3. Allocate $64,932 from the Fund 420 project account; and
4. Authorize the Mayor to execute the subject agreement.
Discussion:
The City of Palm Desert Public Works Staff has identified seven sites that require drainage
improvements. The sites are listed below and are also shown and discussed in the
attached proposal:
1. Palm Desert Drive North between Cabrillo and Santa Margarita
2. Sagebrush Drive and Shadow Hills Road
3. Mountain Avenue east of Warner Trail
4. Hovely Lane East at Hemingway Court
5. Roundabout at Silver Spur Trail
6. Buckboard Trail at Portola Avenue
7. Country Club Drive at Liberty Drive

The estimated construction cost for the drainage improvements is approximately $1,500,000. A
Notice Inviting Proposals was advertised and staff solicited proposals for the design services
from the professional community. Proposals were received from the following firms:
AAE, Inc.
ERSC, Inc.
RICK Engineering Co.
VA Consulting, Inc.
Brea, California
Hemet, California
San Diego, California
Rancho Mirage, California.
The "Brooks Law" requires professional services to be selected on qualifications and not
cost. After a selection is made, the contract is negotiated with the selected firm. If
unsuccessful, negotiations would then commence with the next -ranked firm. After reviewing
and scoring the proposals, the proposal evaluation team, comprised of City Public Works
staff, reviewed and scored the proposals. The unanimous selection of the proposal
evaluation team was AAE, Inc., a firm that has extensive experience in drainage design and
as a municipal services provider. The local office of VA Consulting is very small and the
staff that are proposed to work on the project are actually located in their Irvine office.
The cost proposal and final scope of work were negotiated with AAE, Inc. and staff is
confident with the value being received. Therefore, staff recommends that City Council, by
minute motion, award the contract to AAE, Inc. in an amount not to exceed $194,795.00;
appropriate $129,863 from Unobligated Drainage Fund 232 (Zone 1 and Zone 2) to the
project account; allocate the remaining $64,932 from the Drainage Fund 420 project
account; and authorize the Mayor to execute the subject agreement.

AGREEMENT
THIS AGREEMENT, made and entered into this day of 2007, by
and between THE CITY OF PALM DESERT, a municipal corporation, hereinafter
referred to as "CITY" and AAE, Inc., hereinafter referred to as "CONSULTANT".
WITNESSETH:
WHEREAS, CONSULTANT is a corporation, the principal members of which are
Professional CONSULTANTS duly registered under the laws of the State of California;
and
WHEREAS, CITY desires to engage CONSULTANT to render certain technical
and professional consultant services as set forth in Exhibit "A", City's Scope of Work
contained in the Request for Proposals (RFP) and CONSULTANT's Proposal,
incorporated herein by reference, in connection with the performance of the Drainage
Design (Proiect No. 520-05).
NOW, THEREFORE, the parties hereto agree as follows:
(1) CITY hereby agrees to engage CONSULTANT to perform the
technical and/or professional services as hereinafter set forth.
(2) CONSULTANT shall perform all work necessary within the
schedules provided herein to complete the services set forth in Exhibit "A" attached
hereto and by reference incorporated herein and made a part hereof.

(3) All information, data, reports and records and maps as are existing
and available from the CITY and necessary for the carryings out of the work outlined in
Exhibit "A" hereof shall be furnished to CONSULTANT without charge by CITY and
CITY shall cooperate in every way reasonable in the carrying out of the work without
delay.
(4) CONSULTANT represents that, it employs or will employ at its own
expense, all personnel required in performing the services under this Agreement.
(5) All of the services required hereunder will be performed by
CONSULTANT or under its direct supervision, and all personnel engaged in the work
shall be qualified and shall be authorized or permitted under state and local law to
perform such services.
(6) The execution of this Agreement by the parties hereto does not
constitute an authorization to proceed. CITY's Director of Public Works has not
authorized CONSULTANT to proceed.
(7) The CONSULTANT shall work closely with the CITY's Director of
Public Works, or his designated representative, who shall be the principal officer of the
CITY. The CONSULTANT shall review and receive the Director of Public Works
approval of the details of work as it progresses. The Registered Civil CONSULTANT
hereby designated by the CONSULTANT as its representative for supervision of the
work required by this Agreement is Ken Putnam R.C.E. No. 11733.
(8) The CONSULTANT warrants that he has not employed or retained
any company or person, other than a bona fide employee working solely for the
consultant, to solicit or secure this Agreement, and that he has not paid or agreed to

