Ortega, City Manager Recommendation: By Minute Motion, (1) Authorize staff to proceed with the installation of barriers to prevent entry into the Freedom Park ballfields during non-use hours, and (2) Appropriate $11,000 from Account No. 233-4670-454-4001 for the purchase of the security items. Background: Freedom Park can be accessed via two entrances. One is a road east of the school and the other through the main signalized entry that also serves as the main entry to the school. The park, as designed, cannot be secured to restrict automobile access to the park after closing hours. Attached is a schematic of how gates could be installed to control access to the park. Please refer to the attached memorandum from Jay Niemczak, Parks Maintenance Supervisor, with regard to the cost and type of barriers that could be installed. Exhibit 2, Freedom Park Country Club Entrance 3. Exhibit 3, Freedom Park Tamarisk Row Drive Entrance 4. Exhibit 4, Proposed Gate Design 5. Exhibit 5, Concrete Bollard Park and Recreation Staff were directed to look into the possibility of securing Freedom Park during non-use hours. Staff feels that three additional items would need to be installed at Freedom Park to restrict vehicles from entering the park after closing hours. Three fabricated swinging gates as shown in exhibit 4 would be installed at both park entrances. These gates are rugged enough to stop entrance into the park, but are Tight enough to be swung open by one person. Concrete bollards as shown in exhibit 5 will be placed at the service sidewalk located near the dog park and between swing gates at the entrance at Tamarisk Row. Finally, the six-foot high decorative fence that surrounds the community gardens needs to be extended along the entire length of the park along Country Club Drive. The approximate cost for the additional security items are as follows: Nine Concrete Bollards $2,000.00 Three Fabricated Double Swing Gates $6,000.00 Seventy Feet of Additional Iron Fence Work $3,000.00 TOTAL $11,000.00 Please call me if you have any questions or need additional information. cc: Homer Croy, ACM for Development Services Janis Steele, Parks and Recreation Services Manager
