CONTENTS: Application Package for CMAQ CaII for Projects
Recommendation:
By minute motion, authorize the Director of Public Works to sign and
submit the applications for CMAQ funds for various City projects in
response to the call for projects by CVAG.
Discussion:
The City recently received the Coachella Valley Association of Government's (CVAG)
Call for Projects to program Congestion Mitigation and Air Quality (CMAQ) funds
provided through the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A
Legacy for Users (SAFETEA-LU). The purpose of the CMAQ Program is to fund
transportation projects or programs that will contribute to attainment or maintenance of
the National Ambient Air Quality Standards (NAAQS) for ozone, carbon monoxide, and
particulate matter.
Funding in the amount of approximately $25 million of CMAQ funds will be available for
the Coachella Valley for programming in fiscal years 2007/08 through 2012/2013.
CVAG has set aside $2 million of the available funding for local agencies to continue
clean streets management and PM 10 paving, windbreaks/wind fence, and soil
stabilization improvements. In addition, CVAG has set aside $2 million of available
CMAQ funding to replace the existing fleet of sweepers for the Regional PM 10 Street
Sweeping Program.
The types of projects to be considered eligible for CMAQ funds include:
• Transportation Control Measures - bicycle and pedestrian facilities and
programs.
• Traffic Flow Improvement Measures for traffic congestion reduction, signal
synchronization, intersection improvements, and grade separation projects.
• Transit Improvements — public transportation facilities and equipment, and
intermodal transportation facilities and systems to increase or enhance transit
ridership.
