and be responsible for their activities. His
primary focus would be on the EI Paseo/ Entrada del Paseo/ Highway 74 Visitor
Centre crew with a secondary focus on the Baja Park/ Civic Centre crew because of
the assistance Victor would provide to Baja Park. Daniel would also be the person
primarily responsible for irrigation at both locations. Daniel has 5 years experience
with turf and desert landscape, wherein he has gained substantial experience with
irrigation, including the ability to install new systems and diagnose and repair
problems with clocks, valves, heads, lines and mainlines. Given the evolving staffing
needs at Hort Tech, it is possible Daniel may not be able to act as Foremen on this
project. In the event we would need to use a different foreman on this project, we
would substitute a foreman with equivalent experience.
Laborers (Five provided)—Two (2) laborers would work with Daniel at EI Paseo/
Entrada del Paseo and three (3) laborers would work at the Baja Park/ Civic centre
locations. Hort Tech employs several experienced laborers (with a tenure of 6
months to several years) who work at our various job locations. For new projects,
the majority of the laborers come from existing crews and will not be newly hired.
This helps to ensure the work is completed in a consistent fashion and manner
throughout Hort Tech. Given the constant evolution of our staffing needs, we
cannot specifically identify the individuals who will be the laborers on the project.
Tree Prunin� and Maintenance
Wade Howery (S) —General Superintendent. As a certified arborist, Wade would
provide oversight on technical pruning issues.

Daniel and Laborers—Safety pruning and pruning of all trees less than 15 feet will be
conducted under Daniel's supervision by himself and the laborers.
Irri�ation System Maintenance

Francisco Espinosa (S) —Francisco has been with Hort Tech for thirteen (13) years
and is the head irrigator. Francisco would be available to assist Daniel on an as
needed basis to solve potentially difficult irrigation problems. Francisco has over ten
years in the field as an irrigator and has attended several continuing education
classes on irrigation, such as Irrigation Training Camp from Rain Bird.
Daniel Espinosa— Foreman. Daniel would handle the day to day common irrigation
problems. As noted above, Daniel has five (5) years experience dealing in irrigation.
Pesticide Application
(List licensed and/or certified personnel and years of experience—all non licensed, non-
certified personnel must have received verifiable annual training).
Bud Lombard (Subcontractor)— Hort Tech does not currently employ a person with a
Qualified Applicator License, but several personnel are in the process of obtaining
these qualifications. Until such qualifications are attained, Hort Tech will use Bud
Lombard as a subcontractor to act as QAL. Bud has 20 years of experience, with
current QAL# 30492.
Wade Howery (S)—General Superintendent. Wade will provide oversight on the
need, selection, mixing and application of any necessary pesticides. Wade formerly
held a QAC and is in the process of updating his license and attaining a QAL.

ever demanded his expertise. Hudson is a certified arborist, a licensed C-27
contractor and has a Bachelor of Science in Horticulture from Cornell University.

Annual Schedule Sheets. Proposers are to complete this section using the above
mentioned programs or the provided schedule sheets by writing in their proposed
schedules for performing the work described in the projecYs General Provisions, and
Special Provisions. Use additional sheets as necessary to provide a full, and
comprehensive response.
MONTHLY SCHEDULE SHEET

Overview of Monthly Maintenance Schedule
After deducting travel time and breaks,each worker is available for approximately 7.5 hours per day, implying total
crew hours of approximately 22.5 hours per day(3 x 7.5)and 117.5 hours per week(3 x 7.5 x S)for each of the two
crews
Litter Removal: Every Monday,we anticipate using the entire crew(22.5 hours per week at each crew)to
undertake litter removal. Given the estimated property size, we believe this is sufficient to provide trash removal
to all of the areas each week. The one exception to this schedule is the third Monday of the month on the EI
Paseo/Entrada del Paseo crew,where the supervisor would work at the Visitor Centre on Highway 74(see below).
Mow Turf: Every Tuesday, both crews would focus almost exclusively on mowing turf in their respective areas.
The exception would be at the EI Paseo Crew where the supervisor services the visitor centre on Highway 74 on
the first Tuesday of the month and attends the monthly meeting on the third Tuesday of each month. To account
for this"loss" of time on mowing for the EI Paseo/Entrada del Paseo crew,a portion of that crew would also mow
on Wednesday.
Edge Turf: Every second week,one person would edge turf on both Thursday and Friday. This allows for 15 hours
of turf edging on each crew, which we believe is sufficient to cover all of the turf areas.
Weed,Prune and Detail:A large majority of the total time is allocated to raking DG,weeding, pruning and
detailing on the desert areas and weeding, pruning and detailing of the beds associated with the turf areas. Most
weeks allow for a total of 5 person days each week(37.5 hours)to undertake this activity. To the extent mowing
or trash collection can be completed more quickly,this is the area where additional time is likely to be applied.
The pruning undertaken each week will be dictated by the seasonal needs as outlined in the annual schedule.
Monthly Meetings:The supervisor and the general superintendent would attend the Monthly meeting on the
third Tuesday of each month for 3 hours. This would include a walk through of the property,an update on work
status and review of logs on irrigation and pesticide use. The greenwaste report will also be furnished at this
meeting.
Irrigation Check:The foreman and one gardener would spend each Wednesday(15 hours per week)conducting a
thorough irrigation check of the property, completing minor repairs as necessary. At the Baja Park/Civic Centre
crew,the irrigation check would be conducted by two gardeners with oversight from the foreman and Victor
Vasquez. From October through April,this may be reduced to every two weeks, and staff will be deployed to other
necessary tasks.
Chemical Application: Every second Thursday and Friday(30 hours per month each crew),two people from each
crew would apply Speedzone, Manage, Progress, Barricade, Fusilade/Post, Roundup or Merit depending on the
season,weeds and pests present. During some fall and winter months,when no chemical applications are
required,this time could be used for weeding, pruning and detai�ing.
Safety Pruning: Every fourth Thursday and Friday(15 hours per month)of each month,or more often if needed,
the supervisor and one laborer would prune and low hanging branches deemed to be a safety issue.
Visitor Centre: On the first Tuesday of each month and the third Monday of each month,the foreman would work
at the Visitor centre to review irrigation and detail the area. Given the sensitivity of the plants and the complex
irrigation issues,this work will be handled by the foreman.

