REQUEST: Receive and File Report on the Status of Fred Waring Drive
Widening Soundwall Project between California Avenue and
Washington Street (654-01 }

Recommendation:
Receive and file an informational report concerning the status of the Fred
Waring Drive Soundwall project.
Discussion:
As part of the Fred Waring Drive widening project, soundwalls are needed to mitigate
traffic noise between California Avenue to Elkhorn Trail, Warner Trail to Washington
Street, and at the northeast intersection of Phyllis Jackson and Fred Waring Drive. The
total length of the wall construction is approximately 7,300 linear feet.
On May 25, 2006, City Council awarded the construction contract to Sukut, Inc. in the
amount of $6,931,432.50. Construction of the soundwalls is approximately 95%
complete at this time. The installation of the soundwall masonry block, including the
wall caps, is completed for the entire project length. At Desert Breezes, the contractor
is in the process of reconstructing planters and placing stone veneer on the planters
and wall columns. Restoration of landscaping continues at the affected common front
areas and in several remaining resident backyards.
Some of the real-stone veneer panels spontaneously detached and fell from the wall
after the contractor installed them on the soundwall between California and Elkhorn. It
has been determined that this was due to faulty materials provided by the
supplier/manufacturer and not due to the contractor's installation method. Each stone
veneer panel that fell had a mesh backing that had delaminated from the stone surface,
causing those panels to fall off.

City staff have been working closely with the contractor, the supplier, and manufacturer
representatives to arrive at a method to correct this problem. The contractor's
supplier/manufacturer has attempted to reattach the fallen veneers using liquid nails
and Mapei adhesives. However, City staff never approved these adhesives, nor the
method of application. Staff will continue to work with the contractor to assure the
veneers are attached properly and will continue to adhere in the long term. In the
meantime, staff will withhold sufficient funds until the repairs are completed to the City's
satisfaction and the soundwalls, including the veneers, are accepted.
Staff will provide a future update to the City Council on the status of the veneer repairs
and the completion of the project.
