CITY OF PALM DESERT COMMUNITY SERVICES STAFF REPORT REQUEST: CONSIDERATION TO APPROVE THE DESIGNS BY MARIA HUNT AND MARCY GREGORY FOR THE PAINTING OF THREE TRAFFIC SIGNAL BOXES ON EL PASEO SUBMITTED BY: RICHARD L. PHOTOGRAPHS OF TRAFFIC SIGNAL BOXES Recommendation: By Minute Motion: 1) Accept and approve the designs by Maria Hunt and Marcy Gregory for the painting of three traffic signal boxes on El Paseo; 2) approve the commission of $1,500 for artwork by Maria Hunt and the commission of $750 for artwork by Marcy Gregory. Funds are available in Account No. 436-4650-454- 3092. Executive Summary: At its March 21, 2007 meeting, the Art in Public Places Commission selected Maria Hunt and Marcy Gregory's designs for the painting of three traffic signal boxes on El Paseo. The Art in Public Places Commission chose two landscape designs by Maria Hunt. One of her designs will be painted on the signal box in front of El Paseo Square located on El Paseo and San Pablo. The other design will be painted on the signal box located at San Luis Rey and San Pablo near Bank of America. The Commission selected Marcy Gregory's design of a person walking dogs for the signal box on Larkspur and El Paseo near Three Dog Bakery. Five artists were invited to submit examples of their work for consideration and the Commission thought the proposals from the selected artists were the most appropriate for the signal boxes on El Paseo. Discussion: At its December 20, 2006 meeting, the Art in Public Places Commission requested staff to pursue developing a pilot project of painting traffic signal boxes. Staff provided a presentation of similar projects from around the United States, Europe, and Australia. Staff presented the concept to Mark Greenwood, Director of Public Works who was very enthusiastic about the project. After consulting his staff about the idea, Mr. Greenwood responded that one of his traffic engineers had been involved in a similar project with the City of San Diego where it was judged a success with the residents and City Government. In conjunction with the Public Works Department, the pilot project will help determine any potential negative impacts caused by heat to the signal boxes from the applied paint. In addition, staff gave a presentation to the El Paseo Merchant's Association on the proposed project and asked for their opinions and feedback about it. All of the Board Members expressed favorable opinions about the project and designs. Several mentioned the signal boxes would look much better painted with the designs then left with the bare metal. The Board liked the representations and after questions concerning graffiti were reassured, it was moved and approved with a unanimous 6-0 vote to recommend the murals as part of the Art In Public Places program to the City Council.