pay any company or person, other than a bona fide employee working solely for the
consultant, any fee, commission, percentage, brokerage fee, gifts, or any other
consideration, contingent upon or resulting from the award or making of this Agreement.
For breach or violation of this warranty, CITY shall have the right to annul this
Agreement without liability, or in its discretion to deduct from the contract price or
consideration, or othenivise recover, the full amount of such fee, commission,
percentage, brokerage fee, gift or contingent fee.
(9) The right is reserved by the CITY to terminate the Agreement at
any time upon seven (7) days written notice, in the event the project is to be abandoned
or indefinitely postponed, or in the event the CONSULTANT's services, in the sole
judgment of CITY, are unsatisfactory or because of the CONSULTANT's failure to
prosecute the work with diligence or within the time limits specified or because of his
disability or death. In any such case, the CONSULTANT shall be paid the reasonable
value of the services rendered, based upon CONSULTANT's standard hourly rates, up
to the time of the termination. The CONSULTANT shall keep adequate records to
substantiate costs and provide copies of original timecards in the event of termination or
suspension.
(10) All documents including tracings, drawings, estimates, reports,
investigations and computations shall be delivered to and become the property of the
CITY. CITY acknowledges and agrees that all plans, specifications, reports and other
design documents prepared by CONSULTANT pursuant to this agreement shall be
used exclusively on this project and shall not be used for any other work without the
written consent of CONSULTANT. In the event CITY and CONSULTANT permit the re-

use or other use of the plans, specifications, reports or other design documents, CITY
shall require the party using them to indemnify and hold harmless CITY and
CONSULTANT regarding such re-use or other use, and CITY shall require the party
using them to eliminate any and all references to CONSULTANT from the plans,
specifications, reports and other design documents.
(11) The CONSULTANT shall comply with all federal, state and local
laws, ordinances and regulations applicable to work.
(12) No change in the character or extent of the work to be performed
by the CONSULTANT shall be made except by supplemental authority in writing
between CITY and the CONSULTANT. The supplemental authority shall set forth the
changes of work, extension of time and adjustment of the fee to be paid by CITY to the
CONSULTANT, if any.
(13) In connection with the execution of this Agreement, the
CONSULTANT shall not discriminate against any employee or applicant for
employment because of race, religion, color, sex or national origin. The CONSULTANT
shall take affirmative actions to insure equal employment opportunity and that
employees are treated during their employment without regard to their race, religion,
color, sex or national origin. Such actions shall include, but not limited to, the following:
employment, upgrading, demotion or transfer; recruitment or recruitment advertising;
layoff or termination; rates of pay, or other forms of compensation and selection for
training, including apprenticeship. This clause shall be included in each related
subcontract, if any, awarded by the CONSULTANT.

(14) The CITY agrees to pay the CONSULTANT for the work required
by this Agreement on the following basis:
CONSULTANT shall submit invoices monthly for services performed in
the previous month not to exceed the total contract amount of One Hundred and ninety-
four thousand and seven hundred and ninety-five dollars ($194,795.00). CITY agrees
to pay all undisputed invoices within thirty (30) days of receipt of invoice. CITY agrees
to notify CONSULTANT of disputed invoices within fifteen (15) days of receipt of said

(15) The CONSULTANT agrees to complete the work and submit the
report as described in Exhibit "A".
(16) In the event that any judgment is entered in any action upon this
Agreement, the party hereto against whom such judgment is rendered agrees to pay the
other party an amount equal to the reasonable value of the legal services performed in
his or its behalf in such action and that such amount may be added to and made a part
of such judgment.
(17) This Agreement shall be binding on the successors and assigns of
the parties, but the CONSULTANT without written consent of the CITY shall not assign
it.
(18) The CONSULTANT shall be an independent contractor, not an
employee of the CITY.
(19) Prohibited interests are as follows:
No officer, member or employee of the CITY during his tenure or one year
thereafter shall have any interest, direct or indirect, in this Agreement or the proceeds

