RECOMMENDATION:
By Minute Motion, approve the revised COPS Manual.
BACKGROUND:
The Citizens on Patrol Program (COP) was placed on hold in July 2006, temporarily, in
order to address issues relative to program membership, member responsibilities,
activities/patrol, and the revision of the COPS Manual to make it more consistent with
the program itself.
Staff reviewed the manual and made revisions that clarified certain areas within the
Manual and inserted new information that provided specific guidelines for members.
City staff has worked with the Palm Desert Police Department to revise the manual and
revamp the program. The following information represents changes made to the
Manual and the program:

RE: CITIZENS ON PATROL PROGRAM
Major changes to the Program are as follows:
• Relocation of the COP'S day-to-day operation and dispatch to the Palm Desert
Police Substation located at the corner Monterey/Hwy 111
• COPS members attendance at Police briefings each morning for a specified
period of time
• Closer connection with and utilization by Palm Desert Police Department
• Contact phone number to police dispatch
• Procedures for election of officers
• Cancellation/termination procedures
• Patrol scheduling and single patrols within designated areas
• Improved identification/visibility of COPS vehicles (e.g., placement and size of
COPS logos on vehicles)
• Issuance of parking tickets
The revised manual was taken to the Public Safety Committee for review and approval
at its meeting of May 9, 2007. The Committee approved the revised manual with minor
changes. Staff reactivated the COPS Program commencing with its first meeting on
May 23, 2007. Also, the Program has a new Captain in Saul Roisentul who has been
with the program since February 2006 and is very enthusiastic about the program.
In addition to the above, staff and the Police Department have created and aired the
Public Service Announcement promoting the COPS Program, conducted a community
meeting on April 23, 2007, to promote the program. As a result of these activities, there
are four new members and four potential members (application have been mailed or in
the application review stage). There are now approximately 10 COPS members. Staff
will be placing quarterly articles in the BrightSide to further promote the program. Now,
that the program is up and running members will also be out promoting the program.
Staff recommends that the City Council approve the revised COPS Manual as
submitted.

INTRODUCTION
The name of the organization is Citizens on Patrol Services (COPS) of Palm Desert, a
non-profit, volunteer organization.
COPS is a group of dedicated volunteers organized to serve as ambassadors of the
City and the eyes and ears of the Palm Desert Police Department.
WHAT EXACTLY IS COPS?
• COPS is a recognized crime prevention program of the various police agencies.
• COPS is a program that exists around the world.
• COPS assist police by being fhe "eyes and ears"of the community.
• COPS, from a nationa/perspective stands for"citizens on patrol".
• COPS are trained and organized volunfeers.
• COPS are citizens that enjoy making a difference in their communities.
• COPS are not police o�cers; rather they are a va/ued resource to the /oca/police agency
patrolling the community.
• COPS are an integral strategic partnership of ensuring safe homes and safe communities.
The COPS program is sponsored by the City of Palm Desert, which provides uniforms,
transportation, communications, training, meeting, operation, and storage facilities, and
staff to support the program.
COPS DUTIES INCLUDE BUT ARE NOT LIMITED TO:
• Providing non-confrontationa/patrols throughout the City

MISSION STATEMENT
COPS are volunteers dedicated to serving their community and assisting the Palm
Desert Police Department in its Mission to protect and serve. In this endeavor, they act
as an extra set of eyes and ears within the community to assist police keep safer homes
and communities.

ORGANIZATION
The tasks of COPS are approved by the City Council upon recommendation of the Palm
Desert Public Safety Commission. The COPS budget and funding is approved by the
City Council. Expenditures for COPS' items and activities require prior approval of the
Palm Desert City Council pursuant to City policy.
The administrative and managing organization for the COPS program consists of a
captain and up to four lieutenants and up to five (5) sergeants. These officers will
provide guidance and direction to the members-at-large. After initial appointment by the
City Council, vacancies shall be filled by existing volunteers through a ballot vote of the
COPS members.
The captain shall, at his/her discretion, utilize the staff of lieutenants as an operating
committee to obtain advice and suggestions in determining operating procedures and
protocols, which the captain will then submit to the City designee for approval.
Meetings of the operating committee shall be held quarterly unless otherwise requested
by the captain.
After initial appointment by the City Council, a vacancy for the position of captain shall
be elected by a committee consisting of City, Palm Desert Police, and selected COPS
lieutenant(s) designees. Or, at the City's discretion, members of the COPS Program
shall elect a captain annually through ballot vote.
The captain shall report and be responsible for managing the COPS Program. The
Captain shall work with the designated City designee. The City designee will be
responsible to the City Manager or his designee. The Captain will assume complete
responsibility for the operation of the COPS program and in disputes or disagreements
between members. However, issues related to unethical activities, code of conduct, or
unauthorized activities shall be brought to the attention of the City. A committee
consisting of the COPS Captain, City designee, and Palm Desert Police designee shall
review the matter and undertake an investigation into the allegations to render a
decision to continue membership, suspension, or other disciplinary action.

