That the City Counci affirm the action of the Architectural Review Commission
approving a new freestanding sign for First Team Real Estate.
I. EXECUTIVE SUMMARY:
On June 12th, 2007, the Architectural Review Commission approved a new
freestanding sign for First Team Real Estate, located on the southwest corner of
Highway 111 and Painters Path. The motion for approval carried with a 5-1-0-1 vote,
Commissioner DeLuna voting no and Commissioner Gregory absent. The approved
sign design includes a slate stone veneer base with a low water trough and foam jet
fountains, two (2) stone columns at each end of the aluminum sign can area, and a
waterfall on the smaller column. The material and colors of the sign will match the
proposed changes on the building. The approval also included a screen wall for the
fountain equipment. Approval of staff's recommendation would reaffirm the decision
of the Architectural Review Commission.
II. DISCUSSION:
First Team Real Estate submitted an application for architectural review to replace
an existing monument sign along with modifying the existing building colors and
landscaping along Highway 111. The application was presented and discussed at

three (3) separate Architectural Review Commission meetings (May 8tn May 22nd
and June 12th). The application was continued twice due concerns with the original
sign design and building colors submitted.
As part of the design discussion, Commissioner DeLuna expressed concerns with
the proposed sign due to the water feature and energy use the pump associated with
it (see May 22na minutes). The applicant stated that they wanted the water feature as
part of the sign to create an attractive element that would enhance the front of the
building. Commissioner Lambell agreed with the applicant and stated that the
building is old and boring, and that some attention should be made to that corner.
She believed that the new sign with a water feature would improve the area (see
June 12th minutes). Staff explained to the Commission that there is no ordinance
prohibiting a water feature on monument signs and since the applicant was
remodeling less than 2,000 square feet of landscaping area they were not subject to
the water efficient ordinance. Staff did explain that the applicant was working with the
Department of Public Works to design the new landscaping with more water efficient
plant material that what was originally proposed.
After the discussion, the Architectural Review Commission approved the sign on a 5-
1-0-1 vote, Commissioner DeLuna voting no and Commissioner Gregory absent.