thereof. The parties hereto covenant and agree that to their knowledge no member of
the City Council, officer or employee of the CITY has any interest, whether contractual,
non-contractual, financial or otherwise, in this transaction, or in business of the
contracting party other than the CITY, and that if any such interest comes to the
knowledge of either party at any time a full and complete disclosure of all such
information will be made in writing to the other party or parties, even if such interest
would not be considered a conflict of interest under applicable laws.
The CONSULTANT hereby covenants that he has, at the time of this
Agreement, no interest, and that he shall not acquire any interest in the future, direct or
indirect, which would conflict in any manner or degree with the performance of services
required to be performed pursuant to this Agreement. The CONSULTANT further
covenants that in the performance of this work the CONSULTANT shall employ no
person having any such interest.
(20) The CONSULTANT shall indemnify and save harmless the CITY,
its officers and employees from and against any liability, loss, cost or expense resulting
from any injury or damage to persons or property caused by the negligent acts or
omission of the CONSULTANT, its agents or employees, while engaged in the
performance of this Agreement. The CONSULTANT shall submit to CITY, prior to the
Notice to Proceed is issued, certification of adequate coverage for "errors and omission"
insurance in amounts specified in the RFP or approved by the City Attorney. Any such
insurance shall not be canceled prior to written notice to and approval from the CITY.
(21) In case of conflicts within the contract documents, the document
precedence shall be as follows:

CONSULTANT DESIGN SERVICES
FOR
MISCELLANEOUS DRAINAGE DESIGN
PROJECT NO. 520-05
SECTION 1
GENERAL INFORMATION
1.1 1NTRODUCTION
The City of Palm Desert (City) requires professional engineering services from
Consultant for to prepare design and contract documents (plans, specifications, and
engineer's estimates) for the construction of storm drain improvements at various city
locations.
1.2 LOCATION OF WORK
The City has identified various sites that require storm drain improvements as described
in the preliminary report prepared by Engineering Resources of Southern California,
dated January 30, 2007. The following sites identified in the preliminary report and finro
sites added later during contract negotiations are included in this scope of work:
1. Palm Desert Drive North between Cabrillo and Santa Margarita
2. Sagebrush Drive and Shadow Hills Road
3. Mountain Avenue East of Warner Trail
4. Hovely Lane East at Hemingway Cou�t
5. Roundabout at Silver Spur Trail
6. Buckboard Trail at Portola Avenue
7. Country Club Drive at Liberty Drive
The preliminary report may propose possible solutions to the drainage problems at
these locations. However, the Consultant will develop alternative improvements to
address the drainage issues at these locations.
SECTION 2
REQUIREMENTS
2.1 SCOPE OF WORK
Tasks and Contract Deliverables:
Phase I— Preliminary Engineering Services:
Task 1. Field Survey and Document Review
• Hold a kickoff meeting with the City staff to review the scope of work
and establish the basic design standards for the proposed project.
• Obtain and review existing plans, photos, study reports, assessor
maps and any other pertinent data from any sources for the project
area.

• Perform field survey services to establish existing topography and
drainage patterns.
• Establish cross sections at fifty-foot (50') maximum intervals.
• Locate and identify all existing survey monumentation and determine
the required action for preservation of those monuments. If
preservation is not feasible, Consultant shall have monumentation re-
established.
• Deliver a copy of the survey field notes to City for record. Obtain
Encroachment Permits where necessary, prior to performing these
services.
• Conduct field review prior and during the design process, in order to
confirm the accuracy of any existing drawings, streets, and utility
location data obtained as related to the proposed improvements.
Task 2. Preliminary Right-of-Way Services
• Assemble all existing property descriptions and ownership involved
along the proposed alignment of the storm drain improvements where
necessary.
• Prepare the necessary surveys and identify existing right-of-way,
including property lines, property ownership, easements, assessor
parcel numbers and access control.
• Provide preliminary identification of required ultimate right-of-way.
Coordinate with City's staff (if required).
• Prepare documentation such as legal descriptions and plats, to support
ROW acquisition activities (if required).
Task 3. Utilities
• Obtain file copy of utility maps within the project limits for existing
and/or proposed facilities.
• Prepare preliminary plans with the utility notices/questionnaires to be
sent to utility companies. Forward copies of notices to the City for its
records.
• Monitor response of utility notices received; make recommendations
for mitigating conflicts. Forward copies of responses to the City for its
records.
• Conduct coordination meetings as required regarding adjustments,
relocations and/or under grounding of existing utilities.
• Identify potential utility conflicts and propose design solutions for those
conflicts.
• Pothole potential critical design elements such as crossings of storm
drains, water lines, sewer lines, and dry utilities to determine final
proposed design alignments.
Task 4. Hydrology Analysis
Perform hydrology studies according to City and County requirements.
Model the hydraulics of the proposed storm drain system in conformance
with City and County design criteria. Prepare the hydrology studies and