The captain, by agreement and in concert with the City designee, shall have the
authority to request the resignation of any officer or member of the COPS organization
for cause. This could include, but is not necessarily limited to, those who are not acting
as a team member, not acting in the best interests of COPS by improper public
statements or by misinformation, causing unrest or morale problems, or being
insubordinate to his/her superiors. Members of COPS who resign as requested shall be
considered as "released without prejudice."
Duties and responsibilities of the lieutenants and sergeants are outlined under the
sections of this manual describing the responsibilities for administration,
equipment/quartermaster, patrols, and training.

MEMBERSHIP
MEMBERSHIP STANDARDS:
• Be at least 18 years of age
• Be of good hea/th
• Be of good character
• Agree to abide by the rules, requirements, Code of Ethics, and any other
conditions set out by the City, loca/police, and the loca/ COPS Society
• Pass the security screening required by the City and Palm Desert Police
Department
• Participate in the police and COPS ride-along program
In order to complete the application and to maintain an active membership you need
only to meet the additional standards:
• Attend the Citizen Academy Program
• Successfully participate and comp/ete required training
• Satisfy the COPS Captain, City designee, and Police designee of your genuine
commitment to the deterrence of unlawfu/activity in the community
• Satisfy the COPS Captain, City designee, and Police designee of your genuine
commitment to the COPS Program
• Understand and abide by at a/l times, the ru/es, requirements, and Code of
Conduct of the program
REQUIREMENTS:
• Contribute a minimum of 20 hours per month in four (4) hour shifts or as required
by the schedule.
• Additional Training: Members are required and encouraged to attend on-going
training that will be provided by the City and Pa/m Desert Police as well as
training provided through other associations. This will ensure that members are
current on community issues, new technology, safety concerns, or any other
issues that affect the program and membership.
• Suitable Dress: Members are expected to wear approved COPS uniforms and
alternate summer clothing. All members regard/ess of status in program are
expected to maintain a suitab/e dress code while on patrol or when engaged in
activities related to the program.
• Notification of Change in Personal Information: Members are required to notify
the Captain and City designee of any changes in personal information such as
address and phone number.

REQUIREMENTS (cont.):
• Two person patro/s and sing/e patro/s: For the safety of COPS members,
members are always encouraged to patrol in pairs. However, on the rare
occasion fhat someone should need to conduct a single person patrol, the
member must patro/ only in approved designated areas as follows: Along EI
Paseo Business District, Hwy 111 area, Westfield Shopping Town, and City
parks. Other duties may include administrative%ffice duties, vehicle
maintenance. Members observed or reported to be patrolling outside of
approved areas may be terminated from the program.
• Confidentiality: It is an offense within the Criminal Code to release to persons
unauthorized confidential information or information pertaining to police
investigafions that you may acquire as a member of the COPS. For your
protection and personal security DO NOT release or discuss with others
information that relates to:
o Members of the police department
o Members of the COPS Program
o Confidential information acquired through patrol or other means
o Information relating to City or police investigations or other City or police
matters
o Details of the patrol
o Hours or days of pafrol
If you are not sure what you can talk about with others, you should discuss the
issue with the Palm Desert Police designee.

OBSERVATION
The best observation can be when the target does not know that he/she is being
watched. Keep in mind the following observation points when out on patrol:
• Do not sit parked with your lights on or have the interior lights on
• Do not stare
• Be familiar with your area
• Do not drive erratically
• Be aware of your surroundings
• Be aware of your cover
• Do not follow too c/ose
• Use rear view mirrors and side mirrors as opposed to directly facing the suspect(s)
• Do not stay in the same place for too /ong
WHAT TO LOOK FOR:
Vehicles:
• No lights (driving down streets/alleys)
• Excessive or suspicious/y slow speeds
• No license p/ates, plates wired on, plates over plates, conflict between front and
back plates, or clean car with dirty plates
• Unlicensed or expired plates
• Damaged vehicles

DIVISIONAL RESPONSIBILITIES
The COPS organization consists of divisions responsible for administration, equipment/
quartermaster, patrols, and training. Each of these divisions are managed by a
lieutenant and assisted by a sergeant.
Administrative Division
• Responsib/e for patrol, activity news, public relations, and recruiting.
• Responsible for reports & records (personne/ jackets; minutes, RSVP,
active/inactive/LOA Reports; and new applications).
• Responsible for meeting refreshments.

Equipment/Quartermaster Division
• Responsib/e for vehicles, radio equipment, fax, phone, and equipment storage.
• Responsib/e for orders, issues, returns, records, recovery, and storage of
uniforms and insignia.

Patro/Division
• Responsible for scheduling patrols and dispatchers.
• Responsib/e for communicating police department's "hot sheet"and daily news.

