Executive Summary: If approved, the vendor, Industrial Boot Company, Santa Ana, California, will bring a "boot truck" to the City on a regular basis. The boot truck is a semi -trailer that acts as a transportable boot store containing many brands and styles of industrial safety boots. The vendor also provides expert boot fitters who work with the employees to ensure they get the right boots for the job and that they fit properly (see attached). All employees who are in the safety boot program will receive boots through this vendor. Safety boots can also be acquired through the same vendor through their online service. There is no commitment to the vendor for a minimum purchase or minimum time, and if the City does not like the service provided, it can switch to another vendor at any time. Having a single vendor that can provide multiple brands and styles to meet the needs of all employees will 1) improve the City's efficiency in meeting the safety needs of our employees; 2) insure continued compliance with California OSHA; and 3) improve the fiscal management of the safety boot program. The annual amount the City will spend for safety boots is in Fiscal Year 2006/07 is not known exactly because the number and type of boots to be provided is variable. Based on past years boot reimbursement records, the annual amount is not expected to exceed $7,500. Discussion: City employees who are required to wear safety boots for their job are part of the City Safety Footwear Program, which is part of the City's Injury and Illness Prevention Plan. This program requires a hazard assessment of the job tasks, and based on the hazards, certain safety features are required for the safety footwear the employee wears while on duty. Currently employees shop for their safety boots on their own time, and must determine if the boot they want to purchase meets the safety requirements, then pay for the boots, submit a receipt and proof of the boot's safety certification, and then get reimbursed by Finance. Each Department such as Building and Safety or Public Works must have a separate budget for boots, and process these reimbursements separately. There is no single person with oversight of the current system. This system leads to uneven reimbursement schedules, multiple departments separately budgeting for boots, and most importantly, a wide variation of quality of boots purchased. If this vendor is approved, a new more efficient process will be implemented. The new process will enable the City to simply provide an appropriate pair of boots to all employees who are in the safety boot program. The vendor will track all boots provided to employees for the purposes of meeting the requirements of California OSHA for safety footwear. A single invoice will be sent to the Risk Management Department for all safety boots provided. Employees will no longer need to pay out money upfront, and Finance will no longer have to cut individual checks for reimbursement. This new system will reduce administrative effort, and ensure that the quality of boots received by employees is uniformly high. The employees will have a very wide selection of brands and styles, and should be able to find boots that they like from this wide selection. It is also more efficient for the employees to have the boot store come to them while they are at work to get their work required boots, rather than having to spend their personal time shopping for work required boots. The vendor also has online boot ordering as well as a catalog, so that if an employee needs safety boots before the next boot truck visit, the boots can be acquired with minimum effort. The cost of boots is equivalent to that charged by retail stores in the area. The attached information relates to the vendor, Industrial Boot Company of Santa Ana. They were selected because they have the size and experience to be able to provide a wide selection of appropriate safety boots at reasonable prices. They provide boots for several municipalities and other businesses all over Southern California and Arizona. We do not need to commit to a binding agreement with the vendor, so that if we wish to change to a different service we are free to do so at any time. The cost this fiscal year is indeterminate because it is not known exactly how many boots will be provided, and exactly which brands and styles of the many available will be selected.
