As you are aware, the City of Palm Desert has partnered with Southern California
Edison, Southern California Gas Company, and The Energy Coalition to secure funding
and implement a portfolio of energy efficiency programs designed to reduce the City's
energy usage and peak load demand by 30% within 5 years.
Here is how the Palm Desert Partnership Program is organized:
The Executive Committee is comprised of three members from the City: the City
Manager and two appointed Councilpersons. Carlos Ortega, Jim Ferguson, and Cindy
Finerty represent the City on this Executive Committee. The Executive Committee also
consists of two representatives from Southern California Edison, Linda Ziegler and
Bruce Foster; one representative from Southern California Gas Company, Lad Lorenz;
and one representative from The Energy Coalition, John Phillips.
The role of the Executive Committee is to review the progress, goals and effectiveness
of the Program, and direct the Working Group to make changes as needed. The
Working Group consists of:
Pat Conlon from the City of Palm Desert
Jim Hodge and Melodee Black from Southern California Edison
Frank Spasaro from Southern California Gas Company
Eric Nelson from The Energy Coalition
The role of the Working Group is to take direction from the Executive Committee, and
implement and track the programs. The Working Group makes recommendations to the
Executive Committee on program changes. The Working Group has a subcommittee,
which deals specifically with marketing and promotion. Sheila Gilligan and Kristy
Kneiding and Piper Close represent Palm Desert on this Marketing Subcommittee;

Results for the major Program activities (not all activities) for the first 5 months are as
follows:

Attached is a spreadsheet showing details, funds expended, and energy savings from
all activities.
Aggressive marketing and promotion is the key to success for this Program. With the
expertise of the Marketing Subcommittee, we have adopted a multi -faceted approach.
To name a few venues: www.settosave.com website, direct mailers from Southern
California Edison and the City, monthly articles with the BrightSide, presentations and
energy rallies with homeowners and contractors, and the Chamber of Commerce's
"Business to Business" newsletter. In addition, Sheila, Kristy and Piper are developing a
30-second commercial for the Set To Save program, which will be ready for airing in the
near future.
Office space for the Office of Energy Management
Currently, the office is located in the Park View Building next to CVAG. This is a
temporary location because CVAG will need the office space when the Multi Species
Habitat Plan is implemented. The agreement with CVAG was that when the Chamber of
Commerce moves over to the Henderson Building, the Office of Energy Management
will then move downstairs to the vacated Chamber offices. If this is not desirable to the
Council, we have completed a preliminary floor plan on converting the small conference
room at the Henderson Building to office space for the Energy Management office. Staff
will return to Council, if so directed, detailing the specifics of this option.