CODE OF ETHICS AND STANDARDS
POLICY
It is the City of Palm Desert's policy that COPS serve the public as ambassadors in an
efficient manner and maintain the confidence of the citizens. As required, all COPS
members must understand and meet the standards of conduct and performance as
specified herein.
SPECIFIC CONDUCT AND RESPONSIBILITIES
Use of Official Position: Official position shall not be used by COPS members to
secure personal gain. Public influence and confidential information must never be used
for personal advantage or be publicly released without authorization by the City
Manager or his/her designee.
Gratuities and Gifts: COPS members shall not individually accept or solicit,
directly or indirectly, anything of economic value such as gifts, gratuity, entertainment,
or loans, which are or may appear to be payment of services rendered in the capacity
as a COPS volunteer.
Use of Citv Propertv: COPS members shall not directly or indirectly use, or allow
the use, or remove from the site, City property of any kind, including property leased to
the City, for reasons other than officially approved activities. COPS members must
protect and preserve City property, including equipment, supplies, and other property
entrusted or issued to them.
Impartialitv: COPS members must reflect impartiality. Decisions and actions
must be determined by impersonal consideration free from any taint of favoritism,
prejudice, personal ambition, or partisan demands.

Contributions/Donations: Individual COPS members may not solicit donations.
Community members who wish to make a donation in support of COPS' community
efforts may be directed to mail their monetary donation to the City of Palm Desert, 73-
510 Fred Waring Drive, Palm Desert, CA 92260. Such contributions shall be set-aside
in a trust to be used to help offset the COPS program annual budget.
Patrollinq: Patrolling under the influence of alcohol, prescribed medications
which may affect performance, any illegal substance, or the carrying of any type of
weapon such as a gun, mace, or baton shall be cause for immediate dismissal and loss
of inembership.
OTHER CODE OF CONDUCT STANDARDS:
Members of the COPS will:
� Act in a professional manner at all times, fulfilling his/her duties and obligations with
integrity and competence.
• Respect the confidentiality of all persons and information within the patrol, community,
program, City and police.
• Work cooperatively and professionally with fellow members.
• Use their COPS identification only when reporting in at checkpoints, when requested to
produce it by a member of the police or City or when required for official COPS
business.
• Maintain a valid drivers license and current registration for their vehicle if they are the
driver. Members that do not operate a vehicle are exempt from the above requirement;
however, a California ldentification Card must be carried at all times and these members
shall not drive a vehicle at any time.
• Not use any knowledge gained through their service for financial gain or profit.
• Not take an untrained or unauthorized person on patrol, i.e., family or friends.
• Not carry or use any weapons while on patrol or otherwise while involved with COPS
Program activities.
• Not pursue, stop or otherwise detain any vehicle or persons.
• Not be involved in criminal behavior.
• Not carry a dog or other animal in the vehicle.
• Follow the established policies and procedures of the program.
• Not involve themselves in police investigation unless directed to do so by a sworn police
officer.

CANCELLATION/TERMINATION OF COPS MEMBERSHIP:
While we hate to see anyone go, there will come a day when a member(s) has to say
goodbye. When this day comes, we only require that you continue to be a great citizen
of the community and that you turn in your COPS identification card, badge(s),
uniforms, and other COPS items that remain the property of the program.
It would be very rare for any member to have his/her membership cancelled/terminated
by any other means than resignation. However, for the safety and protection of the
program, you, existing members, and applicants, please understand that termination
could also occur at the discretion of the City Manager.

ROBERT'S RULES OF ORDER
Parliamentary Procedure: Parliamentary procedure is an established and
systematic body of principles, motions, and practices used by deliberative assemblies to
govern the conduct of their business. First applied in the early English Parliament and
developed over ensuing centuries, the procedure enables an organization to accomplish
its purposes in a manner that is efficient, fair, and in accordance with democratic
traditions. Robert's Rules of Order (modified or abbreviated) shall be used in conduct of
general membership meetings.
Orderliness and Decorum: Orderliness is of prime importance in the conduct of
meetings. It is achieved by the general practice of permitting only one subject and one
speaker to be in order at a time. More specifically, Robert's Rules of Order state that
only one main motion may be considered at a time. A main motion may be set aside
temporarily, but until it is disposed of - referred to committee, postponed, tabled, or
approved or disapproved by the assembly - it is pending, and no other principal
question can be taken up.
All meetings will be conducted by Robert's Rules of Order (including modified or
abbreviated).

SUGGESTIONS, CONCERNS, OR GRIEVANCES
Suqqestions: COPS members who have suggestions are asked to contact the
captain or any of the lieutenants to request that the suggestion be reviewed by the
operating committee at one of their regular meetings. If the suggestion receives
favorable consideration and involves procedures or practices of COPS, approval of City
designee will be requested. The individual making the suggestion will be advised as to
the outcome of the officers' review.
Concerns or Grievances: COPS members who have concerns or grievances
regarding the operation of COPS are requested to contact the captain to discuss their
concerns or grievances. The captain will make every effort to arrive at a satisfactory
resolution of the matter. If the captain is unable to accomplish this, he will refer the
matter to City designee for resolution.

