By minute motion, award contract No. C26610 to Harris & Associates in the
amount of $196,277.00 for consultant services to inventory City public
sidewalks for compliance with Americans with Disabilities Act standards and
other infrastructure including red curb, traffic signs, striping, catch basins, and
median landscaping.
Discussion:
The City of Palm Desert is required by law to comply with current Americans with
Disabilities Act (ADA) standards for accessibility within the public right-of-way. The initial
step in this process is to inventory and document the existing condition of public sidewalks
and develop a transition plan for conformance with ADA standards. A Notice Inviting
Proposals was advertised and staff solicited proposals for these services from the professional
community. Proposals were received from the following firms:

After reviewing and scoring the proposals, the proposal evaluation team (City Public Works
and GIS staff) short-listed Harris & Associates, Omnis, and Stantec for interviews. The
following is the ranking of the firms based upon the final combined scoring of the proposals
and interviews:
1. Harris & Associates
2. Stantec
3. Omnis
Staff therefore recommends the contract be awarded to Harris & Associates. Harris &
Associates and their GIS subcontractor -consultant, Bucknam & Associates, have significant
experience on similar inventories they completed for the cities of Glendale, Santa Barbara,
Rancho Cucamonga, and La Habra. Harris & Associates also proposed using Digital
Roadway Imaging technology that will generate a digital inventory and GPS and GIS data
for all sidewalks and other infrastructure such as red curb limits, traffic signs, drainage
inlets, pavement striping and median landscaping. A mobile data acquisition vehicle (van)
equipped with six high -resolution cameras will capture images and digital data in 360-
degree directions. This method of gathering data will be more cost-efficient and provide
invaluable digital imaging of 170 centerline miles of city streets and infrastructure.
Upon selection of the firm, Harris & Associates' cost proposal and work scope were also
reviewed and staff is confident with the value being received. Therefore, staff recommends
that City Council, by minute motion, award contract No. C to Harris & Associates in
an amount not to exceed $196,277.00 to inventory existing city public sidewalks for
compliance with ADA requirements and also provide a digital inventory of red curb, traffic
signs, catch basins, pavement striping and markings, and median landscaping.
Funds are available for this project in the following accounts: 400-4616-433-4001
($112,159.00), 110-4250-433-3325 ($65,195.00), 110-4314-433-3320 ($7,637,00) and 110-
4514-453-3091 ($11,286.00).