the mainline/lateral hydraulics, including catch basin/grate inlet sizing,
outlet structure, along with all supporting calculations and hydrology area
maps.
Task 5. Permits
• Obtain the proper clearances and permits from the various jurisdictions
and regulatory agencies. Include all local, county, state and/or federal
agencies asserting jurisdiction. Obtain Coachella Valley Water District
encroachment permits.
Task 6. Geotechnical Report
• Conduct preliminary geotechnical investigation, including field
reconnaissance and review of existing materials reports for the project
area.
• Prepare a geotechnical investigation report to provide existing soil
parameters required for the storm drain design. The report shall
include, existing pavement sections thickness, existing ground water
depths, and trench design parameters such as temporary stability of
excavations, shoring pressures, bearing capacity, pipe bedding, and
corrosion potential.
Task 7. Preliminary Project Elements
• Preliminary conceptual designs indicating recommended project
elements for the following items:
1. Mainline storm drain design profiles (complete with utility profiles).
2. Lateral design profiles (complete with utility profiles).
3. Catch basin locations, types and sizes with potential conflicts with
existing improvements.
4. Trench sections and pertinent details.
5. Utility impacts, (relocations, adjustments, and/or modifications).
6. Preliminary traffic control concepts bases on storm drain
alignments.
7. Preliminary cost estimates for comparison to city construction
budgets.
Task 8. Storm Water Compliance
• The City will require that the Consultant adhere to the latest
environmental requirements (NPDES, Water Quality Control Board and
other regulatory Agencies) for the proposed improvements. The
Consultant shall specify and comply with Best Management Practices.
The proposed catch basins are required to mitigate course sediment,
trash/debris, and pollutants such as dissolved oils, nutrients and
metals.
Task 9. Conceptual Plan
• Consultant shall provide a{ternatives for City review and approval to
address the drainage issues in each area and prepare a conceptual
plan of proposed improvements.
Phase II — Final Design Engineering Services

Task 1. Storm Drain Plans, Specifications, and Estimate
• Based on the approved conceptual plans, prepare storm drain
improvement plans, specifications and estimates in conformance with
City current standards. At the completion of each phase of design,
incorporate design review comments from involved parties.
• Perform specific design survey for drainage features, existing
improvements and other features that may be affected by construction,
i.e. traffic signal loop replacement.
• Obtain and plot location of all underground utilities and drainage lines
and prepare a design for relocation of utilities.
Task 2. Traffic Control
• Review existing and future traffic data. Prepare the necessary plans
for traffic control, construction area sign details, stage construction and
detour layout for interim conditions.
Task 3. Utilities
• Plot existing and proposed utilities in plan and profile view of the
construction drawings.
• Resolution of conflicting utilities.
Phase III - Bid Phase Tasks
• Provide final bid sets of the plans and specifications.
• During the bidding process remain "on-call" to provide analysis and
interpretation of the drawings and specifications. Assist with the
preparation of addenda to address concerns and questions of bidders.
• Attend pre-bid meeting.
Phase IV - Construction Phase Tasks
• Attend preconstruction meeting.
• Review and approve all shop drawings and submittals.
• Furnish construction stakes for the storm drain improvements.
Replace all existing monuments in accordance with current City and
State Map Act requirements.
• Provide consultation during construction including construction
requests for information.
• Prepare "As-built" drawings from record information provided by the
contractor
Format of Deliverables:
• All final approved plans shall be provided on "D" size Mylar as well as three sets of
blue lines.
• All final approved plans shall be provided on a CD disk in an Auto CAD 2000 format.
• All other approved documents, including the contract specifications, shall be
provided on a CD disk in Microsoft Word 2000 or later version for Window format as
well as three printed sets.
• All project scheduling including a time schedule for the design and construction
phases shall be provided in Microsoft Project format.

