HomeMy WebLinkAboutSR - CMAQ Funds for Various City PrjctsREQUEST: CITY OF PALM DESERT PUBLIC WORKS DEPARTMENT STAFF REPORT Authorization to the Director of Public Works to sign and submit the Applications for CMAQ Funds for Various City Projects in Response to the Call for Projects by the Coachella Valley Association of Governments SUBMITTED BY: Mark Greenwood, P.E., Director of Public Works DATE: June 28, 2007 CONTENTS: Application Package for CMAQ CaII for Projects Recommendation: By minute motion, authorize the Director of Public Works to sign and submit the applications for CMAQ funds for various City projects in response to the call for projects by CVAG. Discussion: The City recently received the Coachella Valley Association of Government's (CVAG) Call for Projects to program Congestion Mitigation and Air Quality (CMAQ) funds provided through the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU). The purpose of the CMAQ Program is to fund transportation projects or programs that will contribute to attainment or maintenance of the National Ambient Air Quality Standards (NAAQS) for ozone, carbon monoxide, and particulate matter. Funding in the amount of approximately $25 million of CMAQ funds will be available for the Coachella Valley for programming in fiscal years 2007/08 through 2012/2013. CVAG has set aside $2 million of the available funding for local agencies to continue clean streets management and PM 10 paving, windbreaks/wind fence, and soil stabilization improvements. In addition, CVAG has set aside $2 million of available CMAQ funding to replace the existing fleet of sweepers for the Regional PM 10 Street Sweeping Program. The types of projects to be considered eligible for CMAQ funds include: • Transportation Control Measures - bicycle and pedestrian facilities and programs. • Traffic Flow Improvement Measures for traffic congestion reduction, signal synchronization, intersection improvements, and grade separation projects. • Transit Improvements — public transportation facilities and equipment, and intermodal transportation facilities and systems to increase or enhance transit ridership. Approval to Submit Applications for Project CMAQ Funding Page 2 of 2 June 28, 2007 Public Works staff is in the process of preparing applications (due on July 2), for CMAQ construction funding for the following projects: 1. Windbreak/wind fence and soil stabilization improvements on various City properties 2. The new Portola interchange at Interstate 10 3. Ramp Modification Project at the Monterey interchange at Interstate 10 4. Free right -turn pocket on Highway 111 at Fred Waring Drive 5. Fred Waring Drive/Monterey Avenue signal and turn lane improvements 6. City signal interconnect installation 7. Signal upgrade at Fred Waring Drive and San Pascual Avenue 8. Bike path adjacent to the railroad between Washington Street and Monterey Avenue 9. Sidewalk construction and bus turnout on Highway 111 The specific applications will be available for review prior to submission to CVAG. Staff therefore requests that City Council authorize the submission of applications to CVAG for consideration for CMAQ funding of the above -named projects. Prepared By: John A. Garcia, P.E.