Overview of Annual Maintenance Schedule
Attached are Hort Tech's schedules for annual maintenance of the six properties, divided between the two
crews. Based on a thorough walk through of the properties, information provided in Proposal Documents
and the City of Palm Desert Maintenance Guide,this schedule represents differences in work tasks presented
in the monthly schedule,as they vary through the course of the year.
Overview of Annual Schedule
Irrigation System Testing:All systems will be tested on a weekly schedu(e from May through September, and
every two weeks from October through April. Minor repairs, as defined in the Proposal Documents, are
included in the work schedule and contract. Quarterly irrigation maintenance is also included in the
Schedule.
Pruning Activities:The Annual Schedule includes forecasted pruning activities for each month, based on
current planting on the property.
Chemical Applications: Hort Tech anticipates applying a pre-emergent herbicide such as Surflan in both
Spring(March) and Summer(July). We would also apply a post-emergent such as Fusilade to address
Bermuda Grass and planters in the Summer(June or July). A post emergent such as Roundup would be
applied as required throughout the year(not represented on Schedule). Finally, Hort 7ech has found
mealybug to be a problem in many desert areas. Hort Tech would apply Merit in both March and June to
address this.
On the turf areas, Hort Tech would also apply Speedzone and Progress as needed. We anticipate applying
Speedzone up to four times per year to address broadleaf weed problems and applying Progress to combat
Poanna in December.
Turf Management(Overseeding and Fertilization):The Annual Schedule includes forecasted fertilization
activities for most months, and also covers the annual overseeding process. While the City of Palm Desert
would supply the fertilizer,we have indicated the type of fertilizer Hort Tech would prefer to use. If the City
of Palm Desert did not want to use Barricade or another pre-emergent fertilizer in the winter as indicated on
our schedule, Hort Tech would likely need to apply another pre-emergent chemical at the same time and bill
the city for this additional cost.
Flower Planting(EI Paseo):The Annual Schedule includes twice yearly planting of annual color flowers. Per
the proposal,all planting will be completed in one week.

An effective company-wide communications systern is essential in ex�cuting the work in

at any time during office hours. Any of these people are capable of addressing any urgent problems by ensuring the
necessary expertise can be dispatched to solve the issues. All foremen and irrigators are equipped with Nextel radios and can
be dispatched to necessary job sites where they are required. Since the majority of our work is within Palm Desert and
Rancho Mirage,any necessary irrigation or other expertise could be dispatched to any job site within 30 minutes.
Outside of Office Hours
Hort Tech clients are provided an on-call list of all senior supervisors who may be contacted in case of emergency. If this is a
situation which cannot be solved by supervisors,they wilt contact the General Superintendent and/or officers of the campany.
Traffic Safety:
Proj�ct General Provisions rec�uire that the selected Contractor provide saf� and
effective work arsa traffic control, per Caltrans' "Tratfic Manual, Chapter 5, Trat;ic
Contrnls"and WATCH Manual. Please des�ribe your company's traffic controf pr�ctices
and training generally, and how you� firm intends to conduct work area traffic co�trol
operations if selected to p�ovide service for this project. Use additional she�ts as
necessary to qrovide a full, and comc�rehensive respan�e.
For the areas defined in this proposal,under the normal course of operation, Hort Tech does not believe that any specia!
traffic control is required(i.e. for closing or blocking lanes). In the event that we need to divert traffic when parking a
chipping truck, for example,we will work with Tops and Barricades to provide appropriate services.
Hort Tech's general traffic safety training is conducted through weekly safety meetings.Topics on uaffic safety include:
- Backing up Vehicles: using a spotter to advise driver of conditions and notify other drivers or pedestrians.
- "Craffic Control: setting up pylons to divert traffic when equipment or debris may be in roadway,displaying reflective
signage for detours when required.
- Safe Driving: use right hand lane,drive 5 miles under speed limit,double stopping difference when using trailer.
- Safety Vests: all employees must wear safety vests while working near roadsides or parking lots.
- Use of cones and safety signage as required by the City of Palm Deset.

Hort Tech disposes of all its greenwaste at a facility affiliated with Hort Tech which is
located in Indio, CA. Once deposited, the material is spread, ground up and mixed into

The private ownership and location of the facility allow us to manage landfill costs
despite the current climate of increasing tipping fees and fuel costs.
Monthly reports to the city will include the volume of greenwaste matter taken from
worksites to ensure the City receives appropriate credit as outlined above.