LEAVE OF ABSENCE (LOA)
COPS members may request from the patrol scheduler, a leave of absence of up to two
weeks. If an extended leave of absence is requested beyond two weeks, up to six
months, it will be referred by the patrol division to the operating committee for
consideration at one of their regular meetings. The individual requesting the LOA will
be notified as to the disposition of their request.
Leaves of absence in excess of six months shall be deemed a Request for Suspension
of Services Without Prejudice. All issued identification, uniforms, supplies, and badge
shall be returned with such a request. Reinstatement after a six-month or longer lapse
in service will be considered by the operating committee given the needs of the COPS
program at the time of request for reinstatement. If reinstatement is approved, it may be
contingent upon successful completion of an updated background investigation and
such training as may be required of the member to bring them up to operational
qualifications.

ACTIVE/LEAVE OF ABSENCE (LOA)/INACTIVE
Monthly Active/LOA/Inactive Reports are generated by the Administrative Division.
The Monthly Active Report shows the patrol hours, meeting hours, and other hours
devoted to COPS activities during the month for each volunteer. Patrol hours are
derived from the month's patrol logs, meeting hours are derived from three (3) hours
credit given for each meeting attended from the meeting sign-in sheets, and other hours
are derived by deducting the patrol and meetings hours from the total hours shown on
the monthly report submitted to RSVP.
The Leave of Absence Report shows the expiration date for any volunteer on LOA.
The Inactive Report shows any volunteer, not on LOA, who has not met their
commitment to devote a minimum of 20 hours per month of volunteer effort to COPS. If
a volunteer appears on the Inactive Report for two consecutive months, the
administrative department will notify the operations committee and request discussion
and recommended action pertaining to the volunteer's inactivity. Action may consist of
(1) deferring action for another month, or (2) sending the "Inactive Form Letter"
requesting the volunteer to respond by indicating his/her intentions regarding
membership in the COPS program, or (3) sending the "Request for Resignation Form
Letter" requesting the volunteer to surrender the COPS uniform, supplies, badge,
identification, and insignia issued to them. A letter will be sent with "Return Receipt
Requested" and the envelope will contain a self-addressed envelope for reply to the City
Manager.

RECOGNITION AND AWARDS
COPS members appreciate the opportunity for meaningful activity provided by the
program. Matching the volunteers' experience, interest, and availability to the needs of
the organization is important. Interviews help accomplish placement of volunteers in
positions which produce maximum benefits to the program.
On recommendations from the operating committee and with the concurrence of the
City designee, COPS members may be recognized and rewarded before their peers
and the community for their contributions. These may take the form of incentive
awards, plaques, letters of commendation, or thanks from the City Administration or
RSVP.

CITY INSURANCE COVERAGE
COPS members that are injured while on duty for the COPS program are covered under
the City's insurance policy.
COPS members that are injured while on duty, are required (if possible) to go to
Eisenhower Urgent Care at 78822 Highway 111 in La Quinta or 67780 East Palm
Canyon Drive in Cathedral City for treatment. Upon arrival, the member should inform
medical staff that they are covered as a City employee under the City of Palm Desert's
Worker's Compensation Policy.
COPS members should contact the City designee as well as the City's Human
Resources Department immediately after the incident or as soon as possible, if unable
to contact the City prior to receiving medical attention.
COPS members are required to complete the WDC1 form. The City designee or the
City's Human Resources Department will provide this form within 24 hours of
notification of injury from the member.

ACCIDENT AND LIABILITY INSURANCE
THREE DISTINCT TYPES:
1. ACCIDENT INSURANCE
If an accident occurs and the volunteer is hurt while on the volunteer job, this
policy will cover all out-of-pocket expenses over the primary policy. If there is no
health policy in effect, this policy will become the primary insurance policy.
• Provides extended In-Home Health service for a period up to 12 months from the
date of injury. If primary insurance has reached the limit for P.T. or Home Health
Care, and care is still needed, this policy will pay the needed care, with a
prescription from the doctor.
• Covers repair or replacement of lens and frames at $150.00 each.
• Denta� care to a maximum per accident of$900.00, excluding x-rays.
• Maximum payment of inedical and health care services per accident is $25,000
of overall costs and expenses incurred.
Accidental Death And Dismemberment Coverage
• Life insurance payment of$2,500 if death is a result of a covered accident.
• Dismemberment coverage is covered in the pamphlet mailed to each volunteer.
2. PERSONAL LIABILITY INSURANCE
Covers up to $1,000,000 per occurrence subject to an annual aggregate per
organization, for all registered volunteers (collectively).
• Policy provides protection from filing for a personal injury or a property damage
liability claim arising out of the performance of the volunteers' duties.
• This policy is a secondary policy to the Volunteer's liability portion to the
Homeowners/Apartment Insurance policy. If the Volunteer does not have a
Homeowners/Apartment Policy of Insurance, this liability coverage shall become
primary. �
• Exclusions are stated in the pamphlet mailed to each Volunteer.

