He thought that the only opportunity they would have to get the wall further back and around the corners would be to consider stepping it inside a little to create enough driveway lane and beef up the landscaping around the corners. Mr. Bagato stated that the Association had agreed to beef up the landscaping with desert materials to screen the block wall. In closing, he stated that the City typically doesn't like six-foot high walls that close to the street, but this was a unique circumstance and no one would be impacted. The Commission reviewed and discussed the plans for the height of the walls and adding landscaping. Commissioner Gregory stated that there could be an opportunity to make an interesting wall and asked the applicant to submit a plan indicating how they intend to articulate the wall and how it would come together. Action: It was moved by Commissioner Gregory, seconded by Commissioner Van Vliet, to grant a continuance to allow applicant to submit site plan and landscaping plans. Motion carried 5-0-0-1, with Commissioner Lambell absent. 6. LOCATION: 72-171 Highway 111 ZONE: C-I Mr. Bagato stated that this request was for a new monument sign at this location, replacing the existing monument and changing the stone on the building to slate. This sign would include a water feature and matching slate from the building. Mr. Bagato asked the representative if this monument was the same length as the existing monument. Mr. Tridon Freelene, representative stated that it was slightly longer, but from the curbs edge it was still within the 11 foot setback. Instead of having the water feature on both ends, she recommended having it only on the end closest to the street. She thought that having it on both ends would be irrelevant since it would be shoved up against the building and you wouldn't really see the water on the other end. Commission discussed the equipment for the water feature, landscaping and paint colors for the building. They requested that the applicant submit a color board, site plan and landscaping plans. Action: It was moved by Commissioner Hanson, seconded by Commissioner Vuksic, to grant a continuance subject to 1) reducing the length of the signage and removing one water feature; 2) submit site plan and color board for Staff review; and, 3) submit landscaping plan for review by Landscape Manager. LOCATION: 72-171 Highway 111 ZONE: C-I Mr. Bagato presented modifications to the sign as recommended by the Commission at the last meeting. In regards to the landscaping, he had some concerns and stated that when monument signs are approved, we have to look at them in context with the landscaping; however, there were concems that this landscape plan was too dense and tropical for this location. Staff is asking for modifications to meet the comments recommended by the Landscape Department. The material samples for the building were expected for today's meeting, but did not arrive. Mr. Hudson Hale, representative stated that the paint color selection was still in committee with First Team Realty and should be ready in a week or two. Mr. Bagato stated that not only were they approving the monument signage, they were looking at it in context with the landscaping and the building; so the Commission doesn't want to approve material for a sign that they may not approve for the building. Commissioner DeLuna stated that the proposed water feature would use not only water, but power as well. She went on to say that Palm Desert has a guideline to reduce their water and energy consumption by 30% and expressed that this wasn't considered a necessary use. It would be costly and she didn't know what it would add to the sign. Commissioner Lopez stated that they do work, but require high maintenance. He also had concems with the maintenance and � keeping it working. Commissioner Vuksic stated that the applicant has a right to put in a fountain and be within their limits of water usage. Mr. Bagato stated that since they are doing a remodel that is less than 2,000 square feet they are not required to meet the water efficient ordinance, however we could express our concerns with what is being proposed. Ms. Lauri Aylaian, Director of Community Development stated that we couldn't forbid them from having a fountain because of the consumption of water or power, but there were concerns with the maintenance that may effect approval. Commissioner Hanson thought that it was important that the water and power consumption is noted and if the applicant thinks it would be a necessary item it would need to be re-evaluated. Commissioner Hanson pointed out that the plan view was drawn incorrectly as shown on the elevation and would have to be modified. She recommended a continuance since it was difficult to approve without the materials being available. Mr. Hale indicated that the color palette on the building would be based on the color of the ledge stone and stated again that the selection was going through the approvai process with corporate. Commissioner Vuksic stated that the impression you get with these plans was that there are masses that have significant offsets, but when you look at the plan it doesn't look anything like the elevation because everything is on one plane. To be approvable, it would need to be modified showing those offsets. Mr. Bagato stated that part of the problem they were having was that they were trying to accommodate the fountain, which limited the massing at the base. Mr. Haie asked if there was a general objection to the kind of Mediterranean landscape that was proposed. Ms. Diane Hollinger, Landscape Specialist stated that it was all very tropical and didn't fit i� with the turf. He had some concems with the desert plants that were being recommended in an area that wouldn't get much sun. Ms. Hollinger stated not to use tropical and they could work on that. Action: It was moved by Commissioner Hanson, seconded by Commissioner Lopez, to continue to allow the applicant to: 1) redesign the massing offsets; 2) submit color board for Staff review; and, 3) submit landscaping plan with desert scheme for review by Landscape Manager. Action: It was moved by Commissioner Hanson, seconded by Commissioner Vuksic, to grant approval with a reduction of letter size from five feet to four feet. Motion carried 6-0-1-1, with Commissioner DeLuna abstaining and Commissioner Gregory absent. 