Staff Recommendation:
By Minute Motion
1) Approve Change Order #1 on the above contract for an amount Not To Exceed
$96,254.10 for the installation of a new rack system and 192 additional solar
panels, supplied by the City, on the Civic Center main parking shade cover.
2) Authorize the use of $46,415.77 project contingency funds for the above
contract.
3) Authorize the transfer of $49,838.33 from account No. 400-4511-4423-911 to the
base contract for this expenditure.
Discussion:
The City currently has 192 solar panels in storage left over from the 2001 purchase of
600 solar panels as part of the Palm Desert Solar Assistance Program. The Siemens
SM-50 solar panels we have in storage are the same solar panels we installed on the
Civic Center main parking shade cover in 2003, so there is no need to change or modify

the existing photovoltaic system's wiring or equipment to accommodate the additional
panels.
What we would like to take advantage of when we do this work is to revise the existing
rack system when the new rack system is installed. The rack system is the frame which
supports the solar panels. We would like to remove the existing rack system and
incorporate the existing solar panels into the new rack system, which holds the added
solar panels. We want to locate the new rack system a further distance from the existing
date palm trees so we can get more solar exposure on both the existing photovoltaic
solar panels and the 192 new panels that we will be adding to the system.
By relocating the rack system away from the shade of the date palms coupled with
adding the additional panels to the system, there will be a 130% increase to the output
of the system. As you are aware, the shading of the date palms on the existing system
reduces the potential output by 50%. The new calculated annual output of the
photovoltaic system with the revised racks and the additional 192 panels is
approximately 29,862 kilowatt hours, which at our existing time -of -use Southern
California Edison rates, will result in an annual savings of $5,249.16.
The 192 added solar panels are eligible for a Southern California Edison rebate of
approximately $29,250.00.
No additional appropriation is required for this Change Order. Funds are available in the
project contingency and the project account no. 400-4511-4423-911.