3. EXCESS AUTOMOBILE LIABILITY INSURANCE
This is ALWAYS a secondary policy. It is law that every driver be insured and
proof will be required.
• Protects against bodily injury or property damage claims arising from the
volunteer activity, including driving from portal to portal.
• Maximum payment per accident is $500,000 for bodily injury and property
damage.
• Policy is in excess of the greater of:
1. $10,000 per person and $20,000 per accident for bodily injury and $5,000
per accident for property damage; or
2. An amount equal to the applicable limits of liability of any other insurance
collectible by the insured; or
3. An amount equal to the minimum limit of liability required under the Motor
Vehicle Financial responsibility laws of the State.
IF AN ACCIDENT OCCURS WHILE ON THE VOLUNTEER JOB, CALL THE RSVP
OFFICE IMMEDIATELY AT 341-0401 AND THE COPS STAFF LIAISON OFFICER AT
346-0611. ALL CLAIMS ARE PREDICATED ON A 4-HOUR MINIMUM SHIFT.

STANDARD PRACTICE INSTRUCTIONS - ADMINISTRATION
INTRODUCTION
The lieutenant's position for administration is a demanding one requiring attention and
responsibility for all COPS records and files, maintenance of job descriptions, COPS
policies and procedures, monthly reports to RSVP, issuance of the monthly
active/inactive/LOA reports, patrol news, meeting minutes, and other special reports or
communications.
STAFFING FOR THE ADMINISTRATION DIVISION
The lieutenant of the administration division may have a sergeant and/or several aides
to assist in the numerous duties, which are assigned to the office:
o Personnel files
o Applications
o RSVP
o Public re/ations and recruitment
o Meeting minutes
o Misce/laneous correspondence
o Reports - active/inactive/LOA (leave of absence)
o Patrol news
o Refreshments for the meetings
PERSONNEL FILES
Each COPS volunteer has a personnel file which contains his/her application, RSVP
form, copy of current driver's license, and any letters of commendation, reprimand,
activities and training in which he/she has been a participant. It is important this file be
properly maintained and constantly updated. This file shall be deemed a "confidential"
file, which may be reviewed by the volunteer or their supervisors.
RECRUITMENT
The goal of the program is to recruit, train, and maintain volunteers and members are
encouraged to recruit new volunteers.

MEMBERSHIP
Membership shall be on a voluntary basis. Membership is based on equal opportunities
regardless of race, color, religion, political affiliation, sex, sexual orientation, or national
origin. All volunteers are subject to an extensive background and character check
conducted by the Palm Desert Police Department.
PROCESSING THE NEW APPLICATION
It is vital that the processing of a new application be done in a timely manner. Each
new volunteer must complete the Volunteer Application, Medical Clearance Form, and
Police Department Ride-Along Request. The ORIGINAL application with attachments
will be filed with the administration office.
The Medical Clearance Form should be taken to the new volunteer's physician for
his/her approval that the applicant is physically able to partake in the activities expected
of a COPS volunteer.
Application should be sent to: City designee, City of Palm Desert, 73-510 Fred Waring
Drive, Palm Desert, California 92260. Upon receipt, the application will be copied and
forwarded to the COPS Captain and the Police Department Liaison Officer for
background check and review.

County and the Police Departments of the several cities within Riverside County. The term "county" shall refer to

VOLUNTEER AGREEMENT
MISSION STATEMENT:
COPS are volunteers dedicated to serving their community and assisting the Palm
Desert Police Department in its Mission to protect and serve. In this endeavor, they act
as an extra set of eyes and ears within the community to assist police keep safer homes
and communities.
AGREEMENT: 1 have chosen to patrol my neighborhood/business district as a member
of the City of Palm Desert's Citizens on Patro/Program. 1 recognize that as citizens, we
are working cooperatively with the Palm Desert Police Department to make our
neighborhood and our business district a safer p/ace to live. I will fol/ow the guidelines
established in the City of Pa/m Desert COPS Standard Practice Manual.
When 1 patrol my neighborhood, 1 understand that 1 am on/y to observe, record, and
report suspicious activity, according to the policy and procedures established by the City
of Pa/m Desert and the Pa/m Desert Police Department.
1 accept responsibility for my own actions while on patrol and the consequences of
those actions. I wil/respect my patrol companions as individua/s who share my concern
about our neighborhood/business district, and will not act in any way that jeopardizes
their personal safety or mine.
1 understand that the Citizens on Patrol Program is sponsored by the City of Palm
Desert and that all of our efforts must be approved by them in advance.
1 understand that 1 am not a representative of the Palm Desert Police Department and
have no implied authority above that of any other citizen.

As a volunteer member of the Citizens on Patrol, I agree to abide by the patrol rules
listed below:
1. When I patrol, I will not carry any weapons (including mace) upon my person,
bike, or in my vehicle.
2. 1 will not engage in any verbal or physical confrontations while on patrol.
3. I will not consume alcoho/ or drugs prior to, or during patrol. This includes
prescription medicines that may impair physica/or mental judgment.
4. I will follow the direction and training of those who are in supervisory positions
over me.
5. 1 will not patrol outside of the patrol area's boundaries.
6. 1 agree fo carry a patrol f/ashlight, ID card, note pad, and pen for recording
information and suspicious activity.
7. 1 will a/ways wear the recognized uniform, nametag, and badge of the COPS
Program while on duty. 1 will not wear any of these items for any other purpose
unless 1 have received approval from the COPS liaisons of the City of Palm
Desert or the Palm Desert Police Department.
(Uniform will be issued after completion of 90-day probationary period)
8. 1 will show proof of a valid driver's license, and wil/ show proof of current liability
insurance if 1 intend to use my vehicle, or drive while involved in COPS activities.
9. 1 agree to adhere to the established Code of Conduct rules and understand that
violation of these rules and any other rules, policies, or procedures may be
grounds for disciplinary acfion up to and inc/uding fermination from the COPS
program.