Special Proiect Reauirements:
• City requires the design to meet all applicable permit requirements of the affected
agencies, and be in accordance with the City of Palm Desert, and Coachella Valley
Water District design requirements, the latest edition of the Standard Specifications
for Public Works Construction (the "Greenbook") and with Caltrans Standard
Specifications and Standard Plans where applicable.
• City Standard Drawings shall be utilized for all street improvement design, except
where Riverside County, Caltrans Standards or Coachella Valley Water District
design requirements are required, and shall take precedence. Storm drain facilities
shall be in accordance with the specifications of the Riverside County Flood Control
and Water Conservation District.
• Affected Agencies and Utilities - This project may impact Agencies other than the
City of Palm Desert. Therefore, all requirements such as, but not limited to; design
criteria, standards, permits, etc., of these outside Agencies must be considered and
fulfilled in the design of this project. This project affects the following Agencies:
1. City of Palm Desert
2. Coachella Valley Water District
3. Southern California Edison
4. Southern California Gas
5. Verizon
6. Time Warner Cable Companies
Proiect Coordination, Meetinqs and Presentations:
• The Consultant shall prepare monthly status reports to update the City on the
progress to date; work to be accomplished in the next period and potential problems
of a technical nature or forecasted budget schedule requirement. The Consultant
shall attend meetings as requested to update the involved parties on the status of
the project. The Consultant shall be responsible for coordinating any subconsultants
employed, such that they function as team members indistinguishable from direct
employees of the Consultant. The Consultant shall also coordinate with other
Consultants to the City who may be required for acquisition, relocation, legal advice,
or other services.
2.2 SCHEDULES
The Consultant shall prepare schedules for review and approval by the City for the
completion of design and construction.