5. LOCATION: 72-171 Highway 111 ZONE: C-I Mr. Bagato stated that this was a requested approval for signage, landscaping and color. Commissioner DeLuna asked if any change or modification had been made to the water feature or the fountain element as previously submitted. Ms. Cheri Pulcini, Facilities Manager, stated that there was a change of 30 inches on the width of the columns and it was changed symmetrically as requested by the Commission at a previous meeting. Mr. Bagato stated that there was some change to the columns architecturally, but they were still proposing the same water feature. Commissioner DeLuna asked how much water would be used. Mr. Freeland stated that it would be a small trough. The trough is only two feet wide by the length of the sign and the water would be set as low as possible to keep the splash inside the trough. Commissioner DeLuna asked why they wanted the water feature and what it added to the sign. Mr. Freeland stated that it would be a visual enhancement and add architectural character. Ms. Pulcini stated that it would pump up that corner 100%. Commissioner Vuksic stated that when reviewing the drawings for the fountain, the elevation didn't match the plan. The elevation suggested some ins and outs that were not refle�ted in the plan view. For example, the center portion looked like it was in front of the pillar, yet when he looked at the plan the pillar was in front of the center portion. Mr. Freeland indicated that it had changed per staff's request and stated that it used to be flush and was changed to be wider. Commissioner Vuksic once again stated that the elevation didn't match the plan. Commissioner Van Vliet stated that because of the discrepancy, the Commission was hesitant to approve anything. Commission reviewed the elevations with Mr. Freeland and Mr. Fraser McClellan, Architect. Commissioners Vuksic and Hanson both sketched a design to explain how to correct the submitted illustration. The Commission and representatives discussed the sketch. Commissioner Vuksic stated that he felt that there was a misinterpretation of what was suggested and the submittal of a plan and elevation that didn't match. He suggested using the corrected sketch and stated that it was what the Commission intended to tell them. Commissioner DeLuna still had concerns with the water feature. Commissioner Lambell stated that the building was old and boring and some attention should be made to that corner and felt that by adding the sign with the water feature would pump it up. Commissioner Hanson had concerns with the colors indicated on the color board and felt that the building would appear striped. Commission and representatives reviewed the colors and realized that the colors were not correct. Representatives pointed out the correct colors and stated they would resubmit the color board. Commissioner Hanson made the suggestion that the whole lower section be brown. Mr. McClellan stated that his concern was that the whole building faced north and was all in shadow and he would hate to darken it up. He wanted it to b{end into the roof tile. Commissioner Vuksic stated they could approve this in concept and !et staff review for final. Commissioner DeLuna asked what they would be voting on. Action: It was moved by Commissioner Vuksic, seconded by Commissioner Lambeli, to grant approval subject to: 1) revising sign to match the conceptual sketch subject to staff review; 2) revise color from green to dark brown on the top of the building; and, 3) preliminary approval of landscaping subject to review by the Landscape Specialist. CASE NO: PP 05-12 APPLICANT (AND ADDRESS): TAYLOR WOODROW HOMES, INC., 15 Cushing, Irvine, CA 92618-4200 NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of revision of roof material for Alegria unit; Spanish Walk. LOCATION: 76-000 Frank Sinatra Drive (former Emerald Desert site) ZONE: R-1 M Mr. Stendell stated that he had a request from one of the developers within Taylor Woodrow. On one of the product types they were using a blend of colors on the roof with a Spanish type material that uses a boost, squish o� heavy concrete with 20% in the roof tiles. They have requested to remove the 20% and just go with the concrete tile blend. Ms. Amy Warren, Taylor-Woodrow representative, stated that their architect raised a concern about the aesthetics of the 20% boost. She asked the architect why they were shown on the plans and he stated that it was an error on their part and apparently wasn't something that they were conditioned to do, therefore not placed on the plans. She also stated that the roofer had concerns with the wind and the 20% boost. Commissioner Van Vliet asked if this boost would be eliminated on all units. Ms. Warren stated there wasn't any boost on any other product there.
