By Minute Motion, that the City Council approve $60,000 in Facade
Enhancement Program consideration funds to XLNT Veterinary Care, Inc.,
for "Eldorado Animal Hospital" located at 74-320 Highway 111.
Executive Summary:
Approval of the request will provide City assistance to rehabilitate the exterior of the
subject property and is within the guidelines of the Facade Enhancement Program.
Denial of the request will not allow City assistance.
Discussion:
Richard Oliphant & Associates, are the owners of 74-320 Highway 111, and XLNT
Veterinary Care, Inc., is the tenant and applicant responsible for the improvements to
Eldorado Animal Hospital. The FEP guidelines allow for standard sized Tots (60-foot
frontage, 12,000 square feet) to receive consideration for half the cost of improvements
to a maximum of $40,000. Larger properties are eligible for additional funds with City
Council approval, which is applicable to this property. The property's total frontage is
100 lineal feet, and it is approximately 13,000 square feet in area. The property also
has 100 lineal feet of frontage on the north side along Alessandro Drive. The size of
this property makes it eligible for FEP consideration funds to a maximum of $60,000
subject to City Council approval.

The estimated cost to complete the improvements as approved by the Architectural
Commission on March 14, 2006, is $750,000. The improvements will dramatically alter
the appearance and architecture of the building and are more significant in scope than
most FEP projects.
Staff presented this project to the Retail Committee on April 19, 2007 for its review and
direction. The Retail Committee took into consideration the location, size, and scope of
the proposed project, and felt that this project merited FEP consideration funding in the
eligible amount. Staff concurs with the Retail Committee and recommends funding in
the amount of $60,000 from the Facade Enhancement Program.