COPS STANDARD PRACTICE INSTRUCTIONS —ADMINISTRATION
PATROL NEWS
The Patrol News is an information sheet sent periodically to all COPS members.
Publishing and timely distribution is a very important responsibility of the administrative
division. The Patrol News editor should contact each division head for input. When the
editor has the Patrol News ready for approval, he/she should forward a copy to the
Captain for approval who will then submit it to the City designee for final approval.
PUBLIC RELATIONS
The methods and activities employed by an individual, organization, corporation, or government
to promote a favorable relationship with the public.
COPS will be furnished with post cards, which are handed out to citizens who have
been helped or assisted during the daily patrols. These cards are completed by the
residents and returned by mail to the City Council/Mayor of Palm Desert.
COPS public appearances are very important at various organizations and businesses
as well as articles within publications such as newspapers, magazines, and community
newsletters. Public announcements on radio/television stations are also important
avenues of promoting the program. These events must be coordinated with the City
designee.
The administration lieutenant may seek volunteers to visit various communities and
request media opportunities to introduce and explain the COPS program and to assist in
recruiting new applicants. These events must be coordinated with the City designee.
SUPPLIES
Purchase of supplies for the operation of the COPS program and refreshments for
meetings and other events shall be reimbursable by the City. However, large or
unusual purchases must be approved by the City designee prior to expenditure.
Receipts for purchases must be submitted to the City for reimbursement.

COPS STANDARD PRACTICE INSTRUCTIONS - EQUIPMENT
INTRODUCTION
The lieutenant's position for equipment and maintenance is a demanding position
requiring attention and responsibility for COPS equipment.
STAFFING FOR EQUIPMENT DEPARTMENT
The lieutenant of the equipment division may have a sergeant and several aides to
assist in the numerous duties of the office.
• Maintain inventory listing and records of equipment and supplies. Record
serial numbers if applicable.

COPS INSPECTION PROCEDURES
Visual inspection of each vehicle's interior and exterior shall be performed before each
shift by the member(s) on duty. Vehicle equipment check: All equipment in vehicles
must be checked before each shift including seat belts, light switches, mirrors, controls,
tire pressure, etc.
The lieutenant is responsible for overall vehicle inspection of all vehicles and equipment
every two weeks. As well as being responsible for or assignment of original equipment
check, oil change due every 3000 miles, and vehicle service/maintenance, which should
be performed every 30, 60, and 100 thousand miles.

PURPOSE
The purpose of the quartermaster is to see that all COPS members are properly
dressed with uniform attire for patrol, and other uniform specified functions and/or

REQUIREMENTS
All new COPS members must meet the specific requirements of the training department
before uniforms are issued.
AUTHORIZATION
Issuance of uniforms will be made after the training officer has signed the uniform
requisition.
ORDERFORMS
Order forms are to be filled out by the quartermaster.
FILLING ORDERS
If uniforms or required articles are not in stock, they will be ordered. If a member is
missing an article, they are requested to notify the quartermaster.
MAINTENANCE OF UNIFORMS
All COPS members will maintain their uniforms in order to present a proper and smart
appearance at all times. Alterations, other than trouser or skirt length or waist
adjustments will require the prior approval of the quartermaster. Uniform materials
such as nylon, rayon, or polyesters may acquire and release static charges. These
uniforms are not considered "safety uniforms" and must be kept out of hazardous
environments. Any questions concerning uniforms, insignia, or issued equipment
should be directed to the quartermaster.

COPS STANDARD PRACTICE MANUAL INSTRUCTIONS — PATROL
INTRODUCTION
The lieutenant position for patrol is responsible for the scheduling of patrols and
dispatching, the issuance of radios, cellular phones, and the important phone number
sheet to dispatchers. The patrol lieutenant will manage and lend assistance to the
sergeant (assistant in charge of patrol). Aides can be assigned to assist the lieutenant
and sergeant when needed. On Monday of each week a weekly schedule of patrols
and any revisions shall be submitted to the City designee and Police designee.
ATTENDANCE AT POLICE BRIEFINGS:
COPS members on patrol are invited to attend the first ten minutes of the Pafm Desert
Police Departments police briefings. No more than two COPS members are permitted
to attend this briefing per day. During this attendance, members will receive the police
departmenYs hot sheet and significant incident report for that day. COPS members will
be dismissed from the briefing after the first ten-minute period so that the police
department can tend to operational issues. If at any time the police department is
unable to include the COPS members in the briefing, COPS members may request the
hot sheet and significant incident report from the Police Department Liaison Officer.
This procedure is subject to modification at any time at the discretion of the Assistant
Chief of Police.
SERGEANT— ASSISTANT
The sergeant (assistant in charge of patrol), will be responsible for acquiring the
monthly patrol map for placement in the clipboard for the patrol vehicle; assisting with
scheduling and dispatching as required; and be in charge of the patrol division in the
absence of the patrol lieutenant.
SCHEDULING
COPS members are required to commit a minimum of twenty (20) hours a month in four
hour shifts. Each week the members and the lieutenant and/or sergeant will be
responsible for the development of a weekly patrol and activity schedule, which shall be
submitted to the City and Police Department by 5:00 p.m. each Monday. The members
pledge that they will fulfill the assigned day and time, given unforeseen circumstance
that may impact their ability to fulfill the scheduled patrol. If something happens that the