PROJECT - Highway 111, 74-000 Block of Palm Desert Drive North – Highway 111
drainage impacting retail business in 74-000 block of Palm Desert Drive North, west of
Santa Margarita Avenue.
Problem: Existing dry well in parkway median between Highway 111 and Palm Desert
Drive North – does not have capacity to hold and percolate drainage from south side of
highway. The City provided “Preliminary Report on Miscellaneous Drainage Issues on
1/30/07” recommended installation of an underground storm drain from existing dry well
eastward in Palm Desert Drive North to Santa Margarita Way, thence northerly in Santa
Margarita Way to the double intersection with De Anza Way and Ramona Way. At the
intersection a dry well would be installed. Any overflow of that dry well would flow into
the gutter of Ramona Way where it could surface flow to Deep Canyon Road where a
City Storm Drain exists. AAE concurred with the Report plan based on given
information, but AAE stated that, if given the design contract, it will design the storm
drain project to mitigate the immediate problem and possibly provide a near permanent
non-nuisance water/risk-free solution.
At the field review on May 25, 2007 with City staff headed by John Garcia, City
Department of Public Works Engineering Manager, information was supplied to AAE on
the existing south to north draining Deep Canyon Road 60” diameter storm drain and an
8 foot-long 24” diameter stub installed thereon facing westward to Palm Desert Drive
North. The stub is at about 11 foot depth per plans provided by city.
A discussion in the field was made of several alternatives for the drainage project to
take advantage of the existence of the Deep Canyon Road drain for a permanent
solution. There appeared to be several conflicts with the possible eastward extensions
of the planned storm drain in Palm Desert Drive North to connect to the 24” stub drain.
To circumvent the gas station and traffic signal facilities, it would appear that to install
the drain pipe would necessitate going out into a right-turn lane and a bus stop area of
Highway 111.
AAE hereby submits three alternates as follows:
Alternate A: Modify existing dry well on Palm Desert Drive North and install an
underground storm drain pipe eastward to a connection with the 24” stub drain at
Deep Canyon Road including an alignment through the existing right-turn lane and
bus stop area. The length of the drain would be approximately 1,060± feet. The
size of the new drain pipe would match at the beginning the size of the existing drain
which under crosses Highway 111 from south to north to a terminus in the existing
dry well with the overall diameter of the drain to be determined by a
hydrology/hydraulics design and alignment survey. The preliminary estimated
construction cost is $318,000.
Alternate B: Modify existing dry well on Palm Desert Drive North and install an
underground storm drain pipe eastward in Palm Desert Drive North to Santa
Margarita Avenue, thence northward in Santa Margarita Avenue to north curb of
Ramona Way where a dry well would be constructed. The estimated construction
cost is $322,500 for approximately 1,230± feet of storm drain of a size to be
determined by a hydrology/hydraulic design and alignment survey.
Alternate C: Modify existing dry well on Palm Desert Drive North and install an
underground storm drain pipe eastward in Palm Desert Drive North to Santa
Margarita Avenue, thence northward in Santa Margarita Avenue to Alessandro
Drive, thence eastward in Alessandro Drive to Deep Canyon Road and connection
to the Deep Canyon Road drain. There is an existing 18-inch stub facing into
Alessandro Drive. The size of the drain pipe would initially match the size of the
existing drain which under crosses Highway 111 from south to north to a terminus in
the existing dry well with the overall diameter of the drain to be determined by a
hydrology/hydraulics design and alignment survey. The estimated construction cost
is $327,500 for approximately 1,310± feet of storm drain pipe.
The design of the drain pipe for each of the alignments would include catch basins
and manholes spaced and located to meet standards of the City and the Riverside
County Flood Control and Water Conservation District.
PROJECT - Sagebrush Drive and Shadow Hills Rd. – Problem is the local north
flowing drainage area in the vicinity of the intersection of Sagebrush Drive and Shadow
Hills Road present outlet is a dry well with any overflow going across private properties
toward Highway 111 east of Shadow Hills Road. The City provided “Preliminary Report
on Miscellaneous Drainage Issues of 1/30/07” recommends two solutions. The first
solution is to install an underground drain pipe from the dry well area northward under
walled private properties toward the parking lot of the Best Western Hotel parking lot.
Apparently there is a drain in the parking lot that discharges to an unknown location.
The second solution is to construct a larger dry well on Shadow Hills Road and make
some surface improvements on the private properties to facilitate the drainage. There is
no reference in the Report that the City has a drainage easement across the private
