REQUEST: Amend Resolution No. 06-88, the City's Allocated Classifications by
Deleting the Classification for a Planning Manager and Replace with a
Principal Planner at the Same Salary Grade

Recommendation:
By Minute Motion: Adopt Resolution No. 07-19 amending Resolution 06-88
outlining the City's salary schedule and allocated positions.
Discussion:
The City currently has one Planning Manager position allocated. Stephen Smith, Acting
Director of Community Development, has held this position since February 28, 1996, and has
announced his retirement effective March 23, 2007. The incumbent's impending retirement,
quickly following the retirement of the long time Director of Community Development Phil
Drell, has created a need to review the structure of the department and align it with the future
needs of the City.
After careful consideration of the department's needs, its current and forecasted size, and the
future needs of the City, it is herein recommended that the classification be changed from
Planning Manager to Principal Planner. The Principal Planner position will clearly be
designated as the highest -level professional planner in the City. The position will be
responsible for the most complex planning cases and will provide guidance to lower level
planners as needed.
It is necessary to make the change in order to begin a recruitment for the soon to be vacant
position.

The classification of Planning Manager was created as part of the Ralph Anderson
Classification Study adopted in March 1995. At that time the title was changed from Sr.
Planner to Planning Manager based upon the idea that the incumbent (then Phil Drell) was
the highest-ranking member of the department and reporting to the ACM/Director Community
Development. In January 2001, the City underwent a reorganization, which removed the
Assistant City Manager designation from the Director of Community Development and
created a new Assistant City Manager for Development Services, which the Director of
Community Development reports to. As a result of these changes, the Planning Manager
position no longer represents the highest level in the Planning Department.
Therefore, it would be more appropriate to change the Planning Manager position to a
Principal Planner.