member is unable to make it on the assigned day and time, it shall be their responsibility
to first contact another member to fill the patrol spot. If an alternate cannot be found,
the member shall contact the lieutenant or sergeant as soon as possible to advise of the
situation and of the change in patrot schedule. The lieutenant or sergeant shall contact
the City designee and Police designee and/or police dispatch of the change in patrol
schedule.
DISPATCHING
Assigned member will issue radios to dispatchers and assign dispatchers for patrol.
Assigned members will also keep the records of the modet, series, and City property tag
numbers for atl radios and be responsible for their accountability. A copy of the weekly
patrol schedule and any revisions shall be forwarded to the City designee, Police
designee, and the watch commander of the Palm Desert Police Department.
PATROLLING
Responsibilitv
Patrol is a joint effort between the driver and partner un/ess on single pafrol.
Radio Dispatch
COPS patrol volunteers must have radio contact with COPS dispatcher when
commencing patrol, and each hour thereafter during the patrol. COPS dispatcher shall
contact police dispatcher at (760) 346-3615 #5 before and after each shift.

1. You are the EYES and EARS of the Palm Desert Police Department.
2. If you or your partner think you saw something questionable, check it out.

Drivinq
1. Turn off the AM/FM radio and crack the window to be aware of outside noise.
2. Drive slowly and observe activities.
3. Sing/e patro/s need to pull to the side of the road when necessary to make
contact by phone or use a hands free device.
4. When driving, you are subject to the same /aws as any other citizen.
5. Stay fo the right of the road when practical.
6. Drive at a safe distance; go with the flow of traffic.
7. Turn on your headlights at dusk.
8. Never turn on the overhead light bar unless there is an emergency.
9. Park two to three feet in back of and slightly to the left or right of a vehicle you
are attempfing to assist. If warranted, use the overhead light bar.
10. Place cones or f/ares in appropriate patterns for safety of a/l traffic.
11. Use good driving practices and be courteous.
12. When backing up, the patro!partner should assist the driver. Backing accidents,
like many other accidents, generally are avoidable.
13. Do not attempt or make vehicle stops for any reasons.

6. Any new recruit who does not have a uniform should wear a COPS hat and vest
while on patroL
7. Stay alert at all times.
8. Single patrols should remain in the vehicle while on single patrols. If inember
observes suspicious activity, either continue observation and/or contact the police
dispatch immediately.
Patro/Donf's
1. Push or jump-start another vehicle.
2. Help with keys locked inside a home, business, or a vehic/e.
3. Transport people other than COPS members.
4. Transport gasoline.
5. Enter an area of potentially hazardous material releases, liquids, gases, or vapor
cloud areas.
6. Confront individuals or get invo/ved in crimes.
7. Attempt to pull over vehicles or write moving or parking for violations.

1. If the COPS vehicle requires washing, members are authorized to take vehicles to
approved establishments.
2. Check to ensure the magnetic key box is in place under the light bar, driver's side.
3. If required before wash, remove the two antennas only (red & green) on the roof.

Police Department's Hot Sheet
The hot sheet is an up to date listing of stolen vehicles within our area and is provided by
the police department. A copy of the sheet is to be attached to the vehic/es clipboard
and if a member spots a vehicle on the list, have the dispatcher call the police
department immediately.
Code Vio/ations
Document in the patro/log any code violations observed within the City limits and report
them to the Pa/m Desert Code Compliance Department at(760) 346-0611.
Reportin_q Observations
1. Report any suspicious vehicles to the Operations Center and the Palm Desert
Police Dispatch Center at 836-3215 #5.
2. Documenf in the patrol log any City code vio/ations observed and report those
observed to the staff liaison.
3. Report any unusual circumstance/individual noted to the Operations Center, such
as open doors/window of bui/dings, which should be closed and secured.

2. The patrol vehic/e is equipped with safety cones, f/ares, first aid supp/ies, sealed
water bott/es, and two orange traffic vests. In the event any of the supplies or
equipment needs rep/acing, notify the quartermaster officer.
Cell Phones
1. Nextel Cell phones are marked 1-5 with their phone numbers disp/ayed on the
face of the phone.
2. At the beginning of the shift, inform dispatch of the cel!phone number you will be
carrying while out on patrol.
3. To use, power on by pressing the power button.
4. A/l COPS, police department, and city hall phone numbers are located in the
phones memory.
5. To use the phone as a two-way radio or walkie-talkie, you must locate the radio
number in the phones contact list, (i.e. COPS 1, COPS 2, etc.). Once you find the
number you are looking for, press and then release the button located on the left
side of the phone to alert. Remember, this is a two-way radio use. In order to
communicate, remember to press button on left to talk and then re/ease in order
for the other person to respond. Wait 10-15 seconds before alerting again if no
response. Again, these are similar to walkie-talkie radios and you cannot both
speak at the same time. Press bufton, ta/k, then re/ease and listen. These
instructions are the same for an incoming radio communication.