properties or the right to use the Best Western drain pipe. AAE assumes the Best
Western drain discharges to the Highway frontage road on the south side of Highway
111 where the runoff ponds. AAE states in its SOQ to the City that should AAE be
given the consultant design contract, AAE will look further into a more permanent
solution including possibly a drain undercrossing of Highway 111 along with a drain in
Shadow Hills Road to Highway 111.
At the field review on May 25, 2007 with City staff headed by John Garcia, City
Department of Public Works Engineering Manager, information was supplied of the
pending redevelopment of the existing private property at the southeast corner of
Highway 111 and Deep Canyon Road that could allow the City to drain by underground
drain this area of the Shadow Hills Road neighborhood to the existing 60” diameter
storm drain in Deep Canyon Road. Deep Canyon Road is the next street to the west of
Shadow Hills Road. A discussion in the field was made of several alternatives for the
drainage taking advantage of the possible redevelopment of the southeast corner and
the existence of the storm drain in Deep Canyon Road.
AAE hereby submits two alternatives as follows:
Alternative A: Construct in place of the existing dry well on Shadow Hills Road at
Sagebrush Drive a storm drain catch basin and install an underground storm drain
pipe in Sagebrush Drive to the south frontage road of Highway 111 and thence an
underground storm drain pipe to a connection with the existing 18” diameter stub on
the Deep Canyon Road drain which terminates at the southeast corner of the
intersection of Highway 111 and Deep Canyon Road. The size of the new drain pipe
would be subject to a hydrology and hydraulics analysis and alignment survey. The
approximate length of the new drain would be 1,100 ± feet and the construction cost
is estimated at $220,000 assuming a maximum 24” diameter drain pipe. This project
work would also include restoration of the private properties to remove remnants of
the prior drainage course across the private properties.
Alternative B: The same work would be done as Alternate A, except that the new
drain would extend northward to a point where it can turn and run westward across
the redeveloped southeast corner property to a connection with the 60” drain in
Deep Canyon Road in a new manhole. The length of the new drain would be
approximately 980 feet, the length being dependent on the western alignment
available by easement across the redeveloped property. The size of the drain would
be determined by a hydraulic/hydrology analysis and an alignment survey. This
project work would also include restoration of the private properties to remove
remnants of the prior drainage course across the private properties. The estimated
construction cost is $200,000.
The decision on the use of the easement route over the property planned for
redevelopment will be predicated on the timing of the development.
PROJECT - Mountain View Avenue East of Warner Trail – No outlet for local
drainage for Mountain View Avenue east of Warner Trail. The City has constructed dry
wells for existing drainage sumps along Mountain View Avenue and Latisha Lane. The
sumps, due to surface grate clogging by debris and age with related soil consolidation,
apparently are no longer effective in percolating drainage.
The City provided “Preliminary Report on Miscellaneous Drainage Issues of 1/30/07”
recommended two alternatives, namely 1) deepen the existing wells and rework soil to
improve percolation, and 2) construct an underground storm drain pipe in Mountain
View westerly to Warner Trail and then northerly to a connection at Delaware Place
where there is an underground storm drain.
AAE recommends the use of a storm drain installation in Mountain View Avenue as a
permanent solution.
Following the field review of May 25, 2007 led by John Garcia, the Public Works
Department Engineering Manager, where the existing storm drain terminus in Warner
Trail was indicated as being at Texas Avenue northerly of Delaware Street. After the
field review, AAE re-drove Warner Trail and ‘D’ Drain Manhole covers were present
from Texas Avenue to southerly of Robin Road. It would appear that there is an
existing underground storm drain in Warner Trail at Mountain View Road. This
information will need to be verified by a search of City records.
Latisha Lane, between Mountain View Avenue and Delaware Place, also has several
low sump areas serviced by dry wells. By adding a lateral to the Mountain View Avenue
proposed drain, these low areas can also be served permanently.
AAE, therefore, provides the following two alternatives with an addition possible lateral
in Latisha Lane northerly of Mountain View Avenue. Catch basins and manholes would
be included as part of design pursuant to City and Riverside County Flood Control and
Water Conservation District standards.
Alternative A-1: Construct an underground storm drain from two existing dry wells in
Mountain View Avenue westerly to Warner Trail and thence northerly in Warner Trail
to a connection at Texas Avenue to the existing drain. Possibly add a lateral in
Latisha Lane as Alternative A-2.