3. Turn it off when lamp becomes dim.
Red Traffic Wand is very visible at dusk. Make wand movements deliberate and
s/ow. Remove wand to avoid confusion when not required.

COPS' training is structured to insure that each new member understands and
appreciates the value of all aspects of police work and those aspects that directly affect
their role. The training officer will formulate a training program to insure that all
members of the Palm Desert COPS are able to patrol and serve the community.
Training is held in a classroom setting as well as in the field with qualified Law
Enforcement Officers and veteran members of the COPS Program.
The training department will be responsible to keep appropriate records on each
individual to insure that all required training has been completed and that on-going
training is provided. The assigned COPS member will be responsible for the
coordination of training activities, scheduling, and proper record keeping.

Once the COPS application is received and the Palm Desert Police Department has
completed the background check, the potential member will be interviewed by the
Captain of the COPS Program, the City designee, and the Police DepartmenYs Liaison

Once the applicant is approved for the program, he/she must review the mission
statement and sign the volunteer agreement acknowledging the beginning of a ninety-
day probationary/training period, which will offer the volunteer time to determine if they
are interested in the program. They will also receive a copy of the COPS Standard
Practice Manual.
The training department is responsible to coordinate the following training sessions,
which must be completed during the applicant's ninety-day probationary period:

educates individuals on various aspects of law enforcement. This academy runs once a
week over a thirteen-week period and students are required to attend all classes to
graduate.

During the ninety-day probationary period the applicant is also required to volunteer a

After the applicant has successfully completed the required training, a final interview will
be conducted with the Captain of the COPS Program, the City designee, and the Police
Department Liaison Officer. Once the applicant completes the 90-day probationary
period, the training department will coordinate with the quartermaster to issue uniforms.

TRAFFIC & ACCIDENT CONTROL PROCEDURES
If you come upon an accident while on patrol, you should know how to place cones and/or
flares so as to control flow and speed of traffic. When police arrive, COPS members
should always follow their direction.
If the police or fire department arrives before the COPS, identify yourself and ask if you
may be of any assistance. If they decline your assistance, you should continue regular
patrol.
You will be taught the proper method to ignite a flare. Remove cap of flare and strike
against top of flare. Strike away from face and clothing as flares can burn skin or set
clothing on fire.
In directing traffic, it is MANDATORY that COPS members wear an orange vest.

EMERGENCY PREPAREDNESS /NFORMATION WITH EMPHAS/S ON EARTHQUAKE
PREPAREDNESS
We who live in the Coachella Valley are subject to disasters, both natural and man-made.
When we think of disasters we think immediately of an earthquake. We live in earthquake
country, but obviously there are others, fires, floods, mud slides, civil disorders, such as
riots and of course power outages like we experienced on August 10, 1996. The following
information serves make you better equipped to cope with a potential disaster.
As member of COPS, people will look to us for guidance and support. They will assume
we know what we are doing. Rule Number 1 — take care of yourself, and your family first.
Then help your neighbor and your community. Most Gated Communities, (H.O.A.) Cities,
etc. have some type of Disaster Preparedness Plan. They range from nothing to extremely
elaborate plans.
Prepare to protect yourself and your family from the disaster itself. Prepare to return to
your normal lifestyle as quickly as possible.
Prepare to help your immediate community to cope with a disaster and return to normal as
quickly as possible.
Take part in activities of relief organizations in Coachella Valley who are dedicated to
rendering assistance to displaced persons and those in need. The American Red Cross is
the lead agency in a disaster.
There will be a time lag between the time of the disaster and the time when additional aid
from other areas of California and in fact other States will arrive. Keep in mind our location
is also vulnerable since Interstate 10 is our main artery and it is expected it will be blocked
by collapsed bridges. Other routes thru the mountains such as 74 from Hemet/Idyllwild, 62
from Yucca Valley, or 86 from San Diego will no doubt be blocked and out of service.
While power is expected to be out 3 to 10 days, major roads could be closed for weeks,
maybe months. Assuming airports are useable — food and medical supplies may be
airlifted in — not a pretty scenario!!
If the "Big One" happens, most other areas will have their own problems and will not be
able to respond with much assistance for us. The bottom line is we have to be prepared to
take care of ourselves.
Each individual or family should recognize that they are responsible for their own planning
so that they can survive the disaster. They need supplies sufficient to provide food,
clothing, water and shelter for three to five days, as it will probably take that for all the
disaster services to get up to speed. Many agencies provide information and/or training on
how to prepare for and survive a disaster.