The storm drains of Alternatives A and B would be designed by use of a

The properties fronting on Latisha Lane are presently vacant. So the lateral to the
existing dry wells on the Lane could be deferred pending their development.
PROJECT - Hovley Lane East at Hemmingway Court – Standing water in gutter on
north side of Hovley Lane East at Hemingway Court and undersized under crossing
storm drain from catch basin at north side of street to catch basin at south side of street.
The City provided “Preliminary Report on Miscellaneous Drainage Issues of 1/30/07”
recommended rebuilding of two catch basins to improve intake capacity and to increase
dry well capacity.
During the field review of May 25, 2007 led by John Garcia, City Public Works
Department Engineering Manager, there was no discussion of the existence of dry wells
at this location. It appears that the two catch basins are to facilitate the transferring of
runoff from the north side of Hovley Lane to the south side. Apparently, the under
crossing drain pipe does not have the capacity to handle the runoff transfer. From the
south side catch basin runoff can proceed onto the Coachella Valley Water District plant
yard on its eventual path to the Whitewater Riverbed. The secondary problem at his
location is that runoff from east of Hemingway Court crosses east to west at the
intersection with Hemingway Court and is a nuisance because of the rather flat grade of
the gutter at this location.
AAE, in its SOQ, indicated a general concurrence to remodel the two catch basins and
the transfer drain. Also, AAE recommends that a catch basin be installed in the north
curb east of Hemingway Court and an underground drain to bypass underground the
water flowing across the gutter at the intersection.
The total length of the storm drain replacement and new work across the intersection
with Hemingway Court is estimated at 260 feet. Also, there would be two catch basin
remodels and one new catch basin at a total estimated construction cost of $70,000.
All design work would be done pursuant to standards of City and Riverside County
Flood Control and Water Conservation District.
PROJECT - Roundabout and Silver Spur Trail – Drainage discharge from streets
above Roundabout that drain through under drains into a collection box and then onto
west end of parkway of Silver Spur Trail from which it flows slowly out into south
unimproved gutter of landscaped median divider between eastbound and westbound
lanes of Silver Spur Trail. The water flows in the gutter area southward about 1/4 of the
distance to Sun Corral Trail whence it crosses over to the south edge unimproved gutter
of Silver Spur Trail and flows to a catch basin at Sun Corral Trail. The water flowing
down Silver Spur Trail, besides being in a near stagnant state because of the flat grade
of the concrete discharge drain outlet of the collection box, represents a nuisance at the
collection box and along Silver Spur Trail and has contributed to severe pavement
deterioration of the eastbound pavement of Silver Spur Trail.
The City provided “Preliminary Report on Miscellaneous Drainage Issues of 1/30/07”
recommended reconstruction of the invert of the concrete channel downstream of the
collection box to provide a steeper grade with resultant increased velocity of the
drainage flow. AAE recommends that the discharge channel for the collector box be
rebuilt to provide an increased downhill grade and a concrete gutter with curb be
installed downstream to get the water runoff away from the collector box area. The
diverter curb in the collector box channel would also be changed to allow greater
velocity flow downhill. The planned concrete curb and gutter for the median would
extend downhill to the approximate 1/4 point where the street pavement warps toward
the south, which causes cross-pavement flow. A crossover concrete gutter would be
constructed along with a south side curb and gutter section to straighten the flow
downward. To mitigate further street pavement deterioration, a chip seal or slurry seal
would be placed on the asphalt pavement extending between the collector box to the
Sun Corral Trail intersection catch basin.
The estimated construction cost for this project corrective work is $40,000.
PROJECT - Buckboard Trail at Portola Avenue - When AAE made the initial field
review of the several problem areas before submitting its SOQ response, it was noted
that at the intersection of Buckboard Trail and Portola Avenue there is a community
drainage discharge that, depending on flow rate, jumps over the south curb and gutter
and flows over the asphalt-concrete pavement surface diagonally across the
intersection to the north curb. The result has been a severe deterioration of the asphalt-
concrete pavement surface. This intersection is not one of the areas reported on in the
City provided “Preliminary Report on Miscellaneous Drainage Issues of 1/30/07.”
AAE recommends that the community drainage outlet be rebuilt to change the flow
direction of discharge to be in line with the south side concrete gutter so that the low
flow capacity of the existing concrete gutter can be better utilized. Also, the deteriorated
pavement area would be chip sealed or slurry sealed to mitigate further deterioration of
the pavement surface. The estimated construction cost for this work is $25,000.
PROJECT - Liberty Drive at Country Club Drive - During the May 25, 2007 field
review led by John Garcia, City Public Works Department Engineering Manager, AAE
was taken to an irrigation/nuisance water problem area at this intersection where gutter
flow from the east side of the intersection flows intermittently across the intersection in
the concrete gutter westward and eventually flows across a bus/transportation turn-out
area creating a problem for local traffic and parents who use the bus turnout to drop off
and pick up children attending the local school.
When the City staff and AAE were present, there was a flow of drainage runoff from
local lawn/parkway irrigation. When the site was visited by AAE an hour later, the runoff
flow had stopped and the cross-gutter and the turnout area were dry.
AAE’s recommendation would be to construct a catch basin at the east side of the
intersection east of the right-turn lane pocket and an underground drain pipe across the
intersection and past the turnout to have the gutter flow continue westward. The
estimated construction cost is $125,000 including one catch basin, 750± feet of drain
and a grated “burber” catch basin. The design and construction would be pursuant to
City and Riverside County Flood Control and Water Conservation District standards.
